To address this difficulty, Vice Chairman of the Provincial People's Committee Nguyen Minh Luan requested: "Local authorities should quickly review, inventory, and reassess the current situation regarding the conditions for preparing for the operation of the new commune, including online meeting rooms and the quality of equipment and internet connection. These issues directly affect the operation of the new commune and cannot be delayed. Investment is necessary and urgent, but it must also be done in accordance with regulations, ensuring no waste and maximizing the effectiveness of the investment."

For the time being, localities should proactively and responsibly reuse existing equipment that is still in good condition to ensure its operation. In the long term, Mr. Luan stated: “The province will quickly propose and implement a comprehensive and high-quality investment plan for a province-wide online transmission system to ensure smooth operation at the commune level. We cannot allow each place to invest in a different way, with varying quality, which would then cause bottlenecks during implementation.”
In addition, the Vice Chairman of the Provincial People's Committee specifically noted three important issues. Firstly, the living, working, and accommodation conditions for the newly merged commune officials. Secondly, the location and site of the center, along with the necessary facilities and equipment, including online meeting room equipment and internet connectivity. Thirdly, the operational methods, attitude, and effectiveness of the new administrative apparatus.
Another important task for the newly established communes is the formation of a Public Administrative Service Center with functions and tasks in accordance with Decree No. 118/2025/ND-CP (Decree 118) dated June 9, 2025, of the Government on implementing administrative procedures under the one-stop and integrated one-stop mechanisms at the One-Stop Service Department and the National Public Service Portal, effective from July 1st.

Decree 118 introduces several notable new points regarding the reception and processing of administrative procedures for citizens and businesses. Particularly noteworthy is the establishment of Public Administrative Service Centers at the commune level. Accordingly, the People's Committee of each commune decides to establish a Public Administrative Service Center at the commune level, which is an administrative organization under the People's Committee of the commune, with its own seal and account to perform its assigned tasks and powers. From July 1st, when Decree 118 takes effect, the reception and processing of administrative procedures for citizens and businesses will no longer be dependent on administrative boundaries within the province. Simultaneously, the National Public Service Portal is being developed to become a single "window" for citizens and businesses to carry out administrative procedures online.
To move towards a service-oriented and digitalized administration, the physical infrastructure and telecommunications infrastructure are extremely important conditions. “Digitalization must go hand in hand with the capacity, responsibility, and professionalism of officials and civil servants; both ‘hardware’ and ‘software’ must be harmoniously balanced, with the highest goal being to serve the people and businesses, and to fulfill assigned political tasks in the new context,” emphasized Vice Chairman of the Provincial People's Committee Nguyen Minh Luan.
