Solemn opening of the 1st Congress of Quang Tri Provincial Party Committee, term 2025-2030

The 1st Congress of the Quang Tri Provincial Party Committee, term 2025-2030, officially opened at the Provincial Cultural and Cinema Center in Dong Hoi ward.

The Congress was honored to receive congratulatory flower baskets from the Party Central Committee; flower baskets from General Secretary To Lam and other Party and State leaders.

Attending the congress were Party Central Committee members: Hoang Dang Quang, Deputy Head of the Central Organizing Committee; Thai Thanh Quy, Deputy Head of the Central Policy and Strategy Committee; Le Quoc Minh, Editor-in-Chief of Nhan Dan Newspaper, Deputy Head of the Central Propaganda and Mass Mobilization Committee, President of the Vietnam Journalists Association; Nguyen Van Hung, Minister of Culture, Sports and Tourism; Do Tien Sy, General Director of the Voice of Vietnam ; Le Quang Tung, Secretary of the Can Tho City Party Committee; Vu Dai Thang, Secretary of the Quang Ninh Provincial Party Committee; leaders of departments, ministries, senior retired comrades, Heroic Vietnamese Mothers, Heroes of the People's Armed Forces...

Speaking at the opening of the Congress, comrade Le Ngoc Quang, member of the Party Central Committee, Secretary of the Provincial Party Committee for the 2020-2025 term, stated that the 1st Provincial Party Congress was held in the context of our country achieving great achievements after 40 years of renovation, its foundation, potential, position and international prestige have been raised to a new level.

The whole country has also just carried out the process of streamlining the administrative apparatus at all levels, implementing the 2-level local government model, moving towards building a modern, transparent, effective, efficient and effective administration, serving the people better and better, ready to enter a new era.

Comrade Le Ngoc Quang, Secretary of the Provincial Party Committee for the 2020-2025 term, delivered the opening speech at the Congress.

Comrade Le Ngoc Quang said that the Congress determined the theme: "Building a clean and strong Party organization and political system; promoting the strength of great national unity and development aspirations; mobilizing and effectively using all resources; promoting innovation and digital transformation; striving to make Quang Tri a new growth pole of the central region".

The political report at the Congress said that in the 2020-2025 term, Quang Tri province has focused on leadership and direction to achieve important and outstanding results in all fields. The province has basically completed the socio-economic development goals and targets, increasing the scale of the economy after the province's merger. The total state budget revenue in this period reached more than 59,300 billion VND, creating an important resource for development investment. The average growth rate of gross regional domestic product (GRDP) in the area in the 2021-2025 period reached 6.8%/year. The average GRDP per capita reached more than 79 million VND, 1.6 times higher than in 2020.

This is also the period when key projects on energy, transportation, and logistics are implemented, fundamentally changing the appearance and continuing to create a solid foundation for the new term.

Party building work has always been given top priority by the Provincial Party Committee and has been carried out synchronously, comprehensively and regularly throughout the term. Organizational and personnel work has been deployed drastically and comprehensively, especially the implementation of the arrangement and streamlining of the apparatus of the political system.

The 1st Congress of Quang Tri Provincial Party Committee for the 2025-2030 term clearly identified the motto of consistent development, Party building as the key, developing the economy and society in a green, sustainable, comprehensive and integrated direction with 4 strategic pillars including: Energy, logistics, tourism and green agriculture.

To realize the set goals, the Quang Tri Provincial Party Committee focuses on implementing well 5 key tasks, 3 breakthroughs and 4 main groups of solutions.

Comrade Do Van Chien, Politburo member, Party Central Committee Secretary, Chairman of the Central Committee of the Vietnam Fatherland Front delivered a speech directing the Congress.

Speaking at the Congress, Comrade Do Van Chien, Politburo member, Party Central Committee Secretary, Chairman of the Vietnam Fatherland Front Central Committee, emphasized that in the past term, the Party Committees of Quang Tri province and Quang Binh province (before the merger) made many efforts, overcame all difficulties; united and made efforts to complete the set goals.

The province has completed the arrangement and streamlining of the political system's organizational apparatus according to the 2-level local government model; initially, operations are smoother, more effective and efficient.

On behalf of the Politburo and the Secretariat, comrade Do Van Chien acknowledged and commended the achievements of the Party Committee, government and people of all ethnic groups in Quang Tri province during the past term.

Basically agreeing with the direction, goals, tasks, and breakthroughs presented in the draft political report at the Congress, the Chairman of the Central Committee of the Vietnam Fatherland Front suggested that the Quang Tri Provincial Party Committee should objectively and fully identify that when merging the province, it will expand the development space with a larger scale and potential advantages. Strive to achieve the double-digit growth target, contributing to the goal of breakthrough and development of the country in the new era.

The Provincial Party Committee needs to study, update, and correctly identify the major policies and decisions of the Central Committee, especially the Resolutions of the Politburo that have just been issued, concretize them into goals, tasks and feasible solutions, and strive to achieve practical and measurable results.

Improve the leadership capacity and fighting strength of party organizations; review, evaluate, arrange, deploy, and reasonably use the staff, especially the leaders, and build a team of virtuous, talented, and aspirational cadres who contribute to the sustainable development of the province and the country.

Comrade Do Van Chien presented flowers to congratulate the Provincial Party Executive Committee for the 2025-2030 term.

Pointing out the lessons learned from practice, showing that when there are correct policies and resolutions, the implementation stage is decisive, comrade Do Van Chien suggested that immediately after the Congress, Quang Tri needs to urgently review closely, calculate carefully, and immediately issue an action program with the spirit of 6 clear: clear work, clear authority, clear responsibility, clear time, clear resources, clear results. Resolutely implement with the highest political determination, practically bring the Resolution into life, meet the expectations of cadres, party members and people.

The Congress announced the Politburo's Decision on appointing the Provincial Party Executive Committee, the Provincial Party Standing Committee, the Secretary and Deputy Secretaries of the Provincial Party Committee for the 2025-2030 term. Specifically, the Politburo and the Secretariat issued Decisions appointing 62 comrades to join the Provincial Party Executive Committee, 17 comrades to join the Provincial Party Standing Committee; appointing the positions of Secretary and 4 Deputy Secretaries of the Quang Tri Provincial Party Committee for the 2025-2030 term.

Comrade Le Ngoc Quang, Secretary of the Provincial Party Committee; Nguyen Dang Quang, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council; Tran Phong, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee; Nguyen Chien Thang, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; Tran Vu Khiem, Deputy Secretary of the Provincial Party Committee, Head of the Provincial Party Committee's Organization Board.

The Secretariat also decided to appoint members, Chairman and Vice Chairman of the Quang Tri Provincial Party Committee's Inspection Committee for the 2025-2030 term.
