Implementing Resolution 71: Discussing solutions to modernize and improve Vietnam's university education

(NLDO) - The workshop took place at Ho Chi Minh City National University, discussing solutions to modernize and improve university education, implementing Resolution 71-NQ/TW.

On the morning of October 24, at Ho Chi Minh City National University, a national scientific conference took place with the theme "Modernizing and improving Vietnamese higher education , creating breakthroughs in developing highly qualified human resources and talents, leading research and innovation".

Mr. Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission, attended and gave a speech.

The workshop was jointly organized by the Central Propaganda and Mass Mobilization Commission, the Party Committee of the Ministry of Education and Training, and VNU-HCM City to disseminate and guide the implementation of Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development, especially contents related to university education; raise awareness, make proposals and recommendations to concretize breakthroughs to modernize and improve Vietnam's university education.

Mr. Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission, attended and delivered a speech. The workshop was attended by leaders of central and local departments, ministries, branches, managers, scientists and leading experts in the field of education.

The workshop attracted more than 40 presentations, structured into 4 topics: University policy and governance; Training and human resource development; Scientific research, technology and innovation; Integration and sustainable development. The discussion sessions will go straight to the hottest issues, from perfecting institutions and modern university governance models to solutions to effectively mobilize resources to develop universities, aiming for universities to not only be places to train high-quality human resources but also centers of research, innovation and elite training of the country, the central driving force of national development.

The event gathered prestigious speakers from central agencies, leading universities and international organizations such as the World Bank, Singapore Management University and large enterprises. The results of the conference are expected to provide solid scientific and practical arguments, which are an important basis for functional agencies to perfect policies and for higher education institutions across the country to build a strategic development roadmap, contributing to creating a substantial change for Vietnam's higher education.

Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development has set out strategic goals, tasks and solutions with a long-term vision for the new development stage of the country. The Resolution affirms that education and training development is the cause of the Party, the State and the entire people, a key pillar to improve people's knowledge, develop human resources, nurture talents and create a central driving force for rapid and sustainable development of the country.

Breakthroughs in education and training must start from innovation in thinking, awareness and institutions; create strong changes in resources, motivation and development space; improve comprehensive quality, ensure the State plays a leading role, public investment is leading, and at the same time mobilize and promote effectively social resources for the modernization of national education. In particular, university education is the core of developing high-quality human resources, talents, promoting the development of science, technology and innovation, playing a key role in realizing the goals of rapid and sustainable development of the country.
