Current situation of environmental protection in Lam Dong province.

During an online working session with localities on environmental protection on August 12, 2025, chaired by Vice Chairman of the Provincial People's Committee Le Trong Yen, Mr. Nguyen Van Son - Vice Chairman of Xuan Truong Ward People's Committee, Da Lat City, stated: Previously, the communes and wards of the former Da Lat City had signed contracts with the Urban Environmental Services Company to collect household waste until the end of June 2025, but had not yet renewed the contract for the last six months of the year. Daily waste is collected and transported to the Green Energy Joint Stock Company's waste treatment plant, amounting to 300 tons, while the plant's capacity is only 200 tons. Due to incomplete investment, only a portion can be processed, and the remaining waste is stored on an area of ​​10 hectares, causing landslides and posing a risk of further landslides, leading to environmental pollution. Furthermore, there is currently no storage facility or funding for processing agricultural and medical waste. Xuan Truong Ward in Da Lat also has the Phat Chi - Tram Hanh industrial zone, which has a wastewater treatment system invested locally by businesses, but lacks a centralized wastewater treatment system, thus preventing expansion…

The situation in Xuan Truong ward, Da Lat, is typical of the difficulties in environmental protection work throughout the province. Environmental pollution is increasing due to overloaded waste collection sites, inadequately expanded landfills, waste treatment plants operating at full capacity, and low waste treatment fees compared to waste collection service costs. Furthermore, because environmental protection efforts are not being adequately addressed, many businesses are unable to invest in or continue expanding their production and business activities.

The urgent need for environmental protection.

After July 1st, Lam Dong became the province with the largest area in the country, exceeding 24,000 km² , and a population of over 3.8 million people. It has a coastline, a border, renewable energy plants, mineral mining plants, and waste from energy projects, livestock farming, and industrial zones (14 industrial zones, 38 industrial clusters, 33 craft villages, etc.), not including household waste. The role of environmental protection is concretized, with 2 out of 8 general economic development targets and 315 tasks out of over 900 tasks at the commune level related to environmental protection.

Many models of waste collection socialization have been established and have had a fairly positive impact (mainly in the form of landfilling), with operating costs contributed by the people. Environmental protection socialization is also actively implemented by organizations and associations, notably: the "Five No's, Three Cleanliness" family model, the "Environmentally Friendly Women" club, and the "Women's Commitment to Not Littering, Building Family Waste Pits" movement… implemented in nearly 70% of communes/wards throughout the province. However, these socialization methods are fragmented, unprofessional, and lack equipment, thus failing to meet the practical requirements of sustainable environmental protection…

The need for more resources to address waste management for environmental protection and economic development is affirmed by almost all leaders of the 124 communes, wards, and special zones in the province. Among the solutions proposed are the need for long-term, scientifically sustainable waste treatment, including source separation (solid waste, industrial waste, agricultural waste, organic waste, medical waste, etc.), as well as attracting investment and implementing waste treatment projects.

Regarding this issue, the Provincial Department of Agriculture and Environment has proposed solutions concerning environmental infrastructure and technology; strengthening inspection, supervision, and handling of violations; communication, education, and promoting the role of the community; increasing financial resources, public investment, and social mobilization in environmental protection work. The total investment need for environmental infrastructure in the province for the period 2025-2030 is estimated at 6,500-7,000 billion VND… At the same time, the Provincial Department of Agriculture and Environment has also issued guidelines to localities on implementing treatment plans, selecting service providers, and applying service prices… for environmental protection work.
