Full text of Prime Minister Pham Minh Chinh's report at the opening session of the 9th session of the 15th National Assembly

On the morning of May 5, at the opening session of the 9th session of the 15th National Assembly, Prime Minister Pham Minh Chinh presented a supplementary assessment report on the results of the implementation of the 2024 socio-economic development plan and the implementation of the socio-economic development plan in the first months of 2025.

"Dear Comrade To Lam , General Secretary of the Central Committee of the Party!

Dear leaders, former leaders of the Party, State, Vietnam Fatherland Front and revolutionary veterans!

Dear National Assembly and compatriots and voters nationwide!

The 9th session of the 15th National Assembly is a session of special importance, institutionalizing the Party's policies and guidelines, especially the historic decisions of the 11th Central Conference of the 13th tenure, creating the premise for the country to develop rapidly and sustainably, entering a new era - the era of national prosperity, civilization and prosperity.

According to the agenda of the Session, the Government submitted to the National Assembly 64 reports, submissions, and documents in many fields. On behalf of the Government, I would like to report to the National Assembly and the people and voters nationwide some main contents on the additional assessment of the results of the implementation of the Socio-Economic Development Plan for 2024 and the implementation of the Socio-Economic Development Plan in the first months of 2025 as follows:

I. ADDITIONAL ASSESSMENT OF 2024 RESULTS

At the 8th Session of the 15th National Assembly, the Government reported to the National Assembly on the socio-economic situation in the first 9 months and the estimated results for the whole year of 2024. In the last months of 2024, the Government and the Prime Minister closely followed the spirit of "The Party has directed, the National Assembly has agreed, the Government has agreed, the People have supported, the Fatherland has expected, only discuss and do, not retreat", focusing on directing ministries, branches and localities to synchronously, drastically and effectively implement tasks and solutions with outstanding efforts, "turning danger into opportunity", "changing the state, turning the situation around". The assessments and results of 2024 reported to the National Assembly at the previous Session were basically consistent and had many better targets; all 15/15 main targets were achieved and exceeded, of which 12 targets exceeded the set targets. Notably, the target of increasing labor productivity exceeded the set plan, after 3 years of not achieving it.

Macroeconomic stability, major balances of the economy are ensured [1]; deficit and public debt are well controlled [2]. The economy has recovered strongly, GDP growth rate reached 7.09% (reported to the National Assembly as 6.8 - 7%), the highest in the region and among the group with high growth rates in the world [3]; raising the size of the economy to 476.3 billion USD, up 3 places, reaching 32nd place in the world. GDP per capita in 2024 will reach 4,700 USD, approaching the upper middle-income threshold [4]. Inflation is controlled at 3.63% [5]; the money and foreign exchange markets are basically stable, and lending interest rates continue to decrease [6]. State budget revenue reached a record of over 2 million billion VND, up 20.1% compared to the estimate, exceeding 342.7 trillion VND; while exempting, reducing, and extending 197.3 trillion VND in taxes, fees, charges, and land rents [7].

Traditional growth drivers have all been effective. Development investment has achieved positive results; public investment disbursement is 132 trillion VND higher than the same period; Vietnam is among the 15 developing countries attracting the largest FDI in the world; realized FDI capital reached a record 25.4 billion USD (an increase of 2.4 billion USD compared to the reported number). Total retail sales of goods and consumer service revenue increased by 9%; international visitors increased sharply (39.5%). Trade surplus of 24.8 billion USD and successfully opened up potential markets in the Middle East and Africa [8]. Exploiting new growth drivers well. Strong digital transformation with Project 06 as a bright spot. E-commerce has the fastest growth rate in the region, up 20% [9]. Many projects and investment cooperation in emerging fields have been implemented, creating good spillover [10]. The 2024 Global Innovation Index rose 2 places to 44/133. The national brand value reached 507 billion USD, up 1 place, ranking 32nd in the world.

Three strategic breakthroughs are focused on implementing drastically, synchronously and effectively. Innovation in thinking and working methods in the work of building and perfecting institutions; in 2024, the Government will organize 11 thematic meetings on law-making; submit to the National Assembly for consideration and approval the largest volume of legislative tasks since the beginning of the term with 28 laws, 24 resolutions, and give first opinions on 19 draft laws, contributing to removing bottlenecks and unblocking resources for development. Administrative procedures are reduced and simplified [11], reducing compliance costs for people and businesses. The infrastructure system has made a breakthrough, especially in transport and telecommunications infrastructure [12], creating new space and opportunities for development, strengthening connectivity, reducing logistics costs, and improving national and business competitiveness. The Project on Human Resource Development for the Semiconductor Industry has been strongly implemented with the positive response of many prestigious universities and research institutes in the country and around the world.

