Attending the conference at the Provincial Party Committee and Provincial People's Committee conference hall were comrades: Nguyen Khac Than, Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee for Science, Technology, Innovation and Digital Transformation; Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Deputy Head of the Provincial Steering Committee; members of the Provincial Party Committee Standing Committee; leaders of the Provincial People's Council, Provincial People's Committee, Provincial National Assembly Delegation; leaders of departments, branches, sectors and organizations. The conference was connected to 358 conference points across the province, with nearly 28,000 delegates attending.

At the conference, Comrade Pham Dong Thuy, Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission, presented the thematic content including the main parts: Breakthrough in science and technology development, innovation and national digital transformation; content of the article "Lifelong learning" by General Secretary To Lam; Action Program No. 41-CTr/TU dated February 12, 2025 of the Provincial Party Committee Standing Committee to implement Resolution No. 57-NQ/TW of the Politburo and Action Plan No. 26/KH-UBND dated February 13, 2025 of the Provincial People's Committee.

Bring the country to strong development in the new era
Presenting the content on breakthroughs in science and technology development, innovation and national digital transformation, the Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department emphasized: Since its establishment, our Party has always identified science and technology development as the top priority. The 13th National Party Congress continues to emphasize transforming the growth model based on productivity, scientific and technological progress, innovation and high-quality human resources. The achievements after nearly 40 years of innovation and more than 30 years of implementing the Platform have created a solid foundation for Vietnam to enter a new era. To successfully achieve the goal of Vietnam being a developing country with modern industry and high middle income by 2030 and a high-income developed country by 2045, it is necessary to carry out a revolution to create new momentum and development foundations.
He also analyzed in depth the 4.0 industrial revolution, electronic chips and provided instructions on how to use some software on smartphones to improve work efficiency.

Lifelong learning to dare to think, dare to speak, dare to do, dare to take responsibility, dare to sacrifice for the common good.
Regarding the article "Lifelong Learning" by General Secretary To Lam, he affirmed that the article demonstrates a strategic vision, systematic thinking, and concretizes Ho Chi Minh's thought and the Party's viewpoint on lifelong learning. The General Secretary pointed out the requirement for lifelong learning for cadres and party members in the new context - when the country enters the digital transformation and comprehensive innovation revolution. Learning to dare to think, dare to do, dare to take responsibility and sacrifice for the common good is an urgent requirement today. The article also affirms that the idea of lifelong learning has been promoted by our Party and President Ho Chi Minh since the early days of independence. President Ho Chi Minh once emphasized: "Whoever does not learn is backward, work will push him behind". This idea continues to be deepened by General Secretary To Lam in the context of the Party promoting judicial and administrative reforms, streamlining the apparatus, demonstrating consistency in the viewpoint of lifelong learning.
Resolutely and dramatically deploy scientific and technological development, innovation, and digital transformation in the province.
The Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission also presented the contents of Action Program No. 41-CTr/TU of the Provincial Party Committee's Standing Committee and Action Plan No. 26/KH-UBND. These documents aim to concretize Resolution No. 57-NQ/TW. The contents of the Action Program have concretized 5 viewpoints in the Resolution into 3 viewpoints suitable for the province's implementation, the set goals ensure closeness to the Resolution and development orientation, and the actual requirements of the province. The set goal is to develop science, technology and innovation of the province to reach an advanced level, contributing to the decision to make Thai Binh province a breakthrough by 2030 to become a locality in the fairly developed group, by 2045 to be a developed province in the region and one of the industrial development centers of the Red River Delta.
Strive to act with the highest determination
In his concluding remarks, Comrade Nguyen Khac Than, Secretary of the Provincial Party Committee, emphasized: The contents of the conference are very important, requiring delegates to seriously study and learn the topics and related resolutions and action programs. He suggested that each cadre and party member should clearly understand the inevitability of breakthroughs in science and technology development, innovation and digital transformation; consider lifelong learning as a rule of life, helping each individual to improve themselves and improve the quality of life.

Sectors and localities must immediately start implementing tasks, think creatively, and proactively advise. First of all, cadres in the political system need to innovate right from their working habits, eliminate conservative and stagnant thinking, be ready to "dare to think, dare to do, dare to break through for the common good", and turn bottlenecks into competitive advantages. He emphasized that developing science, technology, innovation and digital transformation is a profound and comprehensive revolution, an inevitable rule covering all fields and a common task of the entire Party, the entire army and the entire people.
The Provincial Party Secretary assigned the Provincial Party Committee's Propaganda and Mass Mobilization Commission to continue directing and orienting propaganda work, creating consensus and high determination in the political system and the whole society; strengthening inspection and supervision of implementation in localities, ensuring unified and effective operation.
