Towards 100% of medical facilities not using paper medical records

That is the content of the document just signed by Deputy Minister of Health Tran Van Thuan, aiming to direct units in the entire health sector to implement Resolution No. 157-NQ/BCSĐ dated February 3, 2023 of the Ministry of Health's Personnel Committee on Digital transformation of health care by 2025, with a vision to 2030 (referred to as the Action Plan).

90% of people have electronic health records

The health sector also sets a target that by 2025, all medical facilities will implement remote medical consultation and treatment based on actual needs, and organize online medical registration. The proportion of the adult population using online health consultation and remote medical examination services will reach over 30%.

Every hospital and public health center implements electronic medical records, cashless hospital fees, electronic prescriptions, and 100% of medical examination and treatment facilities of grade I or higher implement paperless medical examination, in which electronic medical records must meet the requirement of not using paper medical records. Publicize drug prices, medical equipment prices, and medical examination and treatment prices.

Each person has a personal digital health record, of which 90% of people have an electronic health record. Each commune health station deploys commune health station management activities in a digital environment, of which: 100% of communes deploy commune health station management software with full functions according to regulations of the Ministry of Health; 95% of commune, ward and town health stations implement prevention, management and treatment of some non-communicable diseases on a digital platform. 100% of infectious diseases and infectious disease cases are managed on a digital health platform.

100% of medical equipment, supplies, and drugs that are granted registration certificates for circulation in Vietnam are managed by a unique identification code consistent with international standard commodity identification. Successful application of digital technologies: artificial intelligence (AI), big data, internet of things (IoMT), blockchain, ... in medical activities.

100% of state agencies apply artificial intelligence

The action plan also sets the target that 100% of work records at the Ministry of Health, Department of Health; district and county health management agencies are processed online; 100% of health information systems that require information sharing and connection are connected and communicated through the integrated platform, sharing health data; information of people and businesses has been digitized and stored in the national health database without having to be re-provided.

95% of people have electronic health records; 95% of commune, ward and town health stations carry out prevention, management and treatment of some non-communicable diseases on digital platforms; 100% of people with non-communicable diseases are managed and provided with health care on digital health platforms.

100% of medical examination and treatment facilities nationwide have completed the implementation of electronic medical records without using paper medical records, diagnostic imaging only uses digital films; the proportion of the adult population using online health consultation services and remote medical examination and treatment reaches over 50%; cashless payment services are implemented and medical examination and treatment facilities in urban areas reach at least 50% of the total hospital fee payments.

The Ministry of Health requires units in the sector to focus on directing the implementation of digital transformation at the unit, at the same time, develop a plan to implement Resolution No. 157 before July 1, 2023, ensuring the implementation of specific goals by 2025 and orientations for 2030 on digital transformation of healthcare.

The Ministry of Health also directed departments and bureaus to research and uniformly apply the Ministry of Health's e-Government Architecture version 2.1 issued on April 21, 2023 when deploying online public services of the Ministry of Health; specialized applications serving management, operation, decision-making, and information lookup implemented by the Ministry of Health; internal applications deployed at the Ministry of Health agencies; information infrastructure deployed at the Ministry of Health agencies; in connecting and sharing information and data between units under the Ministry of Health and the Departments of Health.

Regarding administrative management, the Ministry of Health aims for 100% of state agencies to apply artificial intelligence, 100% of health information systems to ensure information security and network security according to approved information security level records and before being put into use and exploitation. 100% of civil servants are assigned digital identification in work processing; 100% of people and businesses using online public services are identified and authenticated seamlessly. 100% of internal direction, operation and management activities of state agencies are carried out on a unified, comprehensive management platform; 90% of work records at the Ministry of Health, Department of Health; 80% of work records of district/county health management agencies are processed in the network environment (except for work records within the scope of state secrets).
