On the morning of April 3rd, the Standing Committee of the Provincial Party Committee held a combined in-person and online thematic meeting on "Promoting the spirit of lifelong learning, building a learning society, creating breakthroughs in science and technology development, innovation and digital transformation".

Attending the conference at the Provincial Party Committee and Provincial People's Committee meeting hall were: Mr. Nguyen Khac Than, Secretary of the Provincial Party Committee and Head of the Provincial Steering Committee for Science, Technology, Innovation, and Digital Transformation; Mr. Nguyen Tien Thanh, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Deputy Head of the Provincial Steering Committee; members of the Provincial Party Standing Committee; leaders of the Provincial People's Council and People's Committee; the Provincial National Assembly Delegation; and leaders of departments, agencies, and mass organizations. The conference was connected to 358 locations throughout the province, with nearly 28,000 delegates in attendance.

At the conference, Comrade Pham Dong Thuy, Member of the Standing Committee and Head of the Propaganda and Mass Mobilization Department of the Provincial Party Committee, presented the thematic content, which included the following main sections: Breakthroughs in the development of science, technology, innovation, and national digital transformation; the content of the article "Lifelong Learning" by General Secretary To Lam; Action Program No. 41-CTr/TU dated February 12, 2025, of the Provincial Party Committee's Standing Committee implementing Resolution No. 57-NQ/TW of the Politburo and Action Plan No. 26/KH-UBND dated February 13, 2025, of the Provincial People's Committee.

To lead the country to strong development in the new era.
Presenting the content on breakthroughs in national science, technology, innovation, and digital transformation, the Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department emphasized: Since its establishment, the Party has always identified the development of science and technology as a top priority. The 13th Party Congress further emphasized the transformation of the growth model based on productivity, scientific and technological progress, innovation, and high-quality human resources. The achievements after nearly 40 years of reform and more than 30 years of implementing the Party's Platform have created a solid foundation for Vietnam to enter a new era. To successfully achieve the goal of Vietnam becoming a developing country with modern industry and high middle income by 2030, and a developed country with high income by 2045, a revolution is needed to create new impetus and foundations for development.
The comrade also provided an in-depth analysis of the Fourth Industrial Revolution, electronic chips, and guidance on using several smartphone applications to improve work efficiency.

Lifelong learning empowers us to think boldly, speak boldly, act decisively, take responsibility, and make sacrifices for the common good.
Regarding General Secretary To Lam's article "Lifelong Learning," the comrade affirmed that the article demonstrates strategic vision, systemic thinking, and concretizes Ho Chi Minh's thought and the Party's viewpoint on lifelong learning. The General Secretary clearly pointed out the requirement for lifelong learning for cadres and Party members in the new context – as the country enters the digital transformation revolution and comprehensive innovation. Learning to dare to think, dare to act, dare to take responsibility, and sacrifice for the common good is an urgent requirement today. The article also affirms that the idea of lifelong learning has been emphasized by our Party and President Ho Chi Minh since the early days of independence. President Ho Chi Minh once stressed: "Whoever does not learn will fall behind; their work will leave them behind." This idea is further deepened by General Secretary To Lam in the context of the Party's efforts to promote judicial and administrative reforms, streamline the apparatus, and demonstrate consistency in the view of lifelong learning.
Implement decisive and groundbreaking development of science, technology, innovation, and digital transformation in the province.
The Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department also presented the content of Action Program No. 41-CTr/TU of the Provincial Party Standing Committee and Action Plan No. 26/KH-UBND. These documents aim to concretize Resolution No. 57-NQ/TW. The content of the Action Program has concretized the five viewpoints in the Resolution into three viewpoints suitable for the province's implementation, ensuring that the set goals are consistent with the Resolution and the development orientation and practical requirements of the province. The goal is to develop science, technology, and innovation in the province to an advanced level, contributing decisively to making Thai Binh province a breakthrough by 2030 to become a relatively developed locality, and by 2045 to become a developed province in the region and one of the industrial development centers of the Red River Delta.
Strive to act with the utmost determination.
In his concluding remarks, Comrade Nguyen Khac Than, Secretary of the Provincial Party Committee, emphasized: The contents of the conference are of great importance, and delegates are required to seriously study the thematic topics and related resolutions and action programs. He urged each cadre and Party member to clearly understand the necessity of breakthroughs in science and technology development, innovation, and digital transformation; and to consider lifelong learning as a law of life, helping each individual to improve themselves and enhance their quality of life.

