On March 19, 2025, the Standing Committee of the Hoa Binh Provincial Party Committee issued Plan No. 310-KH/TU on the detailed plan to organize the implementation of Conclusion No. 127-KL/TW, dated February 28, 2025 of the Politburo on implementing research and proposing to continue to reorganize the apparatus of the political system and Plan No. 306-KH/TU, dated March 10, 2025 of the Provincial Party Executive Committee on implementing Conclusion No. 121-KL/TW, dated January 24, 2025 of the 13th Party Central Committee on summarizing Resolution 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient".
The plan sets out the goals and requirements: Be proactive and closely follow the directions and instructions of the Party and State to ensure principles, requirements, tasks, and progress of implementation. Party committees, party organizations, agencies, and units, with the direct leader, focus on directing the tasks urgently and decisively; ensure that the agencies, units, and organizations are arranged to operate smoothly, effectively, and efficiently immediately, without interruption of work, without leaving vacant areas or fields, and without affecting the normal activities of agencies, organizations, and society. Be proactive and active in doing a good job of propaganda, orienting ideology and public opinion, creating consensus among cadres, party members, civil servants, public employees, workers, and people of all walks of life.
The plan identifies tasks, solutions, and implementation roadmap, specifically as follows:
+ For the advisory and support agencies of the Provincial Party Committee, the Provincial Party Committee's Organization Board presides over and coordinates with the joint advisory agencies, submits to the Provincial Party Committee Standing Committee the Decision to establish a Steering Committee to reorganize administrative units in the province; notifies the assignment of tasks to members of the Steering Committee; establishes working groups to grasp the situation, works with the Standing Committees of district and city Party Committees on the reorganization of grassroots administrative units (to be completed before March 20, 2025).
Review and compile statistics on organizational structure, payroll, number of cadres, civil servants, public employees of the Party, Fatherland Front and socio -political organizations at provincial and district levels; list of cadres under the management of the Provincial Party Standing Committee; cases of cadres who are not old enough to be re-elected or re-appointed, and cadres, civil servants, public employees, and workers receiving salaries from the state budget with less than 5 years of work remaining before retirement age.
Coordinate with the Provincial People's Committee Party Committee to synthesize the number of cadres, civil servants and public employees in the entire provincial political system (report to the Provincial Party Committee Standing Committee before March 30, 2025).
Develop a project on the local party organization system in sync with the implementation of the two-level local government organization model (after receiving directive documents from the Central Government).
Take the lead in coordinating with the Provincial People's Committee Party Committee to arrange cadres, civil servants, public employees, and workers to work at administrative units under the province when implementing the two-level local government organization model (to be completed before May 30, 2025).
Preside over and coordinate with the Standing Committees of district and city Party Committees to prepare plans for the Standing Committee of the Provincial Party Committee to appoint Party Committees, Standing Committees, Secretaries, Deputy Secretaries, Inspection Committees, and Heads of Inspection Committees of Party Committees of administrative units under the province for the 2020-2025 term; prepare personnel for Party Committees of administrative units under the province to introduce to the People's Councils of the same level for the 2021-2026 term for election and approval according to regulations when implementing the two-level local government organization model (to be completed before May 30, 2025).
Establish and promulgate working regulations of specialized agencies advising and assisting Party committees and specialized agencies under the People's Committees of administrative units directly under the province when implementing the two-level local government organization model (to be completed before June 30, 2025).
Complete the organization and staff of party organizations of socio-political organizations and mass organizations at the provincial level assigned by the Party and the State; party organizations of people's courts, people's procuracies, and provincial inspectorates; party organizations of military agencies and police agencies of administrative units directly under the province in accordance with the organizational model after the reorganization (complete before June 30, 2025).
Receive grassroots party committees (enterprises) belonging to party committees of corporations, general companies, and state-owned commercial banks according to the Central's direction (after the Central has issued written instructions).
Advise the Provincial Party Standing Committee to coordinate with relevant agencies and units to develop a project to merge provincial-level administrative units (after receiving direction from the Central Government).
+ The Provincial Party Committee's Propaganda and Mass Mobilization Department develops programs and plans to propagate the policy of reorganizing and streamlining the apparatus. Proactively coordinate with Party committees at all levels, Party organizations, agencies and units to widely propagate and do well the political and ideological work, creating high unity among cadres, Party members, civil servants, and public employees, and consensus in society on the policies and regulations of the Party and State to continue to reorganize and streamline the apparatus of the political system (implement regularly).
Preside over the development of the Project to merge Hoa Binh Newspaper and the Provincial Radio and Television Station (submit to the Provincial Party Standing Committee before March 30, 2025).
+ The Provincial Party Committee Office reviews, amends and supplements the Working Regulations of the Provincial Party Executive Committee, the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee, term XVII, 2020 - 2025 (after the Secretariat issued a Decision amending the model Working Regulations of the Provincial Party Committee and the Central City Party Committee).
Advise on the preparation of draft documents of the Party Committees of administrative units under the province (after implementing the two-level local government organization model) and the work of organizing and serving the Party Congress for the 2025-2030 term.
For the Provincial People's Committee Party Committee, direct the review, statistics, and synthesis of data on the organization, staffing, number of cadres, civil servants, and public employees at the provincial and district levels, government agencies, and organizations assigned by the Party and the State, the structure of cadres and civil servants at the commune level; cases of cadres who are not old enough to be re-elected or re-appointed, and cadres, civil servants, public employees, and workers receiving salaries from the state budget with less than 5 years of work remaining until retirement age (completed before March 20, 2025).
Lead and direct specialized agencies under the Provincial People's Committee to arrange two-level administrative units: Proactively review and synthesize basic information of 151 communes, wards and towns in the province including: natural area, population size, administrative boundaries, history, culture, population, customs, practices... Make a list of voters to distribute ballots to collect opinions; make a map of the current status of administrative boundaries; a map of the plan to arrange administrative units... (before March 30, 2025).
Develop a master plan to arrange administrative units, build a two-level local government organization model, submit it to the Provincial Party Committee Standing Committee before reporting to the Government (complete before March 30, 2025). Develop a project to arrange current commune-level administrative units when building a two-level local government organization model; complete the procedures according to the provisions of law; Inform, propagate and organize to collect public opinions; complete the project to submit to the People's Councils at all levels according to regulations. Report to the Provincial Party Committee Standing Committee before submitting to the Government (complete before May 5, 2025).
Develop a plan to reorganize the inspection system (report to the Provincial Party Standing Committee immediately after receiving the Central's directive document).
Direct the review and evaluation of operations, propose restructuring and merger of a number of state-owned enterprises in the province (report to the Provincial Party Standing Committee before April 15, 2025).
+ The Provincial Vietnam Fatherland Front Committee and socio-political organizations shall preside over and coordinate with relevant agencies to develop a Project to streamline the organizational apparatus of agencies and organizations under the Provincial Vietnam Fatherland Front Committee, socio-political organizations and mass organizations in the province assigned by the Party and State to ensure unified management and effective operations in the direction of maximum streamlining, maintaining only really necessary units (after receiving written instructions from the Central Government).
Lead and direct the propaganda and mobilization of union members, create consensus and high unity among the people and participate responsibly in all stages of the process of arranging administrative units and building a two-level local government organization model (implement regularly).
+ The Standing Committees of the District and City Party Committees focus on propaganda and mobilization of cadres, civil servants, workers and people in implementing the Party and State's policies on continuing to reorganize the apparatus of the political system. Coordinate with relevant agencies to effectively organize the reorganization of administrative units and build a two-level local government organization model.