Social security, security, safety and security are ensured with the spirit of "leaving no one behind". People's lives are improved; focus on effectively overcoming storm Yagi; the poverty rate continues to decrease, especially in ethnic minority areas, remote areas, border areas and islands [13]. Social housing construction has achieved positive results; in 2024, support was provided to eliminate over 76,000 temporary and dilapidated houses [14]. National defense, security, social order and safety are strengthened; national sovereignty is maintained; foreign affairs and international integration are promoted and promoted effectively.

In the context of many difficulties, the results achieved in 2024 are very valuable and proud, better than in 2023 in most areas, especially maintaining "warm inside, peaceful outside", highly appreciated by the people of the whole country and the international community [15]; creating momentum for reform, creating development force, creating a vibrant atmosphere and creating strong trust of the people in the leadership of the Party.

II. ON THE IMPLEMENTATION OF THE SOCIO-ECONOMIC DEVELOPMENT PLAN IN THE FIRST MONTHS OF 2025

Since the beginning of the year, the world situation has seen many new developments that are extremely complex and unpredictable. In particular, the US's sudden announcement of a high-level reciprocal tax policy across a wide area [16], including Vietnam, has negatively impacted global economic growth [17], seriously threatening the supply chain and international trade and investment flows. Traditional and non-traditional security issues are increasingly fierce and difficult to control.

In that context, implementing the resolutions and conclusions of the Central Committee, the National Assembly, and the direction of General Secretary To Lam, with the spirit of "Discipline, responsibility; proactiveness, timeliness; streamlining and efficiency; accelerating breakthroughs", the Government and the Prime Minister focused on directing ministries, branches and localities to synchronously, drastically and effectively deploy tasks and solutions in all fields, focusing on:

- Streamline and reorganize the apparatus to ensure smooth operations; reorganize administrative units at all levels; build a two-level local government organization model and a series of accompanying legal documents.

- Focus on promoting growth with a target of 8% or more [18]. Organize many important conferences, including 9 conferences with businesses and business associations; promote disbursement of public investment capital and national target programs; promote exports and stimulate domestic consumption.

- Innovate the work of law making and enforcement, including submitting to the Politburo and the National Assembly for approval many breakthrough mechanisms and policies. Propose to issue a Resolution of the Politburo and the National Assembly on law making and enforcement, developing the private economy as the most important driving force of the national economy. Promote administrative procedure reform, improve the investment and business environment; promote the development of science, technology, innovation and digital transformation [19].

- Work with many localities to remove difficulties, promote socio-economic development; inspect and urge important and key national infrastructure projects and works with the spirit of "three shifts, four shifts", "overcoming the sun, overcoming the rain, not losing to storms", "working through holidays, Tet holidays", "not enough work during the day, working at night", "eating quickly, sleeping urgently", "only discussing work, not discussing back", determined to complete in the shortest time, with the highest quality and not to exceed budget.

In particular, when the United States announced its new tariff policy, we were calm, courageous, proactive, and synchronously implemented many timely, flexible, and appropriate response measures, achieving initial positive results; Vietnam is one of the first countries with which the United States agreed to negotiate [20]. Implementing the direction of the Politburo and General Secretary To Lam, the Government and the Prime Minister have been closely directing the Negotiation Team and ministries and agencies to monitor the situation, promptly complete the plan, and be ready to negotiate with the United States in the spirit of "harmonized benefits - shared risks".

1. Results achieved in the first months of 2025

a) Economically

GDP growth in the first quarter of 2025 is estimated at 6.93%, the highest compared to the same period in the 2020 - 2025 period [21]; many localities have double-digit growth [22]. In the first 4 months of the year, the macro economy was basically stable, inflation was well controlled, and major balances were ensured. Exchange rates were stable; lending interest rates continued to decrease [23], credit growth was positive [24]. The average consumer price index was at 3.2%, creating room for flexible and effective management of macro policies. State budget revenue in the first 4 months reached over 944 trillion VND, equal to 48% of the year's estimate and increased by 26.3% [25]; total import-export turnover is estimated at over 275 billion USD, up 15%, trade surplus over 5 billion USD [26]; ensuring domestic food security and exporting 3.4 million tons of rice; Realized FDI capital reached over 6.7 billion USD, the highest in the period 2020 - 2025 [27], showing that Vietnam continues to be an attractive destination for international investors [28].

All three economic sectors grew positively. Agricultural production maintained its growth momentum [29]. Industry flourished, especially the processing and manufacturing industry, which grew at a double-digit rate (10.1%) [30]; electricity and gasoline for production, business and consumption were guaranteed [31]. Trade and services continued to develop. Total retail sales of goods and consumer service revenue increased by nearly 10% [32]; e-commerce grew strongly [33]. Tourism was a bright spot, attracting nearly 7.7 million international visitors, the highest ever, up 23.8% over the same period.

