The staff and civil servants arranged in communes must ensure similarity in quantity in all 3 commune-level administrative units after the arrangement.

The District People's Committee seriously implements Directive No. 06, dated April 4, 2025 of the Provincial People's Committee Chairman on implementing a number of measures to manage document and archive work in the process of reorganizing the apparatus of the political system. The District People's Committee is continuing to urge the implementation of digitalization according to the direction of the province.

After the arrangement of the communal administrative units, the number of cadres and civil servants expected to be arranged in the 3 communes is 271 people, including 79 people from the Party, 132 people from the government, 56 people from the Fatherland Front and other organizations. Of which, Lac Thuy commune has 103 people, An Nghia commune has 88 people, An Binh commune has 80 people. The new communal administrative unit is responsible for receiving and inheriting the management and use of infrastructure assets managed and used by the old communal administrative unit and infrastructure assets managed by the district level located within the administrative boundaries of the new communal administrative unit. In case the assets are located in many areas of the new communal administrative unit, the Chairman of the Provincial People's Committee shall decide on the assignment of responsibility for receiving and inheriting the management and use to the provincial agency or the new communal administrative unit.

The District People's Committee directs the organization to review and systematize legal documents according to regulations, focusing on reviewing and systematizing documents according to fields and management areas to promptly detect, handle, and correct errors, shortcomings, and limitations, perfect the law, and create a favorable legal environment for socio -economic development, especially in investment, production, and business activities. Completion of digitization of results of administrative procedure settlement reached 100%; full-process online public services reached 90%, full-process online records reached 65%; online payment records reached 80%.

Instructions on maintaining specialized level II data transmission lines at locations of new commune-level People's Committee headquarters from July 1, 2025 onwards. There is no plan to guide the exploitation and use of records that have resolved administrative procedures on the Information System for handling administrative procedures of Hoa Binh province after merging administrative units.

Therefore, the district proposed that the Department of Science and Technology pay attention to developing plans and instructions for looking up documents on the Provincial Document Management and Operation Software System after merging administrative units; exploiting and using records of resolved administrative procedures on the Hoa Binh Provincial Administrative Procedures Information System after merging administrative units, because the Provincial Public Service Portal will not be maintained (interface closure) from July 1, 2025.
