The Conference was held in person and online at more than 1,000 locations nationwide.
Proactively and promptly implement Resolution No. 71-NQ/TW effectively
On behalf of the Politburo , on August 22, 2025, General Secretary To Lam signed and issued the Resolution of the Politburo on breakthroughs in education and training development (Resolution No. 71-NQ/TW). Not only important for the education and training sector, this is also a Resolution to guide human development, human resource development, creating important conditions for national development in the new period.
Sharing this, Minister Nguyen Kim Son said that after the issuance of Resolution No. 71-NQ/TW, many activities to study and implement the Resolution were organized. The Politburo and the Secretariat organized a national conference to disseminate and implement 4 Resolutions of the Politburo, including Resolution No. 71-NQ/TW. The Central Propaganda and Education Commission also organized a conference to implement this Resolution on a very large scale.
The Education and Training sector immediately started implementing Resolution No. 71-NQ/TW with various contents and activities. The Minister clarified: the sector's thematic conferences have gradually and partially implemented the Resolution's contents; the Party Committee of the Ministry of Education and Training advised the Government Party Committee to issue Action Program No. 281 to implement Resolution No. 71-NQ/TW, specifically defining the tasks of ministries, branches and localities; the Party Committee of the Ministry of Education and Training issued an Action Program to implement Resolution No. 71-NQ/TW; the Minister of Education and Training issued the Ministry's Action Plan to implement the Resolution...
Along with that is the institutionalization of many important contents of Resolution No. 71-NQ/TW through amending 3 laws in the field of education and training; developing a Resolution on a number of specific mechanisms and policies to make breakthroughs in education and training development; building a National Target Program on modernization and improving the quality of education and training.


Today's conference, according to the Minister, aims to exchange, learn, and implement in a broad range of units in the industry and with very in-depth content, to fully implement the contents of Resolution 71 in the new period. In particular, pay special attention to the new points, from the spirit, viewpoints, perceptions, thinking, and leadership methods of this Resolution. Along with that, organize to learn, learn, and implement Resolution 71 in the overall resolutions and guiding viewpoints of the Politburo on national development, including human resource development.
Particularly emphasizing the importance of implementation, after the conference, the Minister noted that there are still many contents that need to be studied and implemented regularly and continuously, in order to fully understand the spirit of the Resolution and turn the spirit of the Resolution into vivid reality in the activities of the Education and Training sector. Each unit will have an action plan to deploy, concretize and realize the contents of the Resolution.
Emphasizing the tradition of studiousness and the special attention of the Party and State to education and training, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong also shared important and outstanding results achieved by the whole sector in recent years; at the same time, frankly acknowledged the remaining limitations and problems.
In particular, analyzing in depth the causes of the existence and limitations, the Deputy Minister mentioned the incomplete and drastic awareness and implementation of the viewpoint that education and training is the top national policy, the cause of the Party, the State and the entire people; the slow innovation in thinking about education management and development, the inappropriate concept of autonomy and socialization of education; low investment resources for education, ineffective resource allocation and use policies and unclear financial mechanisms; inadequate policies for teachers; the heavy mentality of respecting titles and positions in society, the policy of using cadres still valuing degrees over actual abilities and negative aspects in society affecting education and training activities; limited investment resources for education

At the conference, representatives of the Departments of Education and Training and higher education institutions shared the contents they have implemented to proactively implement Resolution No. 71-NQ/TW, and affirmed their determination to effectively put the Resolution into practice.

9 important “keywords”
Concluding the Conference, Minister Nguyen Kim Son stated that the process of developing Resolution No. 71-NQ/TW reflects the vision of the Politburo, the Secretariat and the General Secretary - the vision of developing education and training in association with national development. We will not be able to achieve the goal of national development if we do not do well in human resources and talent issues.
The Minister reiterated the very important issues raised by the General Secretary, associated with the three words "human": "human" - developing people in the new era; "human resources" - preparing human resources for the new era; "talent" - when competition between countries in the world is increasingly fierce, the decisive factor must be talent.
During the drafting process, the Minister said, the General Secretary had 3 direct working sessions with the Drafting Team; the Politburo had 2 discussions and the 3rd session approved it. That shows the attention of the Politburo and the General Secretary to the issuance of this very special Resolution.

