Construction Project Management Board No. 1 (the unit assigned to coordinate the construction) said that the exceptionally heavy rains caused by the circulation of storm No. 10 caused more than 30 landslides on the negative and positive slopes of the entire route, causing the foundation and road surface to break at many locations. In particular, at Km 29 and Km 31+814, large landslides lasting hundreds of meters caused the road surface to be completely destroyed.

"The water level on Ngoi Hut stream has risen above warning level 3 to 2.1m, causing localized flooding, flash floods and serious erosion. The total damage is estimated at more than 30 billion VND, and is currently being surveyed by the consulting unit to develop an emergency recovery plan," informed a representative of Construction Project Management Board No. 1.
Not only disrupting construction progress, landslides also pose a potential safety risk to people traveling and vehicles transporting materials. During peak stormy days, workers and engineers must be on duty 24/7 to respond, set up warning barriers, and temporarily open roads for people to travel.

A representative of Investment and Construction Joint Stock Company No. 9 (one of the main contractors) said: "Before storm No. 10, the unit had completed more than 98% of the volume. But after the storm, the entire slope was torn apart, and rocks and soil poured onto the roadbed. The unit is urgently cleaning up, making rock cages, anti-slip embankments and reinforcing the slope to ensure long-term safety," said the contractor's representative. At the same time, he also affirmed that despite many difficulties in weather and terrain, the contractor will still make efforts to make up the progress to meet the handover schedule to the investor on December 31, 2025.

No delay in completing the route
According to the Yen Bai Province Construction Investment Project Management Board, the consulting units have completed the survey and are developing a plan to handle landslides by reinforcing concrete embankments, stone cages, expanding drainage and paving anti-erosion roofs at key locations. All remedial work is expected to be completed in the fourth quarter.
The investment project to build the road connecting National Highway 32 with Noi Bai - Lao Cai Expressway (IC15) was approved by the Chairman of the People's Committee of Yen Bai province (old) in Decision No. 3447/QD-UBND dated December 31, 2020 with a total investment of 420 billion VND.
The route is nearly 44km long, with the scale of a grade IV mountainous road. The starting point is at Km 227+100 intersecting with National Highway 32 (Gia Hoi commune, old Van Chan district) and the ending point is at Km 50+200 intersecting with Provincial Road 166 (Dong An commune, old Van Yen district). Construction started on January 9, 2022, the project is invested by the Provincial Construction Investment Project Management Board.
When completed, the route will become an important trade bridge between Gia Hoi, Nam Bung, Son Luong, Tu Le communes (old Van Chan district) and Phong Du Thuong, Phong Du Ha, Xuan Tam, Dong An communes (old Van Yen district), contributing to completing the inter-regional traffic network, creating momentum for socio -economic development in the western and eastern regions of Yen Bai province (old).
The 400 billion VND route connecting National Highway 32 with Noi Bai - Lao Cai Expressway is not only a traffic project, but also the hope of tens of thousands of people in the highlands of Yen Bai. Not only serving traffic, the route also opens up opportunities for tourism development in the Tu Le and Nam Bung areas, which have great potential for landscapes, mineral springs, and terraced fields. When connected to Noi Bai - Lao Cai Expressway, tourists from Hanoi and the delta provinces can easily reach the Western Yen Bai region after just a few hours of travel.
