The Fab-Lab project is a pioneering model in Vietnam, of strategic significance in developing core technology, concretizing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo and the Strategy for developing Vietnam's semiconductor industry to 2030, with a vision to 2050 according to Decision No. 1018/QD-TTg dated October 30, 2024 of the Prime Minister.
The project is invested with a total capital of 1,800 billion VND, built on an area of 2,288 m², with a total floor area of more than 5,700 m², expected to be put into operation in the fourth quarter of 2026.
The project is divided into two main areas: Lab area (Focusing on research and development of new packaging technologies such as Fan-out Wafer Level Packaging (FOWLP), 2. 2.5D/3D IC, Silicon Interposer and Silicon-Bridge) and Fab area (performing trial production on real wafers, with advanced equipment such as lithography, wafer bonding and international standard measurement and testing systems). After completion and operation, the expected design capacity is 10 million products/year, serving domestic and international markets.

Speaking at the ceremony, Minister of Science and Technology Nguyen Manh Hung emphasized the role of packaging and testing as a strategic link, helping Vietnam participate more deeply in the global semiconductor value chain. The project is a flexible coordination model between the State and enterprises, with the Lab as an innovation testing center, laying the foundation for training high-quality human resources, attracting investment, and transferring technology.
Minister Nguyen Manh Hung highly appreciated the proactive, determined and pioneering spirit of the city's leaders in creating a favorable environment for the development of the semiconductor microchip sector, attracting the elite of global science and technology to work.
"The event is of great significance in the context of Vietnam implementing major policies of the Party and State on developing the semiconductor industry," the Minister said, adding that semiconductors are the foundation of artificial intelligence, the Internet of Things, and self-driving cars.
For sustainable development, Vietnam must participate in all stages of the semiconductor industry, from human resource training, research, design to packaging, testing and production, with priorities on specialized semiconductor chips, semiconductor chips serving the electronics industry...
The Minister expects the project to develop advanced packaging technologies and train highly qualified engineers and experts, serving as a starting point for "Make in Vietnam" technology products and a place to inspire the young generation's desire to master technology.
The Ministry of Science and Technology is committed to accompanying Da Nang in building a mechanism to support research and testing infrastructure, connecting national and international programs in the fields of packaging, design, and testing of microchips, as well as building mechanisms and policies to encourage investment and the semiconductor industrial ecosystem in the Central region.
Accepting the opinion of the Minister of Science and Technology, Chairman of the People's Committee of Da Nang City Luong Nguyen Minh Triet affirmed that the development of science, technology, innovation and digital transformation is the leading breakthrough in the 2025-2030 term. VSAP Lab is expected to become a model "lab-fab" - integrating research, testing, production and training - serving advanced microchip packaging for AI chips, sensors, biomedicine and high-speed communication devices serving the fields of social life and building smart cities.
The city clearly identifies that if it wants to go the long way with the semiconductor industry, it must start with real capacity, must have products, must have people trained in a practical environment, must have a place for businesses to experiment and make products together. VSAP Lab is the place to make that happen - an open, shared lab, operated according to a flexible mechanism, public-private coordination, to connect deeply with universities, research institutes, and businesses at home and abroad, the Chairman of the People's Committee of Da Nang City emphasized.
After the ceremony, Minister Nguyen Manh Hung and the delegation of the Ministry of Science and Technology visited the FPT High Technology and Semiconductor Chip R&D Center, talked with businesses, technology engineers and visited the microchip design training class at Da Nang Software Park No. 2. /.