Socio-economic infrastructure is developed in a synchronous and modern direction, prioritizing key and important projects on highways, high-speed railways, airports, seaports, educational, medical and social infrastructure [34]... Simultaneously starting and inaugurating 80 key projects and strategic infrastructure works to celebrate the 50th anniversary of the Liberation of the South and National Reunification [35], putting into operation Tan Son Nhat T3 terminal and opening the main route of 5 component projects of the North-South Expressway...

Strongly implementing Resolution No. 57-NQ/TW of the Politburo [36]; in which the Government submitted to the National Assembly 13 important draft laws and prioritized resource allocation to create breakthroughs in science, technology, innovation and national digital transformation. Online public services were enhanced [37]; pilot investment in satellite Internet services was approved; upgrading 5G infrastructure and the national telecommunications axis [38]. Deploying Project 06 brought about many substantive results; providing many applications and utilities to serve people and businesses [39]. Digital transformation in tax management and electronic invoices generated from cash registers were implemented drastically and effectively [40].

b) On culture, society and environment

Social security policies [41], care for people with revolutionary contributions, and poverty reduction have been effectively implemented; the material and spiritual life of the people has been improved. Timely visits, encouragement, and support for people to celebrate a joyful, safe, healthy, warm, and meaningful Tet, so that everyone and every family can have a Tet [42]. Organizing early payment of pensions and social insurance benefits in May 2025. Actively implementing credit packages with preferential interest rates for consumer loans and social housing purchases for young people, the poor, and low-income people [43]. The emulation movement of the whole country joining hands to eliminate temporary and dilapidated houses has spread strongly across the country with the motto "whoever has something helps, whoever has merit helps merit, whoever has property helps property, whoever has a lot helps a lot, whoever has little helps a little" [44]. The work of resource management, environmental protection, natural disaster prevention and control, and climate change response has been strengthened. The labor and employment situation has recovered positively; the connection between labor supply and demand has been strengthened; workers' income has increased [45]. Vietnam's happiness index in 2025 is ranked 46/143, up 8 places compared to 2024.

Focus on developing high-quality human resources, especially in the fields of basic science, chips, semiconductors, microcircuits, engineering and high technology, and key technologies [46]. Education and training continue to be innovated; expand the implementation of digital school records, strengthen the management of extra teaching and learning, and make English the second language in schools... Public health care, primary health care, and preventive medicine continue to receive investment attention; respond effectively and promptly to and prevent infectious diseases [47]. Electronic health books and electronic medical records are strongly promoted in all provinces and centrally run cities. Basically ensure vaccines for the Expanded Immunization Program; master and deploy many advanced medical techniques [48].

The cultural and entertainment industries have shown positive signs of development with many unique and creative cultural products and activities of the youth. The country's major anniversaries and traditional festivals are solemnly and meaningfully organized, such as the 95th Anniversary of the Founding of the Communist Party of Vietnam, the Hung Kings' Commemoration Day, etc.; successfully organizing the military parade, march and many national events [49] to celebrate the 50th anniversary of the Liberation of the South, the reunification of the country in a safe, joyful and healthy manner, affirming the heroic history of the nation, strongly fostering the spirit of patriotism, deeply expressing gratitude to revolutionary generations, and consolidating the great national unity bloc.

c) On institution building, administrative reform, inspection work, handling complaints and denunciations, preventing corruption, waste and negativity

The work of building and perfecting institutions has completed a large amount of work in a short time, and the quality has been improved. At the 9th Extraordinary Session, the Government submitted to the National Assembly for approval 03 important Laws [1]. At this Session, the Government submitted to the National Assembly the largest number of laws and resolutions ever at a session (44 draft laws and resolutions); including many important contents with "pioneering" nature such as science and technology development, private economic development, one law amending many laws in the financial sector, Resolution on law-making and enforcement policies, special mechanisms and policies for legal practitioners..., meeting practical requirements, creating new development momentum. Actively promulgating detailed implementation regulations [2]; proactively reviewing, amending and supplementing many regulations to promote production and business, removing difficulties and obstacles for people and businesses.

Implementing the resolutions and conclusions of the Central Committee, the Politburo, and the Secretariat [3], the Government and the Prime Minister have resolutely implemented the arrangement and streamlining of the Government and local government apparatus, ensuring synchronization, unity, smoothness, efficiency, without interruption or impact on the operations of agencies, organizations, businesses and people. The arrangement and streamlining of the Government apparatus has been completed to 14 ministries and 3 ministerial-level agencies (reducing 8 ministries, ministerial-level agencies, and agencies under the Government) [4]; at the same time, the arrangement and reorganization of administrative units at all levels and the construction of a 2-level local government organization model have been quickly, resolutely, and effectively implemented.

