Implementing the Law amending and supplementing a number of articles of the Law on Advertising
The Law amending and supplementing a number of articles of the Advertising Law No. 75/2025/QH15 was passed by the 15th National Assembly at the 9th Session on June 16, 2025, effective from January 1, 2026.
In order to implement the Law promptly, consistently and effectively, the Prime Minister issued a Plan to implement the Law amending and supplementing a number of articles of the Law on Advertising to specifically define the work, deadline, completion progress and responsibilities of relevant agencies, organizations and units in organizing the implementation of the Law, ensuring consistency, uniformity, effectiveness and efficiency.
Before November 15, 2025, issue Technical regulations on outdoor advertising media
According to the Plan, in 2025 and the following years, ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally-run cities, relevant agencies, organizations and units shall review relevant legal documents to implement according to their authority or propose competent authorities to promptly amend, supplement, replace, abolish or issue new legal documents in accordance with the provisions of the Law and detailed regulations and implementation instructions.
The Ministry of Culture, Sports and Tourism shall preside over and coordinate with ministries, ministerial-level agencies, government agencies and relevant agencies and organizations to develop a Decree detailing a number of articles and guiding the implementation of the Law on Advertising. The deadline for submission to the Government is October 15, 2025.
The Ministry of Construction shall preside over and coordinate with the Ministry of Culture, Sports and Tourism, relevant ministries, agencies, localities and organizations to develop a Circular promulgating Technical Regulations on outdoor advertising media. The completion and promulgation time is before November 15, 2025.
Organize propaganda, dissemination and education of advertising laws
In December 2025, the Ministry of Culture, Sports and Tourism will preside over and coordinate with ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities, and relevant agencies, organizations and units to organize a conference to disseminate and popularize the Law amending and supplementing a number of articles of the Law on Advertising and documents detailing and guiding the implementation of the Law.
The Ministry of Culture, Sports and Tourism, the Ministry of Justice, the People's Committees of provinces and centrally run cities, the Voice of Vietnam, Vietnam Television, Vietnam News Agency, other press, radio and television agencies and relevant agencies, organizations and units shall preside over posting and updating the full text of the Law amending and supplementing a number of articles of the Law on Advertising and documents detailing and guiding the implementation of the Law on the Portal, Electronic Information Page, National Database of Legal Documents and other appropriate forms for cadres, civil servants, public employees, workers and people to easily access, exploit and use.
Deploy appropriate forms of legal dissemination; compile, post, widely distribute documents, disseminate and coordinate with the Ministry of Justice to update on the National Legal Education Dissemination Information Portal at the address:
Organize propaganda, dissemination and education of advertising laws in specific forms; coordinate with press agencies to organize the implementation of columns, programs, news, popular articles and other forms according to the provisions of law on dissemination and education of laws suitable for each specific subject.
The Ministry of Culture, Sports and Tourism, the Ministry of Health, the Ministry of Industry and Trade, the Ministry of Agriculture and Environment, the Ministry of Construction, the Ministry of Public Security, the Ministry of Finance, the People's Committees of provinces and centrally run cities and relevant agencies, organizations and units shall preside over the review and implementation of state management tasks assigned in the Law amending and supplementing a number of articles of the Law on Advertising according to the fields and localities within the scope of assigned tasks and powers.
