Urgently complete social housing development targets

On the morning of August 16, Prime Minister Pham Minh Chinh chaired a conference to review the implementation of social housing development targets in the first 7 months of 2025 and the implementation plan for the last 5 months of the year. Deputy Prime Minister Tran Hong Ha also attended the conference. The conference was connected online with localities across the country. At the Khanh Hoa bridge, comrade Tran Hoa Nam - Vice Chairman of the Provincial People's Committee attended the conference.

According to the report of the Ministry of Construction , the whole country has 692 social housing projects being implemented with 633,559 apartments. To date, 146 projects have been completed with 103,717 apartments; 144 projects have started construction with a scale of 127,261 apartments; 402 projects have been approved for investment with a scale of 402,581 apartments. Thus, the number of completed, started, and approved projects has reached 59.6% of the target set in the Project of 1 million social housing apartments. In the first 7 months of 2025 alone, the whole country has completed 36,962 apartments, and it is expected that by the end of the year, 36,700 more apartments will be completed. In Khanh Hoa, by the end of July, the province had completed 608 apartments, and is expected to complete 2,181 apartments by the end of the year. In August, the province will start construction on two social housing projects, including: the Social Housing Project in Thanh Hai Resettlement Area (1,418 apartments) and the Social Housing Project in Binh Son - Ninh Chu New Urban Area (2,291 apartments).

Concluding the conference, Prime Minister Pham Minh Chinh requested the Ministry of Construction to preside over and coordinate with relevant ministries and branches to guide the implementation of resolutions of the National Assembly and the Government on specific mechanisms and policies for social housing development; research, develop and submit to the Government a draft decree on the National Housing Fund in August; continue to inspect and urge localities and enterprises to promote investment in social housing construction. Relevant ministries, branches, agencies and units closely coordinate with provincial People's Committees to implement investment projects in building houses for the armed forces; invest in building social housing for trade union members to rent.

In addition, Prime Minister Pham Minh Chinh requested localities to urgently complete the Steering Committee for Social Housing Development; focus on directing and urging investors to speed up the progress of implementing social housing projects, striving to complete assigned targets; urgently review planning, arrange land funds for building social housing in suitable, convenient locations, reasonable scale, ensuring adequate technical and social infrastructure...