Promote decentralization, delegation of power, reform of administrative procedures, improve the investment and business environment, reduce compliance costs, create favorable conditions for people, businesses, foreigners, and foreign experts [5]. Strictly implement the Work Program and Conclusion of the Central Steering Committee on preventing and combating corruption, waste, and negativity; focus on perfecting institutions and solutions to prevent corruption; strengthen inspection, examination and implementation of inspection conclusions [6]; promote settlement of complaints, denunciations and reception of citizens [7].

The work of preventing and combating waste has received special attention and achieved positive results [8], especially in handling backlogged and prolonged projects and works that have caused loss and waste of resources; in which, the Government has completed reviewing and proposed the Politburo and the National Assembly to remove obstacles for over 2,200 projects with a total capital of nearly 5.9 million billion VND (equivalent to about 235 billion USD) and a total land use scale of about 347 thousand hectares.

d) On defense, security, foreign affairs

Effectively deploy military and defense guidelines, strategies and policies. Timely, flexibly and effectively handle situations, avoid being passive or surprised, firmly protect independence, sovereignty and territorial integrity. National defense and security potential is consolidated and enhanced. Social order and safety are maintained; absolutely protect the security and safety of Party and State leaders' activities and important events of the country. The fight against crime, especially high-tech crimes, online fraud, drugs, counterfeit goods... has achieved positive results [9]; traffic accidents have decreased in all three criteria [10]. Excellently completed the work of supporting and overcoming the consequences of the earthquake in Myanmar [11].

Foreign affairs and international integration have been implemented synchronously and comprehensively, contributing to maintaining a peaceful and stable environment and a favorable foreign situation for development [12]. Many high-level foreign affairs activities have been effectively implemented [13]. Elevating multilateral foreign affairs; successfully organizing the fourth Summit of the Partnership for Green Growth and the Global Goals 2030 (P4G) Forum [14] and the Future of ASEAN Conference, demonstrating Vietnam's international responsibility, new position, new mindset and leading role. People's foreign affairs and citizen protection continue to be effectively implemented.

2. Limitations and shortcomings need to be dealt with decisively

The pressure to direct and manage the macro economy is still great, especially in terms of interest rates, exchange rates, and inflation control. Production and business activities still face many difficulties, especially in business development [15]. Although traditional growth drivers have been effective, they have not met expectations; disbursement of public investment capital is still low [16]; domestic purchasing power has recovered but slowly; exports still depend heavily on FDI and are adversely affected by the new US tariff policy. New growth drivers are in the early stages and need time to be effective. The real estate market is recovering slowly and still has potential risks. Administrative procedures are still cumbersome, causing difficulties for businesses and people; the situation of "hot above, cold below" still exists. The implementation of the social housing and worker housing loan program, and the renovation and reconstruction of old apartments have not met requirements [17]. Decentralization and delegation of power are not thorough, still concentrated in the Central Government, causing congestion and inconvenience to lower levels. The lives of a part of the population are still difficult, especially in remote areas, ethnic minority areas, border areas, and islands. The security and order situation in some areas, drug crimes, high-tech crimes, online fraud, smuggling, trade fraud and counterfeit goods, etc. are still complicated. Air pollution, traffic congestion, etc. in big cities are slow to be resolved.

3. Causes

(1) The reasons for the results achieved: are due to the correct and timely leadership of the Central Executive Committee, which is regularly, directly and closely led by the Politburo and the Secretariat, headed by General Secretary To Lam; the coordination, accompaniment and supervision of the National Assembly; the participation of agencies in the political system; the correct, drastic, practical and effective management and operation of the Government, the Prime Minister, ministries, branches and localities; the support, trust and active participation of the people, the business community and the cooperation and assistance of international friends.

(2) The causes of limitations and shortcomings include both objective and subjective causes. Mainly due to the rapidly changing, complex, unpredictable world situation, many unprecedented developments, beyond forecasts, creating great pressure on the direction and management work. Our country is still a developing country, the economy is in transition, the scale is still modest, and there is a large openness, while the internal capacity is still low, the ability to withstand external shocks and competitiveness are not high. The long-standing shortcomings and weaknesses of the economy are more clearly revealed in difficult conditions. The work of analysis, forecasting and policy response is sometimes not timely and effective. A number of cadres and civil servants have not met the requirements, are not resolute, thorough, insensitive, evasive, shirking responsibility, and afraid of responsibility.

4. Lessons learned

(1) Closely follow the Resolutions and Conclusions of the Party, the National Assembly and the direction and administration of the Government and the Prime Minister.

(2) Strengthen solidarity and unity. Do not back down in the face of difficulties; be steadfast in achieving the set goals but with higher determination, greater efforts, and drastic actions in management, operation, and implementation.

(3) Grasp the situation, respond proactively, promptly, flexibly, feasiblely, and effectively with policies; look far ahead, think deeply, and do big things; save time; value intelligence; make timely decisions. Assign tasks to ensure 6 clear "clear people, clear work, clear responsibility, clear authority, clear time, clear results".

