People in the Hoa Ninh Industrial Park project area (Hoa Ninh commune, Hoa Vang district) could not hide their joy when hearing the news that the city approved the investor to carry out the project to invest in construction and business of infrastructure of this industrial park.

Mr. Nguyen Huu Tam, Chairman of the People's Committee of Hoa Ninh Commune, said that the Hoa Ninh Industrial Park (IP) project has been included in the city's planning for more than 10 years. In 2016, the City People's Committee issued Decision No. 6289/QD-UBND approving the adjustment of the land use boundary diagram of the Hoa Ninh IP project on an area of more than 550 hectares.
In 2017, the City People's Committee continued to issue Decision No. 3174/QD-UBND approving the adjustment of the land use boundary diagram of Hoa Ninh Industrial Park, reducing it to more than 400 hectares. In November 2019, the City People's Committee issued Decision No. 5383/QD-UBND approving the zoning plan at a scale of 1/2,000 for the Hoa Ninh Industrial Park project.
In recent times, the city government has actively coordinated with relevant ministries, departments and branches to remove obstacles to soon put the project into operation. Recently, on December 31, 2024, the Prime Minister signed Decision No. 1693/QD-TTg approving the investment policy of the Hoa Ninh Industrial Park infrastructure construction and business investment project. This information has made people in the project planning area very excited.
According to the Management Board of Da Nang High-Tech Park and Industrial Zones (DHPIZA), the Hoa Ninh Industrial Park project was approved by the Da Nang People's Committee for 1/2000 zoning plan on November 26, 2019 with a total area of 400.02 hectares, of which industrial land is 221.22 hectares (accounting for 55.3%). The total investment is about 6,800 billion VND, of which the cost of site clearance and resettlement is about 3,280 billion VND, the number of resettlement plots is 2,860 plots.
On February 11, 2025, the City People's Committee issued Decision No. 398/QD-UBND on accepting Thanh Binh Phu My Joint Stock Company (Phu My 3 Specialized Industrial Park, Phuoc Hoa Ward, Phu My Town, Ba Ria - Vung Tau Province) as the investor to implement the project of investing in construction and business of infrastructure of Hoa Ninh Industrial Park.
The project has an investment capital of about 6,203 billion VND. Of which, the investor's capital contribution is more than 930 billion VND, the rest is mobilized capital. The project area is 400.02 hectares. The project is implemented in Hoa Ninh commune, Hoa Vang district. The project implementation progress is no more than 42 months from the date the state hands over the land. The project's operation period is 50 years from the date the state leases the land.

The City People's Committee requests DHPIZA and relevant agencies to strictly implement the Prime Minister's direction in Decision No. 1693/QD-TTg dated December 31, 2024 on approving the project investment policy. At the same time, inspect and supervise Thanh Binh Phu My Joint Stock Company to implement the project in accordance with legal regulations.
DHPIZA said it has reviewed the entire plan to ensure that the project will be implemented on schedule and effectively. The resumption of the project will not only benefit people in the planning area but also help attract investment and improve the urban landscape. People in the planning area of this project expressed their excitement and hope that the government will have appropriate support plans for affected households.
"Hopefully, after so many years of waiting, our people will have a more spacious place to live with better infrastructure," said Ms. Le Thi Hai (village 1, Hoa Ninh commune).
It is known that to serve the Hoa Ninh Industrial Park project, the City People's Committee has approved the detailed scale of 1/500 for 3 resettlement areas in Hoa Ninh commune. All 3 resettlement areas to serve the Hoa Ninh Industrial Park project have been and are being implemented synchronously to arrange resettlement for people in the planning area.
When all three resettlement areas are completed, there will be about 2,000 resettlement plots for the clearance of nearly 500 households in the three villages within the project's planning area. Therefore, the villagers hope that the government and relevant agencies will urgently have a plan for relocation and clearance so that people can stabilize their lives and have a long-term production plan.
