Urgently put the resolutions of the Provincial People's Council into practice

On the afternoon of August 29, the Provincial People's Council, term XVII, 2021 - 2026, held a meeting to resolve urgent matters and consider and decide on a number of urgent issues.

Attending the meeting were comrades: Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; comrades of the Provincial Party Standing Committee; leaders of the Provincial People's Council and People's Committee; delegates of the Provincial People's Council; representatives of a number of provincial departments, branches, sectors, and organizations, and leaders of districts and cities.

Comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council delivered the opening speech at the meeting.

At the meeting, the Provincial People's Council reviewed, discussed and decided to approve the reports and draft resolutions on socio -economic fields. These include important contents such as: Consulting on the impact of the implementation of the Ninh Binh - Hai Phong expressway project, the section through Nam Dinh and Thai Binh provinces under the PPP method; approving the Resolution adjusting the Land Price List for the period 2020 - 2024 in Thai Binh province attached to Resolution No. 22 dated December 31, 2019 of the Provincial People's Council; issuing a Resolution regulating the authority to decide on investment and procurement of information technology application activities using regular expenditure funds from the state budget under the management of the province; approving the change of the purpose of using rice-growing land to implement projects in the province; approving the investment policy of a number of public investment projects.

The Provincial People's Council also carries out the process of dismissing and electing additional members of the Provincial People's Committee according to its authority.

Delegates voted to elect additional members of the Provincial People's Committee for the 2021-2026 term.

Comrade Dang Thanh Giang, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council spoke at the meeting.

Comrade Vu Ngoc Tri, Provincial Party Committee member, Vice Chairman of the Provincial People's Council approved the proposed meeting agenda.

Comrade Lai Van Hoan, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee read the reports on dismissal and proposed election of additional members of the Provincial People's Committee.

Participating in contributing opinions, delegates basically agreed with the content of the inspection reports, submissions, and draft resolutions submitted to the session, and at the same time hoped that the Provincial People's Council would approve them as a legal basis for implementing the 2024 Land Law as well as removing difficulties and obstacles, and implementing urgent projects to serve socio-economic development.

Delegates suggested that after the Provincial People's Council issues the resolution, departments, branches and localities should closely coordinate in guiding, implementing and supervising the implementation to ensure the right subjects and policies so that the resolution can soon come into effect.

Speaking at the closing session, comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council requested the Provincial People's Committee, relevant sectors and agencies to urgently organize the implementation of the resolutions, study and issue documents directing the implementation, especially instructions related to the content of the resolutions, the 2024 Land Law, land procedures... Carry out well the propaganda work for cadres and people in the province, especially the people to fully, accurately and promptly grasp the contents of the resolutions, creating high consensus in society, especially the people where the project is implemented. The Standing Committee of the Provincial People's Council, delegations and delegates of the Provincial People's Council regularly closely monitor the implementation of the resolutions, listen to feedback from the people, and if there are any problems, propose them to the People's Council to propose the Provincial People's Committee and sectors to supplement them in the leadership and direction work. All levels, sectors, localities, units and people of the whole province continue to uphold the spirit of responsibility, solidarity, creativity, unity, and consensus, promote patriotic emulation movements, strive to fulfill well the tasks and solutions of the Party Committees and authorities at all levels to successfully and comprehensively implement the socio-economic development goals and tasks in 2024.

9 resolutions passed at the meeting

1. Resolution on consulting on the impact of implementing the Ninh Binh - Hai Phong expressway project, section through Nam Dinh and Thai Binh provinces under the PPP method.

2. Resolution approving the adjustment of the Land Price List for the period 2020-2024 in Thai Binh province attached to Resolution No. 22/2019/NQ-HDND dated December 31, 2019 of the Provincial People's Council.

3. Resolution approving the change of rice-growing land use purpose to other purposes in Thai Binh province.

4. Resolution approving the investment policy for the project to build a riverside embankment to protect the riverside dike, section from K0+350 to K0+750 and to raise and complete the dike cross-section from K0+400 to K2+000, the Huu Hoa river mouth dike in Thuy Quynh commune, Thai Thuy district.

5. Resolution approving the investment policy for the project to invest in the construction of the Infectious Disease Treatment Center and some auxiliary items of Vu Thu District General Hospital, Thai Ninh General Hospital and Dong Hung General Hospital.

6. Resolution regulating the authority to decide on investment and procurement of information technology application activities using regular expenditure funds from the state budget under the management of Thai Binh province.

7. Resolution on dismissal of Provincial People's Committee member, term 2021 - 2026.

8. Resolution approving the proposal to elect additional members of the Provincial People's Committee, term 2021 - 2026.

9. Resolution confirming the results of the election of additional members of the Provincial People's Committee for the 2021 - 2026 term.
