Identifying that building a new rural area is a journey without a stopping point, Ba Che district has promoted the program of building advanced new rural areas and model new rural areas as a key, regular, long-term task in a sustainable direction.
According to the district's report, in the first 4 months of 2025, the development of agriculture, forestry, fishery and livestock has developed stably. The total cultivated area reached 1,512 hectares, reaching 64% of the annual plan; concentrated forestation increased 2.4 times compared to the same period in 2024; the value of industrial and handicraft production at current prices increased by 47.5% over the same period; the state budget revenue in the area is estimated at 3,857 billion VND, the accumulated revenue is estimated at 37,370 billion VND, reaching 57.8% of the estimate assigned at the beginning of the year, up 34.8% over the same period; conducting a general inventory of public assets and infrastructure assets invested and managed by the State to ensure progress and required quality; promptly implementing livestock and crop models in 2025.
The program of building advanced new rural areas, model new rural areas, the overall program of socio-economic development in ethnic minority areas, and the program of sustainable poverty reduction continued to be implemented by all levels, sectors, and people of all walks of life, achieving many results; people actively donated land, trees, and working days to participate in the construction of rural traffic projects and works.
In order to concretize and effectively implement the resolutions and plans of the Provincial Party Committee, the Provincial People's Committee and the district on building new rural areas, Ba Che has promoted the role and responsibility of the entire political system, creating unity in perception and action, consensus and direct participation of the people, achieving the goals of the new rural construction program in 2025. The district's agencies, departments, branches, unions, and grassroots Party committees and authorities have many flexible solutions, suitable to the practical situation and requirements of the new rural construction task.
The district continues to accelerate the progress of completing the criteria and targets for building advanced new-style rural areas. Luong Minh commune meets the model new-style rural area standard, and Dap Thanh commune meets the advanced new-style rural area standard. The district has 4/6 communes (67% of the total number of communes) meeting the advanced new-style rural area standard; maintaining Ba Che town meeting the civilized urban standards; striving to gradually complete more criteria and targets for the district to meet the advanced new-style rural area standard.
In addition, the district promotes the development of concentrated goods, OCOP programs, collective economy, household economy, increases income, improves people's material and spiritual life, attracts businesses to invest in agriculture. For Luong Minh commune, continue to consolidate and improve the quality of criteria and indicators of advanced NTM communes, focus on implementing criteria and indicators to build them into model NTM communes. For Nam Son and Thanh Lam communes, continue to consolidate and improve the quality of criteria and indicators of advanced NTM communes, focus on improving the quality of criteria and indicators (culture; income; production organization and rural economic development; health; environment). For Dap Thanh commune, which meets the advanced NTM standards in 2025, it continues to maintain the standard of 14/19 criteria and 67/75 indicators. For Thanh Son and Don Dac communes, implement the construction of advanced NTM until the commune arrangement is completed and new instructions are issued.
Implementing the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas in conjunction with the National Target Program on New Rural Development, based on the approved infrastructure list, the district has mobilized people to donate land and working days to synchronously invest in socio-economic infrastructure. The projects on restructuring the agricultural sector in conjunction with New Rural Development, developing OCOP products and the Ba Che District Tourism Development Project, the Ba Che District Large Timber Forest Development Project for the period 2021-2025 with a vision to 2030 have all been effectively implemented.
Organic agricultural economic models and high-tech agricultural applications are encouraged to form concentrated production areas, the OCOP Program is maintained and improved in quality. The entire district focuses its resources on investing in completing the rural transport system, effectively managing and exploiting Khe Tam reservoir, improving the efficiency of management and use of invested centralized domestic water works. The district is building a safe, friendly, healthy living environment, comprehensive development, rich material and spiritual life, and happy people.
 Vice Chairman of Ba Che District People's Committee Khieu Anh Tu : Continue to improve the investment and business environment, accompany businesses In the first 3 months of the year, the growth value of Ba Che's economic sectors always remained high, reaching more than 660 billion VND, an increase of 19.8% over the same period in 2024. Agricultural and forestry production continued to develop stably. Identifying the goal of breakthrough in socio-economic development, the district will continue to focus on improving the investment and business environment; strengthening investment promotion, accompanying, guiding, supporting, and resolving difficulties and obstacles for enterprises and business households to promote production development. Focusing on improving the effectiveness and efficiency of management and operation of revenue and expenditure of the budget to serve the task of local socio-economic development; especially speeding up the progress and quality of approved projects and works, ensuring the disbursement progress according to regulations. |
 Head of Ba Che District Internal Affairs Department Trieu Thi Dat : People believe that merging administrative units is a necessary and correct step. Implementing the conclusions of the Central Government and the direction of the province, Ba Che district will be organized into 3 new administrative units, including Ba Che commune, Ky Thuong commune and Luong Minh commune. In the spirit of ensuring publicity, democracy, and compliance with the law, immediately after receiving the directives of the Central and the province, the Department of Home Affairs advised the district to organize the collection of voters' opinions in 66 villages and neighborhoods in the district and 3 villages in Ky Thuong commune, 4 villages in Dong Son commune (Ha Long city); posted the list of 6,537 voters representing households. On April 18, 2025, the district completed collecting opinions from voters representing households on the establishment of new administrative units, reaching 99.55%; on naming commune-level administrative units, reaching 94.87% according to the developed project. This reflects the strong support of the people for the major policies of the Party and State, as well as belief in the future development of the locality. |

Promoting the fine traditional cultural values of ethnic groups, Ba Che has been introducing and promoting the cultural beauty of the people in the district to tourists from near and far, creating unique tourism products associated with the construction of the new rural areas. Activities, events, cultural and sports programs, festivals, and fairs organized in association with the cultural characteristics of the people have contributed to stimulating tourism. In 2024, tourist attractions in the district attracted more than 35,000 visitors, with more than 7,200 staying guests, reaching 100% of the annual plan. Tourism services for tourists have increased in quantity, innovated and improved in quality, partly meeting the needs of tourists. |

In order to promote land potential for socio-economic development, the commune has focused on converting the land use structure in the agricultural sector from swidden land for growing annual crops with low production value to land for growing perennial crops and medicinal plants with high economic value, focusing on growing many types of high-value trees, such as Morinda officinalis, Camellia officinalis, and Cat Sam, increasing the area of large timber forests, contributing significantly to ensuring social security, reducing poverty, creating jobs and stabilizing people's lives. Regarding environmental criteria, the commune continues to direct villages to mobilize cadres, party members and people to actively participate in "New Rural Saturday" and "Green Sunday" to clean up villages, hamlets, plant flowers and trees, enhance the environmental landscape, and build model villages. |
