On the afternoon of July 19, while sitting in a car driven by a relative along Hoang The Thien street in Sai Dong urban area (Long Bien district, Hanoi ), Ms. To Ngoc relaxed and watched the scenery on both sides of the road.

It was a peaceful moment with shady green trees. Although the weather was hot, there was still a little wind and light sunshine, creating a feeling of a quiet afternoon.

The sky began to turn to evening, the sunset began to fall, making the scene even more poetic. Suddenly, Ms. Ngoc took out her phone to capture this moment.

However, in less than a blink of an eye, the scene before her eyes changed, startling Ms. Ngoc.

Out of nowhere, dark clouds appeared, followed by strong winds that blew everything away. Tree branches began to break and fall onto the road. The wind was as strong as a hurricane, forcing everyone to rush to find a safe place to take shelter.

"Just on the same street, the weather changed dramatically. On the way home, I saw metal roofs flying everywhere, but luckily I got home safely," Ngoc shared.

On the evening of July 19, when sharing the video on her personal page, Ms. Ngoc was surprised to see the video trending, attracting more than a million views. Many people also shared their memorable moments when encountering the storm that occurred in the afternoon.

"Humans are so small before nature," commented an account named Binh Thanh.

According to Dan Tri reporters, at around 4:30 p.m. on July 19, many areas in Hanoi experienced strong winds followed by heavy rain. The National Center for Hydro-Meteorological Forecasting said that within 3-6 hours, Hanoi's inner city and surrounding areas would experience heavy rain with rainfall ranging from 20-50mm, with some places experiencing over 80mm.

Widespread thunderstorms also occurred in the North, with many places experiencing strong thunderstorms, tornadoes and strong gusts of wind, with some places experiencing heavy to very heavy rain. The National Center for Hydro-Meteorological Forecasting said that the thunderstorms on July 19 were not caused by the circulation of storm Wipha (storm No. 3).

At the time of the storm, the storm center was in the North East Sea, over 1,000 km east of Ha Long Bay, Vietnam. The circulation of storm Wipha was about 200-300 km in diameter (from the center of the storm).

According to forecasts, by early afternoon on July 20, storm Wipha is moving in a West-Northwest direction and has reached level 11-12, gusting to level 15. At this time, the storm is active in the northern sea area of the North East Sea, about 370km east of Leizhou Peninsula (China).

Mr. Hoang Phuc Lam, Deputy Director of the National Center for Hydro-Meteorological Forecasting, said this is a strong storm, moving quickly (average about 20km/h) with areas of heavy rain and strong winds shifting to the west and south.

The expert said that around the morning and afternoon of July 22, the coastal waters from Quang Ninh to Thanh Hoa will begin to be directly affected by strong winds, heavy rains and rising water. Large waves combined with high tides can cause flooding in low-lying areas along the coast of Quang Ninh - Hai Phong (from noon and afternoon of July 21 to July 23).