Sectors and localities must immediately begin implementing tasks, thinking creatively, and proactively providing advice. First and foremost, officials within the political system need to innovate their work habits, eliminate conservative and stagnant thinking, and be ready to "dare to think, dare to act, dare to make breakthroughs for the common good," turning bottlenecks into competitive advantages. The comrade emphasized that the development of science and technology, innovation, and digital transformation is a profound and comprehensive revolution, an inevitable law encompassing all fields, and a common task for the entire Party, army, and people.
The Provincial Party Secretary instructed the Provincial Party Committee's Propaganda and Mass Mobilization Department to continue directing and guiding propaganda work, creating consensus and high determination within the political system and throughout society; and to strengthen inspection and supervision of implementation in localities, ensuring unified and effective operation.
Mr. Nguyen Van Dat, Permanent Deputy Secretary of the Kien Xuong District Party Committee General Secretary To Lam's article has inherited and promoted Ho Chi Minh's thought and the Party's viewpoint on lifelong learning. Over the past period, Party committees and governments at all levels have paid attention to and directed the building of a learning society, considering lifelong learning as a movement, a need, and a cultural norm. This has resulted in many important achievements, contributing to the country's great successes in various stages of the revolution, especially after nearly 40 years of reform. However, the article also points out existing limitations such as: learning based on trends, obsession with degrees, learning not stemming from practical needs, reluctance to face difficulties and hardships, and a lack of a spirit of conquering knowledge. In the context of the whole country accelerating judicial and administrative reforms, streamlining the organizational structure for greater efficiency and effectiveness, and implementing Resolution No. 57-NQ/TW of the Politburo, the entire Party and people need to recognize lifelong learning as a fundamental principle of life. Learning is for work, for personal growth, and for service. In particular, it is necessary to build a team of cadres who "dare to act, dare to take responsibility, and dare to sacrifice for the common good," contributing to the country's steady progress into a new era of development under the leadership of the Party. Mr. Nguyen Hong Chuong, Tran Hung Dao Ward, Thai Binh City From its inception, our Party has identified the development of science and technology as a key task. General Secretary To Lam's article "Lifelong Learning" is very accurate and aligns perfectly with the Party's current policy. Learning is an inherent human instinct. Humans are born to work, learn, develop, and contribute to society. To ensure that articles and thematic content on scientific and technological development, innovation, and digital transformation are put into practice, I believe that local Party committees and governments need to develop specific learning programs and plans. Every cadre and Party member must proactively learn and improve their skills to better serve the people. Citizens also need to learn and apply digital technology for convenience in their daily lives. Even at nearly 80 years old, I am still proficient in using the "Electronic Party Member Handbook" software, regularly providing feedback to the Party branch through the application and conducting cashless transactions. This is also a practical way to engage in lifelong learning. Following the conference, I will actively disseminate the thematic content to cadres, Party members, and the people, especially emphasizing the overarching idea in General Secretary To Lam's article "Lifelong Learning" and the breakthrough goals of developing science, technology, innovation, and national digital transformation. Building a learning society and implementing lifelong learning will only succeed when each individual is aware of their role and responsibility. Cadres and Party members must learn with a serious attitude and a high level of self-awareness. Recognizing this, for many years I have proactively engaged in self-study, research, and the application of technology in my work, especially the application of AI in the production of radio programs. As a result, I have not only improved the quality of content but also saved time, costs, and effort compared to before. |
