“It is time for us to clearly identify and position the role of human resource training of the college system in the overall human resource structure of the country.
Some colleges in the fields of economic and social needs, especially the technical sector, we will need to develop. Some colleges in specific professional groups are in great need, not only to keep but also to invest in further development.
“The restructuring and arrangement only targets weak, small colleges that cannot recruit students and are currently having difficulty surviving. We need to have a clearer attitude and policy towards the college system during this restructuring period,” the Minister affirmed.
According to the head of the Education sector, for the system of other schools in the entire vocational school sector, the Ministry is building a project for arrangement.
“There will be some principles to streamline the focal points. The trend is to transfer more focal points and programs of vocational training institutions to local management. That is an orientation.
There will be a specific project for the number of schools that remain under the management of ministries and branches. Streamlining the number of focal points for better investment is also a direction that must be implemented in the coming time," the Minister emphasized.
Currently, the country has more than 800 vocational training institutions. Many are strong but many are not.
The guiding document of the Steering Committee for the arrangement of public service units mentions the arrangement of non-autonomous public service units, according to which each province and city retains a number of schools.
“According to some leaders of the Department of Education and Training, the schools that are not yet autonomous, most of them belong to the cultural and artistic groups, very special groups that society really needs and the State needs to invest in, not because they are not yet autonomous that they merge.
In November, the Ministry of Education and Training will have a specific plan for the arrangement of colleges and vocational schools and will soon seek opinions from vocational training institutions for guidance. We should not panic or worry, because the arrangement is aimed at improving the quality of training," the Minister added.