(4) Promote decentralization and delegation of authority along with resource allocation, improve implementation capacity at all levels, strengthen inspection, supervision, urging, encouragement, rewards, and timely and appropriate disciplinary action.

(5) Focus on removing barriers and bottlenecks; resolutely cutting cumbersome administrative procedures, reducing costs and compliance time for people and businesses; creating a favorable, fair, public and transparent investment and business environment.

Reducing 13/13 general departments and equivalents; reducing 519 departments and equivalents (reducing 77.6%); reducing 219 departments and equivalents (reducing 54.1%); reducing 3,303 branches and equivalents (reducing 91.7%); reducing 203 public service units (reducing 38%). The staff in ministries and branches is reduced by about 22,000 people (reaching about 20%).

[5] In the first quarter of 2025, reduce and simplify 18 business regulations and 70 administrative procedures and citizen papers; decentralize 36 administrative procedures.

[6] 1,538 administrative inspections and 4,135 specialized inspections and checks were carried out; economic violations of VND 2,058 billion and 720 hectares of land were detected; 381 collectives and 1,083 individuals were recommended for review and administrative handling; 26 cases and 15 subjects were transferred to the investigation agency for further review and handling. 607 inspection conclusions were completed, accounting for 25.4% of the total number of inspection conclusions that were urged and checked; 92,290 petitions were received and 90,024 petitions of all kinds were processed.

[7] Resolved 3,661/6,472 complaints and denunciations under its jurisdiction, reaching a rate of 56.6%.

[8] The Government has established a Steering Committee to review and remove difficulties and obstacles related to institutions and mechanisms; resolve bottlenecks that cause waste of resources, especially those related to projects, land, renewable energy, strengthen management, and improve the efficiency of housing and land use at state-owned enterprises...

[9] In the first quarter of 2025, 9,468 cases of social order crimes were investigated and discovered, reaching a rate of 77.12%. 222 cases and 437 subjects were detected and handled for corruption and position crimes; 1,766 cases and 2,797 subjects were detected for economic management order crimes; 7,253 cases and 13,272 subjects were detected for drug crimes.

[10] In the first 4 months of 2025, the number of traffic accidents decreased by 28.2%; the number of deaths decreased by 8.3%; the number of injuries decreased by 37.2% compared to the same period.

[11] Sent 02 working delegations from the Ministry of National Defense and the Ministry of Public Security with 106 officers and soldiers to Myanmar.

[12] Upgraded relations with the Czech Republic to Strategic Partnership, with New Zealand, Singapore and Indonesia to Comprehensive Strategic Partnership and agreed in principle to upgrade relations with Switzerland to Comprehensive Partnership. To date, 12 countries have Comprehensive Strategic Partnership relations with Vietnam.

[13] Since the beginning of the year, Party and State leaders have made 7 official visits to other countries and 16 delegations from other countries have made official visits to Vietnam. General Secretary To Lam made a state visit to Indonesia and Singapore; met with the President of the Cambodian People's Party and the General Secretary of the Lao People's Revolutionary Party. The Prime Minister met with the Prime Ministers of Cambodia and Laos; had working trips to Laos, Poland, the Czech Republic; attended the 55th World Economic Forum (WEF)... General Secretary and President of China Xi Jinping made a state visit to Vietnam; many heads of state and leaders of other countries made official visits to Vietnam, including the King and Queen of Belgium, the President of Brazil, the Prime Ministers of Japan, New Zealand, Spain, etc.

[14] Adopted 2 declarations and 5 important consensuses in sustainable green transformation. The two declarations include: (i) Hanoi Declaration on sustainable green transformation, focusing on people; (ii) P4G Declaration on enhancing cooperation and coordination between P4G and international organizations and mechanisms on green growth. The five consensuses include: (i) Mobilizing finance to promote green transformation, sustainable development; (ii) Encouraging research and development of green technology solutions; (iii) Transforming sustainable agriculture and food systems; (iv) Developing and training a high-quality workforce; (v) Transforming energy efficiently, sustainably and environmentally friendly.

[15] In the first 4 months of 2025, 68.7 thousand enterprises temporarily suspended operations, an increase of 12.9%. Meanwhile, 89.9 thousand enterprises were newly established and returned to operation, an increase of 9.9%.

[16] Only achieved 9.53% of the plan assigned by the Prime Minister, lower than the same period in 2024 (12.27%).

[17] By the end of February 2025, commercial banks had only disbursed VND 3.4 trillion/VND 145 trillion (2.34%).

III. MAIN TASKS AND SOLUTIONS IN THE COMING TIME

1. Background

The world situation is forecast to continue to have many complex and unpredictable fluctuations; trade wars are increasingly tense; international trade and investment are declining; prestigious organizations have simultaneously lowered their global growth forecasts.

