On the afternoon of October 24, the Party Committee of the Ministry of Education and Training held a conference on “Studying and implementing Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development”. The conference was held to thoroughly grasp the implementation of Resolution No. 71 and the action plan of the Ministry of Education and Training to implement the resolution.

Speaking at the conference, Deputy Minister of Education and Training Pham Ngoc Thuong reiterated the tasks and solutions set out in Resolution No. 71 of the Politburo. In particular, he emphasized the tasks and solutions to reform and modernize vocational education , creating a breakthrough in developing highly skilled human resources.

In this task, we focus on reviewing and rearranging the network of vocational training facilities, ensuring streamlining; selecting investments, upgrading educational facilities that operate effectively, prioritizing investments, etc. "In the process of implementing this task, we must be cautious but also need to have a suitable plan," said Mr. Thuong.

According to Mr. Thuong, currently, under the direction of the Minister of Education and Training and the Standing Committee of the Party Committee of the Ministry, it is necessary to review this matter to ensure systematicity for vocational schools and colleges.

“It is not true that all colleges are merged into universities. There are schools, professions, and knowledge, and the requirements for vocational colleges are still highly respected. We just randomly review and arrange for colleges to be merged into universities without control, which is not acceptable. The Minister of Education and Training is directing this.”

On that basis, at this conference, the Ministry of Education and Training also requested the provinces and departments to advise.

Even with kindergartens and primary schools, Mr. Thuong emphasized avoiding extreme trends. "We review and arrange, but on the basis of scale and geographical distance, it must be reasonable."

According to Mr. Thuong, the Ministry has provided instructions on arranging and organizing preschool, general education, and continuing education facilities in accordance with two-level government.

“However, most recently, we received information from a province that the number of general schools in the province has been reduced by nearly 50%. Upon hearing this information, the Ministry of Education and Training has established an inspection team and will work with the Department of Education and Training next week.

Because of the merger of two campuses, in the end, one high school has nearly 100 classes, even though there are two campuses. This only reduces the number of principals and vice principals, but invisibly, one principal has to go to two places. Such a merger is applying the model of government administration and local administration to the model of educational institution administration," said Mr. Thuong.

According to Mr. Thuong, the education sector has a very high level of individualization, but it is being implemented in a very formulaic and mechanical manner. First of all, it violates the regulations on state management of the Ministry of Education and Training. "Although we know that at the grassroots level, the directors and deputy directors of the Department also look up, look down, look sideways, and have their own difficulties. But we must speak up to protect the sector and protect learning conditions and care for students," said Mr. Thuong.

Leaders of the Ministry of Education and Training emphasized the requirement that in arrangement and merger, there must be no equalization, but utmost caution and thorough evaluation.
