The rescued fisherman is Mr. Pham Van M (born in 1976, residing in Dong Thuan ward, Quang Tri province). Fisherman M is a crew member of fishing boat QB-11042-TS, owned and captained by Mr. Pham Van Thong (born in 1974, residing in Dong Thuan ward, Quang Tri province), who works as a trawler.

On the morning of October 7, while the fishing boat was operating about 2 nautical miles from Nhat Le estuary, crew member M showed signs of a stroke and was in poor health. At about 8:00 a.m. the same day, Nhat Le Border Guard Station received a report from the fishing boat, requesting assistance. Immediately after, the unit deployed forces and vehicles to the sea to provide first aid and bring the patient ashore.

Fisherman Pham Van M was quickly transferred to the Vietnam - Cuba Friendship Hospital in Dong Hoi for emergency treatment. Here, fisherman M was diagnosed with a brain hemorrhage and is being actively treated by the hospital's medical team.
