BHG - On the morning of June 11, the Provincial Union of Science and Technology Associations held a workshop to consult and comment on the Draft Law amending and supplementing a number of articles of the Law on Product and Goods Quality. Attending the workshop were leaders of a number of provincial departments and branches; consulting and commenting experts from the Central and local levels.

The current Law on Product and Goods Quality was passed by the National Assembly in 2007 and took effect on July 1, 2008. After 17 years of implementation, many shortcomings have been revealed and it is no longer suitable for management practices and the new development context. This draft amended and supplemented Law has a wide scope of regulation, including 4 articles, of which 32 articles are amended and supplemented, 14 new articles are added and 35 articles of the current law are abolished.
At the workshop, delegates highly appreciated the preparation efforts of the drafting agency and agreed with many contents in the Draft Law. In addition, many opinions also suggested that some contents should be adjusted and supplemented to ensure clarity, consistency and effective implementation. In particular, it is necessary to clarify the principles of applying specialized laws to be consistent with the Law on Promulgation of Legal Documents; propose to expand the content of cooperation, clarify the role of Vietnam in technical exchange and recognition of quality standards with international standards; supplement the contents related to the control of counterfeit and poor quality goods, especially in the e-commerce market.

Regarding the effective date, the majority of delegates supported the option of the Law taking effect from January 1, 2026 to ensure sufficient preparation time. However, some opinions chose the option of the Law taking effect from July 1, 2026 so that state agencies have enough time to develop detailed guidance documents for the implementation of the Law and businesses have time to prepare, invest and adjust procedures to comply with the Law. In addition, the workshop also requested the drafting agency to continue reviewing the draft to avoid duplication and contradictions and ensure reasonable decentralization between the content of the Law and sub-Law documents.
The workshop is an important forum for scientists, managers and business representatives to contribute practical ideas, contributing to improving the quality of law making and perfecting the product and goods quality management system in the new era.
