Groundbreaking Ceremony of Smart Urban Technology Infrastructure Project in Hoa Lac - A step forward in building a "Smart University City"

Overview of the groundbreaking ceremony of the project "Investment in construction of technology infrastructure to serve management work according to the smart urban model".

The project marks a new step forward in the strategy of building a “Smart University City”, aiming to turn Hoa Lac into a center of innovation, a model of a modern and sustainably developed university city in Vietnam.

In the context of the world shifting strongly to a development model based on science - technology, innovation and digital transformation, the planning and development of high-tech urban areas - universities has become an inevitable trend. This is not only a space for training and research, but also the core of the innovation ecosystem, where knowledge is directly connected to production, business and social life.

Speaking at the ceremony, Permanent Deputy Director of Hanoi National University Nguyen Hieu emphasized that the smart urban technology infrastructure project of Hanoi National University in Hoa Lac is one of four key projects assigned by the Government to be added to the medium-term public investment plan for the period 2021-2025, with a total investment of 150 billion VND.

This is a concrete step to realize the goal of building the Hanoi National University Urban Area in Hoa Lac into a green-smart-sustainable urban area, developed according to the "5-in-1 urban" model, including: Talent training center; modern technology research and transfer center; national and international innovation center; smart, modern university urban area; public-private partnership testing center and research training.

Permanent Deputy Director Nguyen Hieu said that the project consists of 5 key groups of items: Building an Intelligent Operation Center (IOC); developing a network system, connection and centralized database; managing traffic, parking lots and smart charging stations; monitoring security, environment and electricity, water and waste management systems. When completed, the project will create a synchronous technology platform to serve university administration, research and training; and at the same time improve the quality of life for staff, lecturers and students of Hanoi National University.

Permanent Deputy Director of Hanoi National University Nguyen Hieu affirmed that this system will help Hanoi National University implement transparent and synchronous management of facilities, infrastructure, security and environment; at the same time, share data with localities in planning, landscape management and security assurance. This will also be a space for testing and commercializing products for technology enterprises, contributing to the formation of an effective cooperation model between the State - schools - enterprises.

The goal for the 2026-2027 period is that the urban area will reach a scale of 30,000 staff, lecturers and students working and studying in Hoa Lac and aim for 60,000 people by 2030. Permanent Deputy Director Nguyen Hieu requested the Project Management Board and construction units to implement drastically, ensuring trial operation in the first quarter of 2026.

The implementation of the Smart Urban Technology Infrastructure Project is a step to concretize the development strategy of Hanoi National University to 2030, with a vision to 2045, towards the goal of becoming an elite research and innovation university, among the top 100 universities in Asia.

The project is invested by the Project Management Board of Hanoi National University, implemented in the period 2023-2025 with medium-term public investment capital, on an area of more than 160 hectares in the Hanoi National University Urban Area in Hoa Lac.

The project consists of 3 main components: Modern ICT infrastructure including Intelligent Operation Center (IOC), high-speed network infrastructure, centralized data storage, security system and IoT-AI-Big Data integration platform; security and smart monitoring through AI camera system, access control, public wifi, electronic boards and smart speakers serving the community; smart traffic, energy and environment with lighting system, signal lights, electric vehicles, solar parking lots and automatic monitoring devices.

The highlight of the project is the Intelligent Operation Center (IOC) - a centralized data coordination system of the Hanoi National University Urban Area in Hoa Lac. This system allows for real-time data collection, analysis and processing, serving the management of planning, security, energy, traffic, landscape and urban utility services, aiming at the goal of putting people at the center so that technology can serve the comprehensive and sustainable development of the learning and research community of Hanoi National University.

Representatives of the Institute for Research on Artificial Intelligence Applications in Sustainable Development, under the High Technology and Innovation Park - Hanoi National University and AI20X Vietnam Investment Joint Stock Company exchanged a memorandum of understanding on cooperation.

According to the agreement, the two sides will coordinate to research, integrate and apply iSentry smart image surveillance AI technology in the fields of urban management, security, traffic and environment at the campus of Hanoi National University in Hoa Lac. The iSentry platform is assessed to be fully compliant with the provisions of Decree No. 269/2025/ND-CP of the Government on smart urban development, thanks to core competencies such as data analysis using artificial intelligence, high security, open integration capabilities, flexible operation and support for sandbox mechanism to test new technologies.

According to the cooperation agreement, the project will be implemented in 3 phases. Phase 1: Cooperation in training personnel to operate, install and transfer platform technology at the Institute for Research on Artificial Intelligence Applications in Sustainable Development, located at Hoa Lac facility. Phase 2: Cooperation in research, development and integration of testing applications suitable for the Vietnamese market. Phase 3: Commercialization, market expansion and partner development in Vietnam and Southeast Asia.

When completed and put into operation, the Project "Investing in building technology infrastructure to serve management work according to the smart urban model" will contribute to creating a new look for Hanoi National University in Hoa Lac - a smart, green and creative university city. The modern technology infrastructure system helps Hanoi National University optimize operations, exploit and use resources effectively, while enhancing security, safety and health care for the learning community. Learning, research and living services are comprehensively upgraded, providing a modern academic experience, comfortable life, creating a connected environment and inspiring innovation for staff, lecturers and students.

Above all, the project affirms the pioneering role of Hanoi National University in digital transformation of Vietnamese higher education, contributing to creating a new symbol of Vietnamese knowledge in the digital age. From strategic vision to specific actions, Hanoi National University is gradually creating a smart university city - a new symbol of Vietnamese knowledge, where each step forward today is the foundation for a creative, sustainable and internationally integrated future.
