Core policy to ensure development of defense and security industry

The Draft Law on Defense Industry, Security and Industrial Mobilization focuses on 05 outstanding policies including: Developing defense industry and security industry in a dual-use direction, ensuring the participation of enterprises, organizations and individuals in defense industry and security industry activities; perfecting, arranging and innovating the defense industry and security industry organization system; promoting scientific and technological activities to serve the development of defense industry and security industry; mobilizing resources for the development of defense industry and security industry; ensuring the effectiveness of industrial mobilization activities.

According to Major General Luong Thanh Chuong, Deputy Director - Chief of Staff of the General Department of Defense Industry, these are core policies to ensure the goal of solving the problems arising in the defense industry, security industry and industrial mobilization, including: Institutionalizing the Party's viewpoints and policies on developing the defense industry, security industry and industrial mobilization; creating a legal basis to ensure the connection between the defense industry, security industry and national industry in performing defense and security tasks and participating in socio -economic development, actively contributing to the cause of industrialization and modernization of the country; building a system of defense industry and security industry that is lean, strong and efficient; the system of industrial mobilization facilities is increasingly growing in both scale and technological depth; Promote innovation, enhance creativity in science and technology activities, develop human resources to create breakthroughs in productivity, quality and competitiveness of defense and security products, improve research capacity to master a number of new technologies and the ability to adapt to rapid changes of the 4th industrial revolution; ensure resources for the development of defense and security industry and mobilize industry to meet the requirements of enhancing defense and security potential, contributing to building a revolutionary, disciplined, elite, and gradually modern People's Army and People's Public Security, striving to build a revolutionary, disciplined, elite, and modern People's Army and People's Public Security by 2030.

Financial resources and investment - one of the pillars for the development of defense and security industry

Investment resources for the defense and security industry and industrial mobilization are among the key issues in the draft Law on Defense Industry, Security and Industrial Mobilization. According to Mr. Trinh Xuan An, Standing Member of the National Assembly's Committee on Defense and Security, regarding financial and investment resources, the new point of the draft Law is to build a separate section on financial resources for the development of the defense and security industry, including: financial resources from the state budget and enterprise capital; resources from the Investment Support Fund, the Defense and Security Industry Fund and other legal funds and capital sources. One of the new regulations is to establish the Defense and Security Industry Fund. This is a newly established fund to mobilize financial resources for the development of the defense and security industry; to help proactively and flexibly allocate resources and only use them to support the implementation of urgent tasks or research and development of defense and security products of strategic significance...

In reality, there are many projects and target programs that have not been allocated capital, some programs have only allocated a part of the planned capital because the national defense and security budget is mainly used to invest in purchasing and upgrading weapons and technical equipment, and is rarely allocated for research and testing activities. Meanwhile, mobilizing legal capital sources outside the budget to build and develop the national defense and security industry still has many obstacles and shortcomings, and has not attracted other economic sectors to participate. Another difficulty is that large programs and projects cannot access capital from funds as prescribed by law such as the National Technology Innovation Fund, Science and Technology Development Fund, High-tech Venture Investment Fund, Enterprise Development Investment Fund, etc.

To solve the above situation, according to Major General Vu Ngoc Hung, it is necessary to form a financial fund to support the state budget for the development of the defense and security industry. This is considered a unique and outstanding solution and mechanism, of strategic significance, ensuring efficiency and feasibility in the implementation of urgent investment programs and projects; serving the research and manufacture of weapons, technical equipment of strategic significance, special technical means, and high-risk professional means.

Developing defense industry and security industry in a modern, dual-use direction

First of all, it must be affirmed that, in addition to production for military and defense tasks, in recent years, defense industry units have boldly invested in facilities and equipment for production of products, bringing economic efficiency, contributing to promoting socio-economic development.

Factory Z121 (Chemical 21 One Member Co., Ltd.) under the General Department of Defense Industry, is responsible for producing defense products to serve the resistance war against the US to save the country. After 1975, the country was unified, the Factory carried out two strategic tasks assigned by the Party, the State, and the army: continuing to produce firearms and equipment to serve the training and combat readiness tasks of the army; at the same time, participating in the production of products to serve the national economy. Up to now, the Factory has focused resources, invested in many new production lines, contributing to product diversification, both maintaining defense production capacity and developing the production of economic goods to ensure jobs and income, improving the lives of workers.

With the orientation of expanding, improving production capacity, having high dual-use, applying new and modern technology, Factory Z121 has produced and supplied to the market many high-quality products, trusted by many partners such as: Safe differential detonators, non-electric differential detonators... The production and consumption of differential detonators has promptly met the needs of the mining and construction materials industry, saving the State millions of USD annually due to not having to import from abroad. Along with that, the Factory has invested in building a fireworks production line. The Factory's fireworks products have quickly gained a foothold in the Japanese and American markets; At the same time, it serves the need to enjoy fireworks art of the majority of people during holidays... Besides fireworks, from 2020 to now, when Decree 137/2020/ND-CP of the Government "On management and use of fireworks" took effect, the Factory has successfully researched and produced many types of fireworks to meet the needs of people across the country, creating a joyful and exciting atmosphere every time Tet comes.

Sharing with us, Colonel Chu Viet Son, Director of Factory Z121, said that the factory's production line serves both defense production requirements and the national economy. With the contribution of economic products, the factory's revenue has increased rapidly in recent years. In 2023, with a revenue of more than 3,000 billion VND, Factory Z121 became one of the units with the largest revenue of the General Department of Defense Industry. Promoting the dual use of the production line helps the factory have more resources to reinvest in equipment and machinery, meeting the production requirements of defense products and economic products, especially creating stable jobs for officers, employees and workers.

With the policy of promoting scientific research, high technology, focusing on researching economic products with strengths, expanding domestic and export markets, in recent years, Factory Z113 (Chemical Engineering One Member Co., Ltd. 13) has successfully researched and produced many new products. Among them, there are some products that previously had to be imported, now self-sufficient in production, contributing to saving foreign currency, ensuring equipment for the army, serving training, and combat readiness. Regarding economic products, the Factory has produced key explosive and mechanical products that not only meet domestic consumption needs but are also competitive with international products, aiming for export.

The development of the Law on Defense and Security Industry and Industrial Mobilization will create the necessary legal corridor for Factories Z121, 113 and defense and security industry production facilities to invest in advanced and modern technology to develop dual-use industries, meeting the requirements of the task of building and protecting the Fatherland in the new situation./.
