At the conference to study and implement Resolution 71-NQ/TW organized by the Ministry of Education and Training this afternoon, October 24, Deputy Minister of Education and Training Pham Ngoc Thuong said that there is a phenomenon of blatant violations of state management in education and training. He requested to avoid extreme trends in the task of arranging, merging, and streamlining focal points in the field of education and training.

Mr. Pham Ngoc Thuong said that one of the tasks and solutions to create a breakthrough in the development of education and training is to focus on reviewing and rearranging the network of educational institutions, in which vocational education is a field of special interest. According to the direction of the Party Standing Committee and the Minister of Education and Training, the education and training sector needs to consider ensuring the systematic nature of vocational schools and colleges.
In the process of implementing this task, the education and training sector, ministries, branches and localities need to be cautious and have appropriate plans.
"It's not true that every college is merged into a university. There are professions... that require college qualifications are still highly valued," Mr. Thuong commented, saying that "if we just do it randomly, every college is arranged into a university, doing it in a rush, without control, it will not work. The Minister of Education and Training is directing this.
According to Mr. Thuong, kindergartens and primary schools should also avoid extreme and mechanical tendencies. The review and arrangement based on scale and geographical distance must be reasonable.
"Recently, we received information that a province is planning to reduce nearly 50% of high schools in the province. Regarding this, the Ministry of Education and Training has established an inspection team. In the immediate future, next week the ministry's inspection team will work with the Department of Education and Training (of the locality in question - PV)," said Mr. Thuong.
According to the Deputy Minister of Education and Training, merging two campuses into one school with nearly 100 classes, although reducing the number of principals and principals, one principal still has to run back and forth between two places.
"That kind of merger is applying the government and local governance model to the educational institution governance model," Mr. Thuong pointed out, saying that such an arrangement violates the state management regulations of the Ministry of Education and Training. The Ministry has regulated the number of classes in a school, but some localities still blatantly violate it.
"We also know that teachers at the Department of Education and Training also have their own difficulties, but we need to speak up to protect the industry. Protecting the industry here means protecting the learning conditions of students and taking care of the working conditions of administrators and teachers," Mr. Thuong noted.
