On the morning of April 23, in Tokyo (Japan), Lao Cai Provincial People's Committee, Vietnamese Embassy in Japan, Vietnam Airlines Corporation in Japan, Japan External Trade Organization (JETRO), ASEAN - Japan Center (AJC) co-organized the Investment and Tourism Promotion Conference with the theme "Lao Cai - a successful destination".
Attending the workshop were Mr. Pham Quang Hieu, Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam to Japan; Trinh Xuan Truong, Chairman of Lao Cai Provincial People's Committee; Ngo Sy Anh, Head of Vietnam Airlines Branch in Japan; Hirabayashi Kunihiko, Secretary General of ASEAN - Japan Center (AJC); Kazuhiro Ito - Director of the International Center of Japan Association of Travel Agents (JATA); Manabu Tsukada, Strategy Director of Japan External Trade Organization (JETRO).
The workshop was also attended by more than 100 delegates, including leaders of departments and branches of Lao Cai province; the Vietnamese Embassy in Japan; Vietnam Airlines branch in Japan; representatives of organizations JATA, Jetro, AJC; and enterprises of Lao Cai province and Japan.

Speaking at the opening of the workshop, Mr. Trinh Xuan Truong, Chairman of the Provincial People's Committee affirmed: The workshop has a very special meaning, with the desire to bring Lao Cai closer to Japanese enterprises to share, cooperate and together turn potential, strengths, ideas into reality, helping Lao Cai develop rapidly, grow green and sustainably in the coming time.

The Chairman of Lao Cai Provincial People's Committee introduced the potential and comparative advantages for socio-economic development of the province, including advantages in border gate economic development; potential for industrial development; potential for agricultural and forestry development; and potential for tourism development.
Chairman of Lao Cai Provincial People's Committee emphasized: During the development process, Lao Cai province has paid great attention to investment promotion. Lao Cai is considered an attractive investment destination for many businesses. In 2022, the Provincial Competitiveness Index (PCI) ranked 11th, the Administrative Reform Index ranked 7th, and the Satisfaction Index of People and Organizations with the Services of State Administrative Agencies (SIPAS) in 2023 ranked 6th out of 63 provinces and cities in Vietnam. Therefore, the province's investment attraction has many outstanding results: There are 29 valid FDI projects, with a total registered capital of 730.4 million USD.
Lao Cai province applies incentive mechanisms and policies to support investment based on the principle that investors enjoy the highest level of incentives in terms of rights and perform obligations at the lowest level within the framework of Government regulations.
In addition to the general provisions of current laws, depending on the scale and nature of each project, based on the consideration of investors' proposals, the province will have special support mechanisms for large projects that play an important role in promoting the process of economic restructuring and creating a breakthrough in the socio-economic development of the province and the region.
At this conference, Lao Cai province hopes that Japanese organizations and investors will pay attention to and support Lao Cai province in promoting and attracting Japanese enterprises to research and invest in areas where Lao Cai province has strengths, such as cooperation in tourism development, cultural exchange, organization of festivals and events; cooperation in investment in building logistics centers to serve import-export enterprises; cooperation in the fields of industry, supporting industry, high-tech processing and manufacturing industry, deep mining and processing of minerals; application of science - technology, modern techniques in production, processing and consumption of agricultural products for export such as vegetables, flowers, medicinal herbs, etc.; cooperation in labor - vocational training, sending Vietnamese workers to work in Japan.
"With the motto "businesses prosper, Lao Cai develops, entrepreneurs accompany, government accompanies", Lao Cai province always opens its doors to welcome investors, and at the same time commits to accompany, considers the success of enterprises as its own success, creates the most favorable conditions to turn investors' ideas and the province's development goals into reality", Chairman of Lao Cai Provincial People's Committee Trinh Xuan Truong affirmed.
Speaking at the workshop, representatives of Japanese organizations JATA, Jetro, AJC assessed the potentials, advantages, especially the attractive points of Lao Cai. These are the combination of nature and culture; economic potential; investment environment. Therefore, Japanese organizations and enterprises hope that the two sides will deepen the relationship, at the same time research, exchange, and cooperate for mutual development and prosperity.

Next, Japanese investors and businesses asked many questions and were answered specifically by Chairman of Lao Cai Provincial People's Committee Trinh Xuan Truong, clarifying the issues that Japanese investors were interested in. The head of Lao Cai Provincial Government affirmed: Everything is ready and welcomes Japanese organizations, corporations and businesses to come and learn and invest.
At the workshop, 5 memorandums of understanding (MOUs) were signed. including the Memorandum of Understanding on the implementation of the Bao Thang Biomass Power Plant project (Lao Cai) between the Department of Planning and Investment of Lao Cai province and Erex Co., Ltd. Joint Stock Company, Japan; Memorandum of Understanding on tourism cooperation between the Department of Tourism of Lao Cai province and Vietnam Airlines Branch in Japan; Memorandum of Understanding on receiving Lao Cai (Vietnam) workers to work in Japan between the Department of Labor - Invalids and Social Affairs of Lao Cai province and Happy Life Corporation Joint Stock Company, Japan; Memorandum of Understanding on cooperation in receiving technical interns between Lao Cai College and Tsukuba Kogyo Joint Stock Company, Japan; Memorandum of Understanding on technology transfer and mushroom growing techniques between the Department of Agriculture and Rural Development of Lao Cai province and OGAWA KINOKOEN Joint Stock Company, Japan (photo below) .





In his closing speech at the workshop, Chairman of Lao Cai Provincial People's Committee Trinh Xuan Truong thanked the presence of more than 100 delegates representing Japanese enterprises, and affirmed that the attention and support of Japanese partners for Lao Cai is an encouragement and an important premise to open a new development journey for Lao Cai in attracting Japanese enterprises to learn about and invest in projects in the province.