It can be said that the situation of difficulties, challenges and opportunities, advantages are intertwined, but there are more difficulties and challenges[1]. However, this is also an opportunity for Vietnam to restructure the economy, restructure the market, production, products and exports with the determination to accelerate, break through, and successfully complete the socio-economic development goals in 2025 and the 5-year Plan 2021 - 2025.

2. Guiding view

(1) Thoroughly grasp and strictly implement the resolutions of the Party and the National Assembly, especially the Resolution of the 13th Party Congress, focusing on 3 strategic breakthroughs, 6 key tasks, and 12 main groups of solutions. (3) Maintain momentum, keep pace and accelerate, break through. Promote the spirit of initiative, positivity, innovation, creativity, daring to think, daring to do; ensure flexibility, timeliness and effectiveness in direction and operation.

(4) Tighten discipline and order; promote decentralization and delegation of power; and strengthen supervision, inspection, supervision, and removal of difficulties and obstacles. Continue to promote the prevention and fight against corruption, waste, and negativity.

(5) Economic and social development and environmental protection are central, Party building is key, cultural development is the foundation, ensuring national defense and security and promoting foreign affairs are essential and regular.

3. Main tasks and solutions

To achieve the growth target of 8% or more, the economic scale reaching over 500 billion USD (expected to rank 30th in the world, up 2 places), GDP per capita in 2025 reaching over 5,000 USD, all levels, sectors and localities are required to continue to resolutely, synchronously and effectively implement the tasks and solutions set out in the fields. Below, I would like to emphasize some key contents:

(1) Closely monitor the international and domestic situation, proactively forecast and have flexible and timely policy responses, especially to the new US tariff policy; prioritize promoting growth associated with macroeconomic stability, controlling inflation, and ensuring major balances of the economy. Strengthen financial discipline and order - State budget; expand the collection base, collect correctly, fully, and promptly, and prevent tax losses, especially through electronic tax collection initiated from cash registers; strive to increase State budget revenue by over 15%. Adjust the State budget deficit to 4 - 4.5% of GDP when necessary and save expenditures, especially regular expenditures, to increase development investment expenditures. Effectively implement policies on tax, fee, and charge exemption, reduction, and extension[3]. Actively, flexibly, promptly, and effectively operate monetary policy; Coordinate synchronously, harmoniously, and closely with a reasonable, focused, and key expansionary fiscal policy and other policies. Regulate exchange rates and interest rates appropriately; meet capital needs for the economy; improve credit quality, focusing on production and business, priority areas, especially strategic infrastructure. Urgently and effectively implement preferential, long-term credit packages for infrastructure investment and digital technology; expand the scope and subjects participating in preferential credit packages for the forestry, fishery, wooden furniture, and housing sectors for young people. Strive for credit growth to reach about 16%.

Promote disbursement and effective use of public investment capital, with a focus, key points, not spread out; strive for the disbursement rate of public investment capital in 2025 to reach 100% of the plan; resolutely carry out compensation and site clearance work, ensuring adequate supply of construction materials. Effectively exploit the 17 signed FTAs ​​and promote negotiations and signing of new cooperation frameworks, especially with countries that have recently upgraded diplomatic relations and potential regions[4]. Strengthen trade promotion, effectively implement the Master Plan to stimulate domestic consumption; promote the campaign to encourage Vietnamese people to use Vietnamese goods, especially OCOP products; resolutely prevent and combat smuggling, trade fraud, counterfeit goods, fake goods, poor quality goods, especially medicines, nutritional products and functional foods; prevent, strictly handle and end acts of false advertising.

Proactively complete plans and negotiate effectively with the United States in the spirit of protecting Vietnam's legitimate and legal rights and interests, aiming to promote balanced and sustainable trade, without affecting international agreements that Vietnam has participated in. At the same time, promptly issue a Decree on strategic trade control; strengthen inspection and supervision of the origin of goods; continue to diversify markets, products, and supply chains; improve the quality and competitiveness of goods and services, and be ready to adapt to developments in the world economic situation; promptly develop and implement solutions to support difficulties for businesses and workers affected by the US tariff policy.

(2) Institutionalize, concretize, and resolutely and effectively implement the Politburo's Resolutions: Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation; Resolution No. 59-NQ/TW on international integration; Resolution No. 66-NQ/TW on innovation in law-making and enforcement; Resolution No. 68-NQ/TW on private economic development. Urgently research and propose amendments to laws to remove bottlenecks, unblock resources, liberate all endogenous capacity and social productivity, and promote socio-economic development[5]. Research, develop and apply a new legal framework to promote science, technology, innovation and green transformation, digital transformation; organize controlled experiments with new technology industries and develop smart manufacturing, smart factory models, smart cities, and smart governance.

