Minister of Education and Training: By early December, public universities must have leaders according to the new model.

The Minister of Education and Training said that in early December, public universities and colleges must have new leadership models, ensuring a new apparatus as soon as the laws on education and training are implemented.

This afternoon, the Ministry of Education and Training held a conference to study and implement Resolution 71-NQ/TW on breakthroughs in education and training development. Concluding the conference, Minister of Education and Training Nguyen Kim Son noted a number of issues, including the arrangement of personnel for public universities and colleges, ensuring that schools have new leaders and a stable apparatus by the beginning of 2026.

According to the Minister of Education and Training, the implementation of the requirement of "Party Secretary concurrently being the head of public higher education and vocational training institutions" of Resolution 71 is being developed by the Ministry of Education and Training. This is an activity related to Party work and government arrangement work.

Under the direction of the Standing Secretariat, the Ministry of Education and Training will coordinate with the Central Organizing Committee to present the plan to the Politburo and the Secretariat. If everything goes according to plan, the draft laws amending the field of education and training that the Ministry of Education and Training is submitting to the National Assembly will take effect on January 1, 2026. Therefore, the plan to arrange leadership personnel for public universities and colleges will be implemented from the beginning of December, not waiting until the beginning of 2026. This is to ensure that when the new law comes into effect, the new apparatus will be put into operation immediately and smoothly, without any gaps.

The Ministry of Education and Training's view is that the day the new law comes into effect is also the day the school council's activities naturally end. When the school council ends its activities, the chairman of the school council also ends his/her role. At the same time, the principal (or director of the university or academy) also completes the responsibilities assigned by the school council, so it is necessary to try so that before the school council ends its activities, everything has been operated according to the new model (the model of the party secretary concurrently being the head).

Previously, the secretary was associated with the leadership position of the school board chairman. In the future, when there is no longer a school board and no dedicated position for the secretary, it is necessary to arrange management work for the secretary.

The arrangement will be based on trust at the grassroots level, from which the governing body will find the most worthy and suitable person to take on the role of secretary and head of the grassroots level. Special cases will be decided by the superior governing body.

"The Ministry of Education and Training will have a document stipulating and providing full instructions on standards, conditions, processes, and methods. The Ministry is trying to complete it in November so that facilities can implement it in December, ensuring that by the first days of the new year, the apparatus will operate in accordance with the spirit of Resolution 71," said Minister of Education and Training Nguyen Kim Son.
