Combining "3 houses" in vocational education, developing high-quality human resources

Mr. Nguyen Van Nhut, Deputy Head of the Culture - Social Committee of the Ho Chi Minh City People's Council, emphasized the role of vocational training institutions in the labor market.

At the workshop, Dr. Nguyen Van Nhut, Deputy Head of the Culture and Social Affairs Committee of the Ho Chi Minh City People's Council, said that after merging the units, the total average daily budget revenue of the Ho Chi Minh City area is estimated to reach 1,800 billion VND, a significant increase compared to the current 1,200 billion VND. This impressive figure opens up great opportunities for investment in improving the quality of human resources, especially training high-quality human resources to meet the needs of socio -economic development.

Mr. Nhut said that in the context of increasing demand for high-quality human resources, cooperation between businesses and vocational training institutions is a key factor to improve practical skills and meet labor market needs.

However, in Vietnam, this linkage is still loose, lacking clear mechanisms and incentive policies. Many countries such as Germany, Japan, South Korea and Australia have successfully built effective cooperation models, with enterprises playing a proactive role.

Van Lang Saigon College signed cooperation agreements with businesses to improve training quality, internship opportunities and find prestigious jobs after graduation.

For example, Germany has a dual training model, where students study at vocational schools and practice at businesses and are paid. Businesses participate in designing the program and evaluating the output. Clear vocational training laws and the participation of thousands of businesses have helped over 90% of students find jobs after graduation.

Australia has a vocational training model that combines paid internships with government support and practical training programs. The job transition rate is over 80%...

According to Mr. Tran Hieu Thanh, Deputy Consul of the Taipei Economic and Cultural Office, the work-study model in Taiwan - China is very suitable for vocational training needs in Vietnam. He said that by 2024, Vietnam will have nearly 40,000 international students in Taiwan.

Ms. Tran Thanh Nhan, Vice Principal of Van Lang Saigon College, informed that in the period of 2026-2030, the demand for trained human resources is over 300,000, of which primary - intermediate and college levels account for more than 65%, university and above account for nearly 20%, the rest are unskilled workers. With 121 intermediate and college schools and more than 90,000 students, Ho Chi Minh City is the place with the largest concentration of vocational training institutions in the country, and has been making practical contributions in providing human resources for society.

"Vocational training institutions cannot develop alone but need to cooperate closely with businesses in training, especially skills and practice training. Thus, students upon graduation will become a source of high-quality labor," said Ms. Nhan.

The "3-house" combination model will help students equip themselves with more knowledge and skills.

Dr. Nguyen Van Nhut proposed a combination of "3 houses". Accordingly, the state legalizes responsibility, financial support and supervision; businesses design programs, accept internships and retrain; vocational schools connect with businesses, update content and evaluate capacity. In addition, it is necessary to promote digital transformation in vocational education.
