Before the opening of the first working day, on the morning of December 25, delegates visited President Ho Chi Minh's Mausoleum and offered incense to commemorate heroes and martyrs at Bac Son Memorial - Ba Dinh - Hanoi .
At the Congress, Comrade Luong Quoc Doan, member of the Party Central Committee, Secretary of the Party Delegation, Chairman of the Central Executive Committee of the Vietnam Farmers' Union, term VII, presided over the election of the Presidium, Secretariat, and the Congress Delegate Qualification Examination Board.
At the Congress, 100% of delegates voted unanimously to elect 18 comrades to the Congress Presidium.
On the first working day, the Congress listened to the presentation of the draft Review Report of the Central Executive Committee of the Vietnam Farmers' Union, term VII; listened to the presentation of the Proposal on amending and supplementing the Charter of the Vietnam Farmers' Union and the draft amended Charter of the Vietnam Farmers' Union; listened to the announcement of the Decision to establish Discussion Centers and discussion instructions.
The review report of the Central Executive Committee of the Vietnam Farmers' Union, term VII, 2028-2023, is a term facing many difficulties and challenges due to the impact of objective factors and conditions. First of all, those are the general difficulties of the world situation, especially the prolonged COVID-19 pandemic that has negatively impacted socio-economic development, leading to a disruption in the supply chain of input materials in agricultural production; from there, the prices of fertilizers, animal feed, etc. have increased, causing many difficulties for farmers. Faced with such a context, the Union at all levels has focused on directing support for farmers to adapt to the situation, promoting support for farmers in agricultural production.
Along with that, the Central Executive Committee of the Vietnam Farmers' Union has developed Programs and Plans to lead and direct the entire Union system to focus on practical and effective activities closely linked to the legitimate rights and interests of farmers. Through that, it has attracted a large number of members and farmers to participate in the Union organization. At the same time, the Union organizations also focus on propagating and mobilizing cadres and farmer members to well implement the policies of the Party and the State, especially the Resolution of the 13th National Party Congress on ecological agriculture, modern countryside, and civilized farmers.
According to Mr. Luong Quoc Doan, during the past term, farmer members have actively participated in emulation movements launched by the Vietnam Farmers' Union. In particular, the movement "Farmers compete in production, good business, unite to help each other get rich and reduce poverty sustainably" has become the focus of economic and social life in rural areas. The Vietnam Farmers' Union has 3.6 million good farmer households at all levels.
The Vietnam Farmers' Union has actively innovated methods of gathering and uniting farmer members through professional farmer associations, professional farmer groups, billionaire farmer clubs, and legally operating farmer clubs that operate very effectively.
A very new and practical point in the last term, the Associations at all levels have done very well, which is to support members in promoting, connecting and consuming agricultural products. During the COVID-19 pandemic, the Associations at all levels coordinated with 726 safe agricultural product stores coordinated and directly built and developed by the Association nationwide to connect and consume agricultural products for farmers.
It can be affirmed that through practical activities, focusing on the grassroots and closely linked to the legitimate rights and interests of the Vietnam Farmers' Union, members and farmers are increasingly attached to the organization. The role and position of the Vietnam Farmers' Union are increasingly affirmed and leave many marks.
A highlight in the activities of the last term is that the Farmers' Association directly participated in and contributed ideas to the development of policies on agriculture, farmers, and rural areas such as Resolution No. 19-NQ/TW of the 13th Party Central Committee on agriculture, farmers, and rural areas to 2030, with a vision to 2045.
Building on the achievements, the Central Executive Committee of the Vietnam Farmers' Union has drafted an important political report to submit to the 8th Congress with 5 main goals. Of which, goal number 4 is: Building civilized farmers, full of patriotism, sense of ownership, social responsibility, respect for the law and civilized lifestyle; improving the level and capacity of management, production and business, arousing the will of self-reliance, self-reliance, and aspirations of farmers to develop agriculture effectively and sustainably, building a modern, prosperous, happy, democratic, civilized countryside, preserving and promoting national cultural identity, protecting the ecological environment.
On the afternoon of December 25, delegates discussed at 10 discussion centers at the National Convention Center.
Within the framework of the first working day, the Central Committee of the Vietnam Farmers' Union and Sovico Group will hold a cooperation signing ceremony.
