Meeting of the Forward Command Center for responding to Typhoon No. 3.

On the morning of September 7th, Comrade Tran Hong Ha, Member of the Central Committee of the Party and Deputy Prime Minister, chaired an online meeting of the Forward Command Post (located in Hai Phong city) to hear reports on the response to Typhoon No. 3.

Attending the meeting at the Thai Binh location were: Mr. Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue; Colonel Nguyen Ngoc Tue, Member of the Standing Committee of the Provincial Party Committee and Commander of the Provincial Military Command; and Mr. Pham Van Nghiem, Provincial Party Committee Member and Vice Chairman of the Provincial People's Committee.

According to the latest information from the National Center for Hydro-Meteorological Forecasting, the center of Typhoon No. 3 is currently located over the sea area between Quang Ninh and Hai Phong. The typhoon's center is between Hai Phong and Quang Ninh; the key areas affected are Quang Yen, Bai Chay, Cat Ba, and Ha Long in Quang Ninh province; and An Lao, Tien Lang, Hai An, and Do Son in Hai Phong city. The strongest winds in the center of the typhoon are at level 13 (134-149 km/h), with gusts up to level 16. The coastal waters from Quang Ninh to Thanh Hoa will experience strong winds of level 6-7, later increasing to level 8-9, with winds near the center of the typhoon reaching level 10-12, and gusts up to level 14; the sea will be extremely rough.

Speaking at the meeting, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Provincial Steering Committee for Disaster Prevention and Search and Rescue, reported on the situation regarding the response to Typhoon No. 3 in Thai Binh.

Accordingly, Thai Binh province has mobilized a total of approximately 15,000 people on standby from the night of September 6th until now. This includes 100% of the armed forces, totaling over 9,000 people (excluding the forces of Military Region 3); and approximately 6,000 people from military agencies. Starting from the early morning of September 7th, the province experienced moderate to heavy rain, with some areas experiencing very heavy rain. At 11:00 AM, at the Ba Lat Hydrological Station, wind speeds had begun to strengthen to levels 9 and 10, with gusts up to level 11; at the Thai Binh Meteorological Station, wind speeds were at level 7, with gusts up to level 9; the level of natural disaster risk was level 3.

In the province, there are 995 boats and ships with nearly 3,000 workers engaged in maritime activities; over 1,200 workers tending clam beds; over 1,600 workers involved in coastal aquaculture; and nearly 8,000 households with over 19,000 people living in vulnerable houses. By the morning of September 7th, all boats, ships, and workers at sea had moved to safe shelters; workers in clam watchtowers and aquaculture ponds inside and outside the dikes had been evacuated to safe locations. At 37 critical points of dikes, embankments, and sluices in the province, including 8 critical points on river mouth and coastal dikes, protection plans have been drawn up, approved, and assigned to local authorities to proactively prepare personnel, materials, and equipment according to the "four on-the-spot" principle, ready to deploy and handle any situation when ordered or when an incident occurs.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha acknowledged the efforts of ministries, sectors, and localities in implementing solutions to respond to Typhoon No. 3.

Emphasizing that Typhoon No. 3 is very strong and has a large affected area, and that its intensity remains unchanged after entering the sea area of ​​Quang Ninh - Hai Phong, the Deputy Prime Minister requested that ministries, sectors, and localities continue to maintain vigilance and focus intensely; closely monitor and promptly handle vulnerable sea and river dikes, and if necessary, immediately report to the Forward Command Center to mobilize additional forces for support.

Coastal localities must maintain road closures and minimize people leaving their homes after 8 PM to reduce health and life-threatening damage caused by falling trees and the collapse of small buildings. Regional meteorological and hydrological agencies and stations must effectively warn of the risk of flash floods and landslides to every village and hamlet in mountainous areas with rugged terrain and steep slopes.

Ministries and agencies should immediately review the flood release procedures of reservoirs to avoid cascading floods caused by heavy rainfall from the post-storm circulation.

The Deputy Prime Minister also noted the need to maintain good communication channels between the forward command post, ministries, agencies, all levels of government, and forces to promptly direct the deployment of forces and resources to respond to any situations that may arise.
