The cooperatives of Lieu Tu commune signed a contract for "Cooperation in investing in the production of high-quality, organically-oriented rice" with Toan Cau Organic Clean Agriculture Co., Ltd.

In early October 2025, three cooperatives in Lieu Tu commune signed a contract for "Cooperation in investing in the production of high-quality, organically grown rice" with Toan Cau Organic Clean Agriculture Co., Ltd. According to the agreement, the company will lead the project, with 107 members from the 1-5 Agricultural Cooperative, the 30-4 Agricultural Cooperative, and the participating cooperative producing ST25 rice organically on nearly 160 hectares, with advisory support from experts and scientists of the Vietnam Academy of Agriculture. The project will begin implementation in this year's winter-spring rice crop and continue for the next two seasons. The estimated investment for the project is approximately 10 billion VND.

Previously, in August 2025, the People's Committee of Lieu Tu commune signed a memorandum of cooperation with Toan Cau Organic Clean Agriculture Co., Ltd. to implement a "Smart Organic Agriculture Model" in the locality. According to Mr. Nguyen Van Huyen, Vice Chairman of the People's Committee of Lieu Tu commune, the locality has a strong agricultural advantage, with over 5,300 hectares of agricultural land and an annual rice production of over 66,000 tons. Implementing the "Smart Organic Agriculture Model," the locality will focus on developing organic rice and organic shrimp farming (possibly a combination of rice and shrimp) to create safe, standardized products for export. The company has conducted surveys of rice and shrimp farming areas, planned to provide seeds, organic materials, biological products, capital support, technology transfer, and training for farmers, guaranteed product purchase at agreed prices, and committed to insuring weather parameters for both rice and shrimp, minimizing risks from climate change, aiming for a profit of 70-80 million VND/ha.

“This is not just an economic project, but also a journey to build the Lieu Tu organic rice brand, making the locality a national model for sustainable and modern agriculture. Lieu Tu aims to have at least 40% of its rice production area meet organic standards by 2030, gradually implementing the policy of linking the four stakeholders – the State, farmers, scientists, and businesses,” Mr. Nguyen Van Huyen added.

In addition to the smart organic farming project, Lieu Tu also connects with businesses to implement an agro-tourism project. Accordingly, at the end of September 2025, the People's Committee of Lieu Tu commune signed a memorandum of cooperation with Minh Long Investment Development and Logistics Co., Ltd. to implement a rice milling factory project and signed a land lease contract to implement the Green Rice - ST25 experience agro-tourism project. According to the signed agreement, the enterprise will build the GreenRice project - combining green agriculture, community tourism, experiences and preserving Khmer culture.

The GreenRice project is expected to create 300-500 new jobs, both direct and indirect, while increasing farmers' income by 30-50% through the sale of tourism products, homestays, and handicrafts. It will also boost the logistics, food, trade, and transportation service sectors. The rice processing plant project will be built on a total area of 1.5-2 hectares, with a modern production line capable of processing 20,000 tons of rice per year (equivalent to 1,600 tons per month), with an estimated total investment of 40-50 billion VND.

To ensure the project's smooth implementation, local authorities organized meetings, provided information, and encouraged eligible households in the area to participate. Mr. Ly Na, one of the residents who leased land to the business for tourism development, shared: “We support the implementation of these projects because we see many practical benefits. The project will contribute to improving the lives of people in rural areas, creating job opportunities, and helping people earn more income. During the project's implementation and operation, farmers in the leased land area will continue to cultivate rice. The business also sponsored the construction of concrete roads in Xom Ray, Bung Triet hamlet, and concrete bridges in Xom Dien, Tong Cang hamlet, and concrete bridges in Kenh Khu 3, Tra Ong hamlet.”

Mr. Nguyen Thanh Duy, Secretary of the Party Committee of Lieu Tu commune, said that thanks to the efforts of local leaders, projects were urgently called for and implemented within just 3 months under the two-level local government. Lieu Tu has a dense network of canals and fertile land suitable for agricultural and aquaculture development, and for expanding the area for growing ST25 rice. The area also boasts Khmer temples with beautiful and distinctive architecture, preserving the profound spiritual and religious values of the ethnic people… these potentials and strengths of Lieu Tu have attracted the attention and investment of businesses. The strategic goal of the projects is to develop Lieu Tu into the first international agro-tourism destination in Can Tho, diversify income for the people, increase the value of ST25 rice, and achieve the goal of making agriculture the main economic sector of the commune in the 2025-2030 term.