Summarize specific mechanisms, policies, and pilot models to legalize them in conjunction with promoting decentralization, decentralization, expanding the scope and subjects of application, especially the mechanisms and policies that the National Assembly has allowed to be applied in 10 localities and have proven effective. Develop specific policies to develop border economic zones, free trade zones, economic zones with great potential such as Van Don, Van Phong, new economic zones, etc.

By 2025, abolish at least 30% of unnecessary business investment conditions; reduce at least 30% of administrative procedure processing time; reduce at least 30% of administrative procedure costs; complete public administrative service centers at ministries, branches and localities to handle administrative procedures for people and businesses; accelerate digitalization, enhance integration, sharing and reuse of data; ensure smooth and continuous implementation of administrative procedures in the process of rearranging administrative units and organizing 2-level local governments.

(3) Deeply reform state governance, perfect the organizational model of the political system with the spirit of "not doing it half-heartedly, doing it thoroughly, doing it thoroughly". Organize to collect people's opinions on amending and supplementing a number of articles of the Constitution (2013). Complete the review, amendment or promulgation of new legal documents guiding the implementation of merging provincial-level administrative units and building a 2-level local government organization model before June 30, 2025, ensuring smooth and continuous operations, without creating legal gaps [6]. Strongly innovate leadership, direction, administration, working style and manners in a scientific, professional and modern direction with the motto "Slim apparatus - Connected data - Smart governance" [7].

Review, amend, supplement and perfect the law on inspection, citizen reception, complaint and denunciation settlement; strengthen control of power, prevent and combat corruption, waste and negativity with the spirit of "non-stop, non-stop". Strengthen the work of supervision, appraisal and post-inspection handling, especially the inspection conclusions monitored and directed by the Central Steering Committee on corruption prevention and combat. Improve the effectiveness of recovering money and assets lost and misappropriated in criminal cases on economics and corruption [8]. Do a good job of receiving citizens, settling complaints and denunciations right at the grassroots level; continue to pilot the Online Citizen Reception Model; focus on resolving mass, complicated, prolonged and cross-level complaints, not allowing hot spots to arise.

Promote the effectiveness of the Steering Committee in resolving difficulties and problems related to backlogged projects [9] to unlock resources and promote socio-economic development, especially projects and land in the inspection, examination and judgment conclusions in Ho Chi Minh City, Da Nang and Khanh Hoa province. Draw experience and propose to widely apply nationwide specific mechanisms and policies similar to Resolution No. 170/2024/QH15 of the National Assembly.

(4) Accelerate economic restructuring, establish a new growth model, taking science and technology, innovation and digital transformation as the main driving force. Effectively implement approved compulsory transfer plans for weak banks. Remove bottlenecks, develop healthy, transparent and sustainable real estate, capital and corporate bond markets; strive to upgrade the Vietnamese stock market by 2025.

Continue to innovate, improve the operational efficiency and mobilize resources of state-owned enterprises in implementing large-scale projects with high spillover effects[1]. Concretize the Resolution of the Politburo into a Resolution of the National Assembly in this session on private economic development. Promote the attraction and diversification of partners and innovate methods of promoting FDI investment, especially in priority areas such as semiconductors, artificial intelligence, cloud computing, Internet of Things, etc.; promote domestic enterprises to participate more deeply in the global value chain and production and supply chain. Urgently build a national and provincial investment single window.

Effectively restructure industries and sectors, including: (i) Improve the efficiency and competitiveness of some basic industries (such as energy, mechanical engineering, metallurgy, chemicals, construction materials, etc.); develop breakthroughs in emerging industries (such as chips, semiconductors, robots, artificial intelligence, etc.). Promote technology transfer for the development of the national railway industry; (ii) Promote the restructuring of the agricultural sector towards "green agriculture - clean products - high technology - sustainable market"; ensure national food security. Build national brands for key products[2]. Synchronously deploy solutions to soon remove the IUU yellow card. (iii) Develop tourism with the motto "Unique products - Professional services - Convenient procedures - Competitive prices - Clean environment - Safe, civilized, friendly destinations". Effectively implement the 2025 Tourism Stimulus Program; Strive to attract 22-23 million international visitors by 2025. Consider and decide to exempt entry visas for a limited period for some people who are scientists, businessmen, artists, athletes... and citizens of some countries, especially traditional friends and important partners. Build a "Duty-free port" model to turn Vietnam into a major logistics center.

(5) Strive to complete the goal of having over 3,000 km of expressways and over 1,000 km of coastal roads nationwide by 2025. Speed ​​up the implementation of North-South expressway component projects in the 2021-2025 period and other important and dynamic projects[3]; strive to open the expressway from Cao Bang to Ca Mau by the end of 2025[4]. Complete procedures and start construction of the Lao Cai - Hanoi - Hai Phong railway; Hanoi - Vientiane expressway (Vinh - Thanh Thuy section); Ca Mau - Dat Mui expressway and Hon Khoai port. Effectively implement the adjusted Power Plan VIII; complete and put into operation important power and transmission projects[5]; absolutely do not let there be power shortages under any circumstances; strive to increase the power growth of the entire system by about 12.5 - 13%. Develop synchronous and modern digital infrastructure, especially telecommunications satellites, national telecommunications backbones, and expand 5G coverage[6]. Proactively complete investment procedures for major projects in the 2026-2030 period. Develop a priority policy for supporting industry development in 2025.

