Urgently cover electronic invoices from cash registers to business households

(QNO) - The Provincial People's Committee has just issued an official dispatch on implementing tax management for business households and individuals; promoting the implementation of electronic invoices generated from cash registers.

Vice Chairman of the Provincial People's Committee Tran Nam Hung requested the Steering Committee for the implementation of electronic invoices generated from cash registers in the province to strengthen direction, urging, guiding, and inspecting units and localities to promptly and seriously implement plans and contents for the implementation of electronic invoices generated from cash registers; step up the implementation of management, inspection, supervision, and post-inspection of the operations of enterprises and business households according to their specialized fields; and at the same time coordinate with tax authorities to monitor and promptly detect violations of the law by enterprises and business households, especially the act of buying and selling invoices.

Along with that, direct the coordination between tax authorities and relevant local agencies in implementing electronic invoices generated from cash registers, ensuring synchronous and effective implementation.

The Provincial People's Committee assigned the Department of Finance to take the lead in advising the Provincial People's Committee to assign revenue estimates from business households in accordance with reality, ensuring that the total revenue is not lower than the announced estimated revenue, monitoring the implementation of electronic invoices of state budget-using units, supporting transparent public spending management. Resolutely handle or recommend competent authorities to handle according to regulations for cases of law violations in business and use of electronic invoices; publicly announce the results of handling violations.

The Department of Industry and Trade is assigned by the Provincial People's Committee to disseminate and provide training on electronic invoices at fairs and conferences; connect data with tax authorities to control the market, serve the supervision and tax management of business households and individuals according to the provisions of law. Strengthen market inspection and control, strictly handle violations, especially pay attention to reviewing e-commerce business households, online sales, livestream... to ensure full tax declaration and payment. Coordinate the implementation of connecting cash register devices at traditional markets, supermarkets, and shopping centers with the management system of tax authorities.

The Department of Science and Technology promotes the use of electronic invoices through the media; organizes training on digital transformation application skills for business households; directs media agencies to coordinate with tax authorities in disseminating tax law policies, especially on electronic invoices with codes generated from cash registers; raises awareness and sense of compliance with tax laws. Coordinates the management of e-commerce business households, ensuring data connection with tax authorities.

The Department of Construction provides information on the activities of individuals and business households in the fields of construction, freight and passenger transport to tax authorities for coordination in tax management; coordinates in receiving, handling and resolving cases of means of transport business showing signs of violating business conditions and tax laws according to information provided by the tax authorities.

The Department of Health inspects and supervises non-public medical and pharmaceutical practices, ensuring that establishments strictly comply with regulations on the use of invoices and documents in accordance with tax laws. Closely coordinate with tax authorities in connecting, sharing and providing information related to pharmaceutical businesses, pharmacies, drugstores, medical examination and treatment facilities in the province.

The Department of Culture, Sports and Tourism integrates tax management and electronic invoices into training and tourism promotion programs. Review the list of establishments operating in the fields of culture, sports, tourism, entertainment and accommodation such as hotels, motels, homestays, resorts, tourist restaurants, entertainment areas, karaoke bars, bars, spas, gyms, swimming pools, golf courses, etc. and provide information on business licenses, scale, service capacity, and actual level of operation of the above establishments to serve the work of determining revenue and correctly determining tax obligations in tax collection management.

The provincial police coordinate with tax authorities in providing information on individuals renting houses, households providing accommodation and transportation services, etc. Extract and provide information on journey monitoring data; direct the traffic police department to coordinate and support tax collection management for transportation business activities. Direct professional units and commune-level police to receive and process reports, denunciations of crimes, and recommendations for prosecution; receive files transferred by tax authorities related to tax law violations with signs of crime, ensuring strict handling in accordance with regulations. Transfer information to tax authorities on cases of tax law violations, illegal purchase and sale, and use of invoices that are not yet criminally prosecuted to handle administrative violations in the field of tax, invoices, etc.

State Bank Region 9 continues to promote the development of electronic payment systems for e-commerce in the area; promote non-cash payments. Direct and guide commercial banks and credit institutions in the province to closely coordinate with tax authorities to connect and provide information (account numbers, account statements... and information related to bank transactions) as required by tax authorities to serve tax management.

The Tax Department of Region XII (Quang Nam area - one-stop shop in Quang Nam) presides over and reviews all revenue sources, closely monitors the progress of budget collection; reviews cases of unregistered tax, undeclared tax, no electronic invoices, builds a synchronous and interconnected database with other sectors. Continue to promote tax administrative procedure reform, apply information technology in tax management, digital transformation for business households and individuals; improve the quality of electronic tax services, effectively implement the one-stop shop and interconnected one-stop shop mechanism in handling tax administrative procedures; Synchronously deploy solutions to prevent tax loss. Proactively review and develop a plan to deploy electronic invoice solutions generated from cash registers for businesses operating in retail sectors and industries directly to consumers...

Chairmen of People's Committees of districts, towns and cities continue to focus on directing specialized agencies, People's Committees of communes, wards and towns to regularly coordinate with local tax authorities to effectively manage taxes; closely coordinate with tax authorities to continue implementing measures to prevent tax losses in a number of areas such as retail, food and beverage, e-commerce, digital-based business... to ensure correct, full and timely collection of arising taxes, tax debts paid to the state budget according to the provisions of law...
