More than 4 years of implementing Program No. 08-CTr/TU of Hanoi Party Committee:

Over the past 4 years, many specific mechanisms and policies of the city have been issued, having a positive impact on people's lives, affirming the profound humanistic meaning of the program.

10 targets exceeded plan

Over the past 4 years, implementing Program No. 08-CTr/TU, Hanoi city has issued many mechanisms and policies to develop the social security system, improve social welfare and people's quality of life.

Up to now, the city has basically completed 26/26 targets, of which 10 targets exceeded the plan, such as: Unemployment rate, job creation, rate of workers participating in unemployment insurance over the working-age workforce, health insurance coverage rate, poverty rate (according to the city's poverty standard), number of hospital beds/10,000 people, number of doctors/10,000 people, rate of pregnant women screened for the 4 most common congenital diseases before birth, reduction in the rate of malnourished children under 5 years old compared to the previous year...

In particular, the city has issued specific policies to support people, workers, and businesses affected by the Covid-19 pandemic, creating an important premise for socio -economic recovery and development. The city also always cares and looks after the lives of people, especially those with meritorious services.

Notably, the policy credit program has been promoted, contributing to job creation, stable income, supporting poor households and policy beneficiaries to access preferential loans for production and business. Thereby contributing to improving the material and spiritual life of the people. The average income per capita in 2024 is estimated at 7,546,000 VND/month. The city has no more poor households, maintaining no households falling back into poverty, and no new poor households arising according to the city's poverty standards.

According to Vice Chairman of the City People's Committee Vu Thu Ha, to complete the targets of Program No. 08-CTr/TU, the city has issued 28 documents, including 5 resolutions of the City People's Council; 23 decisions and plans of the City People's Committee. The City People's Committee also implemented a plan to support and develop the labor market and create jobs for workers. At the same time, improve the operational capacity of job service centers, floors, and satellite job transaction points to support information on the labor market for workers and businesses. As a result, from 2021 to present, the city has created jobs for over 822,000 workers, with the unemployment rate remaining below 3%.

In addition, the city currently has 313 vocational training institutions and vocational training facilities. From 2021 to present, the city has recruited and trained 970,493 people. The city has directed the connection with businesses in vocational training. The rate of students and trainees having jobs after graduation is 70-80%, in which some occupations when students graduate are recruited by businesses at a high rate.

Continue to propose synchronous policies

Head of the Culture - Social Committee of the Hanoi People's Council Nguyen Thanh Binh informed that through the survey, the city has expanded the coverage of social insurance, health insurance, unemployment insurance; strengthened medical work, health care for the people; improved the quality of education and training; synchronously implemented policies and solutions to reduce poverty quickly and sustainably... In particular, the city is actively investing in building and renovating public schools to meet national standards, upgrading the health system and renovating and embellishing relics in the period of 2022-2025 and the following years, in order to strongly develop the network of medical, cultural and educational facilities, contributing to improving the quality of social welfare for the people.

Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan, Head of the Steering Committee for Program No. 08-CTr/TU of the City Party Committee, said that the achieved results confirm that the program has truly entered life, bringing confidence to the people. To continue to care for people's lives, in the coming time, Hanoi will continue to propose perfecting the legal system on social policies to ensure unity, synchronization, feasibility, suitability for each stage of development of the capital, approaching international standards and effective implementation. Along with that, it is necessary to improve the capacity and effectiveness of state management, promote decentralization, delegation of authority, and individualization of responsibilities in implementation; promote administrative reform towards publicity and transparency.

In particular, the city will complete the specialized database system related to social policies, ensuring connectivity, safety, and security of general information and personal data; develop an advanced and modern healthcare system; improve the quality of medical examination and treatment, the capacity of the preventive healthcare system, grassroots healthcare, and family doctor system; proactively forecast and effectively prevent and control epidemics. At the same time, the city will complete and improve the quality and efficiency of the network of vocational education facilities; attract socialization in training high-quality human resources; meet the requirements of industrialization, modernization, and international integration.

In particular, the city will develop a comprehensive social security system that covers all people, expands policy beneficiaries, and creates conditions for people to have maximum access to essential social services.