(6) Focus on developing high-quality human resources to meet market demands, especially in the fields of artificial intelligence, data science, semiconductor chips, construction and operation of high-speed railways, nuclear power[7]... Early promulgation of preferential loan policies for students, trainees, and postgraduates in technology, engineering, basic science, culture, and arts with preferential interest rates and loan limits appropriate to tuition fees and living expenses. Allocate resources to exempt tuition fees for preschool and primary school students, ensuring the right purpose and effectiveness from the 2025-2026 school year. Mobilize resources to build boarding houses for ethnic minority students. Organize the high school graduation exam and university and college admissions well in 2025.

Continue to invest in developing preventive medicine and primary health care; constantly improve the quality of health services, shifting from medical examination and treatment to public health care, aiming for free hospital treatment for all people[8]. Respond promptly and effectively to infectious diseases. Accelerate the implementation of electronic health books and electronic medical records nationwide before September 2025. Urgently complete the construction and put Bach Mai and Viet Duc hospitals, branch 2, into operation in 2025. Develop policies to promptly adapt to population aging and take advantage of the golden population period.

Promote the development of science, technology, innovation, and digital transformation in all sectors and fields[9]. Focus on comprehensive digitalization and the application of artificial intelligence in state management activities. Promote the implementation of Project 06, the movements "The whole country competes in innovation and digital transformation" and "Digital education for the masses". Accelerate the integration, connection, and sharing of data[10]; expand utilities on the VNeID application. Improve the quality of online public service provision in the direction of personalization. In 2025, complete the construction of a national database on land. Promote the formation of a data market; issue a pilot policy on the crypto asset market in May 2025.

(7) Develop culture, constantly improve the material and spiritual life of the people. Organize well the activities to celebrate major holidays and important events of the country. Promote the development of cultural industry, build a project to develop entertainment industry. Effectively implement the National Target Program on cultural development for the period 2025 - 2035. Focus on preparing forces for the Vietnamese Sports Delegation to participate in the 33rd SEA Games. Fully and promptly implement preferential policies for people with meritorious services, ensuring publicity and transparency. Strengthen the connection between supply and demand, strongly develop the labor market.

By 2025, all temporary and dilapidated houses must be basically eliminated nationwide and over 100,000 social housing units must be completed. A “National Social Housing Fund” must be established to develop low-cost housing in large cities, social housing, and housing for young people. Effectively implement policies on ethnicity, religion, care for the elderly, gender equality, and for the advancement of women. Effectively implement the National Target Program on drug prevention and control until 2030.

(8) Focus on implementing Conclusion No. 81-KL/TW of the Politburo on proactively responding to climate change, strengthening resource management and environmental protection. Build a disaster warning information system; strengthen forecasting and timely response to natural disasters and storms. Build a policy framework for managing the national database on rare earths. Quickly deploy measures to restore and revive "dead rivers" and reduce air pollution in major cities, especially Hanoi and Ho Chi Minh City.

(9) Grasp the developments and situations in the region and the world, proactively respond promptly and appropriately, avoid being passive and surprised. Continue to perfect and effectively implement strategies, plans, projects, and laws on military, national defense, and security; complete the arrangement of local military organizations to be "streamlined - compact - strong". Promote military modernization, develop military science and technology, produce weapons, and high-tech equipment. Maintain national security, ensure social order and safety in all situations. Improve the effectiveness and efficiency of state management of security and order, avoid the formation of "hot spots"; continue to strongly suppress all types of crimes to restrain and sustainably reduce crime.

(10) Firmly adhere to the foreign policy of independence, self-reliance, diversification and multilateralization. Synchronously and effectively implement high-level foreign affairs activities in 2025; deepen bilateral relations; be more proactive and active in multilateral foreign affairs activities. Promote economic diplomacy, science and technology diplomacy; promote harmonious and sustainable trade with major partners. Continue to do a good job of citizen protection; promote cultural diplomacy and people-to-people diplomacy.

(11) Be more proactive in information and propaganda work, create motivation, inspire, encourage innovation, promote good models, creative ways of doing things, good people, good deeds. Strengthen policy communication, especially on the Party's guidelines and policies, the State's policies and laws, important orientations on economy, society, security, national defense, foreign affairs, preparations for party congresses at all levels, towards the 14th National Party Congress and major and important events of the country in 2025, contributing to creating momentum in society, consolidating the great national unity bloc.