Talking about the difference between Resolution No. 71-NQ/TW and Resolution No. 29-NQ/TW, the Minister said: The most important spirit of Resolution No. 29-NQ/TW is to shift from an education system that focuses on equipping knowledge to an education system that comprehensively develops learners' capacity and qualities.
Resolution No. 29-NQ/TW also focuses on all aspects of education and training, both industry issues and the country's need to focus on developing education and training; however, the core focus lies on professional issues, administration, and issues within the education and training sector.
Up to now, Resolution No. 29-NQ/TW still carries all the values of strategic orientation; however, it is necessary to strengthen action, practicality and feasibility. How to demonstrate action, practicality and feasibility is the requirement of the General Secretary when building Resolution No. 71-NQ/TW, and at the same time is an important new point of this Resolution compared to Resolution No. 29-NQ/TW.
Talking about the spirit of building Resolution No. 71-NQ/TW, the core guiding viewpoints and implementation orientation aspects, according to the Minister, each stage can be summarized in 3 "keywords":
The three "keywords" in building the Resolution are: actionability, practicality, and feasibility.
In the guiding ideology of education and training, the three "keywords" are: modern, quality, and fairness.
The implementation perspective has 3 “keywords”: drastic, fast, effective.

Attitude, awareness and action are needed to match the trust and expectations of the Party and the People.
Implementing Resolution No. 71-NQ/TW, according to Minister Nguyen Kim Son, will start a new revolution in education. In particular, the content in the Resolution: "Education and training is the top national policy, deciding the future of the nation" shows the vision, guiding viewpoint, trust, and unprecedented positioning for education and training. Therefore, each teacher and educational manager also needs to have an attitude, awareness, and action commensurate with this transmission, so as not to disappoint the trust and trust of the Party and the People.
Among the tasks that need to be done, the Minister noted that the priority that needs to be done immediately and regularly is the need to renew thinking and awareness in a complete and profound way. In particular, fully aware of one's mission in the new era; as well as fully and deeply aware of the role, mission and responsibility of the industry. Each teacher and educational manager must recognize this in order to shoulder the responsibility assigned to them.
At the same time, look straight at the truth, at what is still inadequate, weak, and the "disease" that still persists to make better adjustments.
The Minister also emphasized the awareness and full implementation of the guiding ideology in Resolution No. 71-NQ/TW on the comprehensive and thorough leadership role of party organizations, especially party organizations in educational institutions, especially universities and vocational education institutions.
Resolution No. 71-NQ/TW requires educational institutions, especially higher education and vocational education, to develop more rapidly, more strongly, and with a higher orientation; public schools to carry out public missions, specifically at this time, focusing on training human resources that the country is in high demand for.
Another point is the awareness and thinking about the role, leadership and leading role of the State in the entire education system; mobilizing maximum social resources, but the State plays the leading role.
“Resolution No. 71-NQ/TW not only aims to resolve shortcomings and limitations, but most importantly, to pave the way for future creation,” the Minister emphasized.

Some important things to note
The tasks to be done have been clearly stated in the Action Program of the Government and the Ministry of Education and Training to implement Resolution No. 71-NQ/TW. In his concluding remarks, the Minister emphasized a number of points:
Firstly, institutionalize the important contents of the Resolution. We have been actively doing this. If everything goes according to plan, from January 1, 2026, all four laws in the field of education and training will come into effect (Law on Teachers, Law on amending and supplementing a number of articles of the Law on Education, Law on amended Higher Education, Law on amended Vocational Education). Along with that, a series of new decrees and circulars will be issued.
With the institutional foundation for operating this new education system, the Minister requested teachers and education managers at all levels to seriously study the Laws so that there will be no errors, delays, omissions, or mistakes during the implementation process. This is an important and urgent task that needs to be implemented vigorously. Research needs to be proactive right from when these documents are still drafts.
The second is to arrange educational institutions in the national education system, so that the institutions become stronger; investment must be focused, key and more effective. It is especially emphasized that the implementation must pay attention to the Ministry's instructions, based on practice, not mechanically. The Minister gave an example of the new vocational high school model. This model does not replace the model of regular education and vocational education; regular education and vocational education institutions should not be immediately transferred to vocational high schools.
For public universities and vocational training institutions, it is necessary to implement the Party Secretary concurrently being the head of the educational institution. Regarding this, the Ministry of Education and Training is developing a plan to ensure that when the new Laws come into effect, the new apparatus will be operated immediately, smoothly, without any gaps.
According to the Minister, when the new Law comes into effect, the activities of the school council will naturally end; the chairmen and vice chairmen of the school council will also end their roles. The principals or directors, who are elected for the term of the school council, will in principle also complete their duties. However, to ensure the transition period, the principals and directors will continue to manage the school's activities until a new decision is made...
