According to Mr. Truong Anh Dung, Director of the Department of Vocational Education and Continuing Education (Ministry of Education and Training), by July this year, the Department had consulted and given opinions on the merger of vocational education institutions (VET) under two Ministries: Construction, Industry and Trade and 13 localities including: Dien Bien, Yen Bai , Thai Nguyen, Thai Binh, Hai Phong, Phu Tho, Bac Ninh, Quang Binh, Hue, Da Nang, Tien Giang, Dong Nai, Vinh Long.

Units within the Department are also reorganized and transferred some functions and tasks to units under the Ministry of Education and Training such as: Office, Vocational Education Department; Continuing Education Department, Vocational Skills Department, Finance - Accounting Department.
Implementing the Decision of the Minister of Education and Training, the Department's functional units are reorganized and streamlined to 5 units including: Office; Vocational Education Department; Continuing Education Department; Vocational Skills Department; Finance - Accounting Department.
Regarding the proposal to reorganize vocational education and continuing education (VET) facilities, in which each province and city is directed to have no more than 3 vocational schools, Mr. Dung said that the orientation, reorganization, and streamlining of public colleges and intermediate schools is necessary to restructure, concentrate resources, increase scale, and improve training quality.
However, Mr. Dung said that it is necessary to clarify that this is an arrangement orientation with public schools.
At the same time, he proposed that the steering committee consider the characteristics of provinces and cities with large labor force and a large number of public colleges and intermediate schools such as: Hanoi has 54 schools, Ho Chi Minh City has 62 schools, Ninh Binh has 28 schools, Phu Tho has 21 schools, Hai Phong has 19 schools..., should it be arranged to have no more than 3 vocational schools?

85% of human resources have jobs after graduation
By last September, the vocational education system included 1,163 establishments, including 518 public establishments and 645 non-public establishments.
In 2024, the vocational education system will enroll more than 2 million people, of which 430,000 will be in college and intermediate levels, and nearly 2 million will be in primary and other vocational training programs.
In the first 6 months of this year, the whole country enrolled and trained about 1 million people in vocational education, of which about 100,000 people attended college and intermediate level; and about 900,000 people attended elementary level and other training programs.
By 2025, the vocational education system will focus on integrated recruitment for the entire sector, strengthening ties with businesses, promoting student streaming and raising social awareness of the role of vocational education and continuing education in national human resource development.
Cooperation between vocational training institutions and businesses continues to be identified as a key task.
The linkage activities between vocational training institutions and enterprises have had many positive changes, contributing to improving vocational skills for learners, creating quality human resources to serve socio-economic development.
In the 2024-2025 school year, over 85% of vocational training institutions have signed cooperation agreements with more than 7,200 businesses in many fields. Businesses participate in building programs, output standards, evaluating training results, and receiving more than 310,000 students and interns.
The employment rate after graduation through cooperation channels is over 85%. However, the level of connection is uneven, and incentive policies are limited, especially in agricultural areas, mountainous areas, and economically disadvantaged areas.
