Steering Committee meeting on the arrangement of administrative units and agencies of the Vietnam Fatherland Front and political organizations

Provincial Party Secretary Hoang Duy Chinh and Provincial People's Committee Chairman Nguyen Dang Binh chaired the Conference. Also attending the meeting were members of the Steering Committee and the Working Group on administrative unit arrangement and organizational structure.

At the Conference, the professional agency presented two proposed plans to reorganize commune-level administrative units and the Project to reorganize the Vietnam Fatherland Front Committee and socio-political organizations and mass associations.

It is expected that after the reorganization of commune-level administrative units, the number of administrative units will be reduced by about 50% compared to the total number of administrative units before the reorganization. Regarding the criteria for mountainous communes and ethnic minority areas with an area of ​​100 ^km2 or more and a population of 5,000 people or more; for mountainous and highland wards with an area of ​​15 ^km2 or more and a population of 21,000 people or more.

On that basis, Bac Kan plans to have 2 options: (1) Arrange 108 commune-level administrative units into 48 new commune-level administrative units, including 45 communes and 3 wards (reducing over 55%); (2) Arrange 108 current commune-level administrative units into 45 new commune-level administrative units, including 42 communes and 3 wards (reducing over 58%).

The leaders of the Provincial Fatherland Front Committee also proposed to reorganize the Provincial Fatherland Front Committee and mass organizations based on similar characteristics and tasks, ensuring streamlining and efficiency.

Speaking at the Conference, Provincial Party Secretary Hoang Duy Chinh directed that the arrangement work must ensure progress, publicity, democracy, transparency, and create high consensus. Members of the Steering Committee on the arrangement of administrative units and apparatus organization and localities closely follow and update the latest criteria to make reasonable adjustments and supplements to ensure compliance with Central regulations. In the general spirit, the district and commune levels will complete the arrangement and start operating from July 1, 2025, and the provincial level before August 31, 2025. He requested the Steering Committee and Secretaries of District and City Party Committees to proactively develop administrative unit plans for commune levels; continue to thoroughly educate cadres, civil servants, and public employees to carefully study Central regulations, and at the same time direct the review and implementation of policies and regimes in accordance with regulations; proactively arrange, allocate, and manage public finances and assets to avoid waste; Review the work and tasks currently being implemented, ensure progress and quality; effectively carry out propaganda work for cadres, civil servants and public employees to properly implement the policy on organization arrangement and streamlining./.
