At the workshop, Director of the Department of Teachers and Education Management Officers Vu Minh Duc informed about some general issues about the Draft Law on Teachers such as the necessity of the Law on Teachers; stages of building and drafting the Law on Teachers; policies and structure in the Draft Law on Teachers; principles of building and some outstanding policies of the Draft Law on Teachers.
Emphasizing that teachers play an extremely important role in society and have a profound influence on many aspects of a country's development, Associate Professor, Dr. Le Thai Hung, Vice President of the University of Education, Vietnam National University, Hanoi, said: In many countries around the world , a professional certificate for teachers is a mandatory requirement to ensure that teachers and lecturers are qualified and have the capacity and qualities to teach.
Licensing agencies require candidates to complete an accredited teacher training program, pass basic and professional skills exams, and regularly update their knowledge to maintain certification through continuing education. This not only improves the quality of education, but also protects the rights of learners by ensuring that they are taught by highly qualified and ethical professionals. Compliance with these requirements also enhances public confidence in the education system and supports the professional development of teachers.

“In Vietnam, the introduction of mandatory regulations on granting teaching practice certificates will be a fundamental change that contributes to ensuring the quality of the teaching staff, in terms of professional knowledge, professional skills and professional ethics,” Associate Professor, Dr. Le Thai Hung commented.
Regarding the issue of teachers' ethics, Prof. Dr. Pham Hong Thai, University of Law, Hanoi National University, said that there should be unified adjustments to the professional ethics of teachers, regulations on professional ethics of all teachers in both public and private sectors, and applied to both foreign teachers working in Vietnamese educational institutions and foreign educational institutions operating in Vietnam. There is no distinction between the professional ethics of teachers at all levels of education.
Agreeing with the opinions that teachers need to have a certificate of practice, according to Dr. Pham Do Nhat Tien, in the world, when a field becomes a profession, it is a very important step for a concept. For a job to become a profession, the team must be trained at the university level, there must be a code of professional ethics, there must be a certificate of practice and there must be a professional organization.

Many comments on the draft Law on Teachers were discussed at the workshop.
When teaching is declared a profession, it will of course raise the status of teaching and force teachers to have a professional certificate. Therefore, to teach, teachers need a professional certificate. "This affirms that teaching is no longer an amateur activity but a professional activity and teachers become professional teachers," said Dr. Pham Do Nhat Tien.
At the workshop, experts and scientists exchanged and discussed issues surrounding two contents: professional certificates and teachers' ethics related to legal regulations, competent authorities granting teachers' professional certificates, regulations on teachers' ethics, international experiences and lessons...
Appreciating the significance of the workshop as well as the constructive spirit of experts and scientists, Deputy Minister of Education and Training Pham Ngoc Thuong commented: The Law on Teachers is a new, difficult and complicated issue, so it is necessary to promote the intelligence of experts, scientists and all classes in society. The Ministry of Education and Training and the Drafting Committee always listen to and synthesize all opinions to analyze, evaluate and select appropriate contents and contents to be included in the Law with experts and scientists.

The Deputy Minister assessed that the opinions presented at the workshop were theoretical, enthusiastic, responsible, scientifically based, suitable for practice and serving development.
Regarding the practice certificate, the Deputy Minister emphasized: Experts at the workshop affirmed that there must be and need to professionalize the practice certificate for teachers. Opinions at the workshop clearly stated that all in general are to develop the teaching staff and develop in the 5 most important factors including: development management, development of teacher training institutions, development of educational institutions using teachers, development of teachers themselves and development of students.
Regarding teachers' ethics, Deputy Minister Pham Ngoc Thuong shared that in addition to the ethics of a citizen or an ordinary civil servant, there should be specific characteristics of the profession. Teachers' professional ethics are both honoring, responsible and creating the position of teachers.
