Preliminary statistics show that as of August 5, Son La and Dien Bien provinces have recorded damage to power infrastructure of about 30 billion VND. In Son La province, flash floods and landslides affected the power grid of 16 communes in Song Ma and Sop Cop (old) districts, causing 60 transformer stations to stop operating and 5,562 customers to lose power. In Dien Bien province, flash floods and landslides caused 97 transformer stations to stop operating, leaving nearly 9,000 households without electricity.
Immediately after the flash floods passed, the Electricity Company in the two provinces of Son La and Dien Bien immediately established a Shock Team consisting of more than 100 officers and employees from affiliated units, divided into eight mobile groups, urgently moving to the affected areas to coordinate with the Regional Electricity Management Team to develop a recovery plan.
Mr. Nguyen Van Thang, Deputy Director of Son La Power Company, shared at the scene: "We have directed all units to urgently support the forces at Song Ma-Sop Cop with the motto of providing electricity wherever the water recedes, but must absolutely ensure the safety of people and technical staff."
Mr. Tran Duc Dung, Director of Dien Bien Power Company said: As soon as receiving information about the incident, the company immediately directed the Na Son Regional Power Management Team to respond urgently; at the same time, mobilized the entire Na Son Regional Power Management Team and increased the shock team members from the Thanh An and Tuan Giao Regional Power Management Teams to immediately go to the communes of Na Son, Xa Dung, and Tia Dinh to fix the problem.
However, the volume of rock and soil caused by flash floods and landslides is large, up to millions of cubic meters, causing many roads to be cut off and isolated, so it is very difficult and dangerous for workers to access the scene and fix the problem.
Mr. Nguyen Van Quang, a worker of the Mai Son-Yen Chau Regional Power Team (a member of the Shock Team of Son La Power Company) shared: "We set off early in the morning, carrying a lot of tools and equipment. There was a landslide on the road, so we had to carry equipment and materials in a detour of nearly three kilometers. Everyone brought raincoats, flashlights, and rice balls to be able to work all day at the scene."
In Xa Dung commune, Dien Bien province - where the flash flood caused heavy damage to people and property, workers had great difficulty accessing the scene to fix the problem. Mr. Vang A Cha, a worker at Dien Bien Power Company, said: "We received orders to leave at 2:00 a.m., and by 3:30 a.m., when we reached Phi Nhu intersection, we were forced to stop. The national highway turned into a river because the water flowed like a waterfall, carrying mud and soil from both sides of the cliff. The night was pitch black, we could neither advance nor retreat, and had to take shelter in a temporary shelter waiting for the water to recede."
On the morning of August 1, in the early morning meeting, the Board of Directors of Dien Bien Power Company realized that the amount of work to be repaired was too large, so they decided to urgently mobilize 15 more workers from the shock team to continue on their way to Xa Dung and Na Son. By the afternoon of August 5, Son La Power Company had basically overcome the incident and damage to restore power to 53 transformer stations with nearly 5,000 customers in flooded communes. Notably, many areas such as Bo Kheo transformer station, section 373/67 of Muong Lam commune, Son La province were completely restored thanks to the rapid efforts of the working groups. At 9:30 p.m. on August 1, power was restored to 314 households in the flood centers, to the villages of Suoi Lu, Huoi Po, Bang Troc (Na Son commune) and Trong Su 1 village (Xa Dung commune).
Comrade Sung A Mang, Chairman of the People's Committee of Xa Dung commune, said: The road had many landslides and it rained continuously all day, but the electricity workers did not fear the danger and tried to restore electricity to the people in the villages.
“After more than two days of hard work, Dien Bien Power Company has completed repairing the damage caused by flash floods and landslides, restoring power to all 8,960 customers. As for households whose houses were swept away by floods, the electricity industry has proactively separated the wires behind the meter to ensure absolute safety,” added Mr. Tran Duc Dung.
On the afternoon of August 3, Prime Minister Pham Minh Chinh and Deputy Prime Minister Le Thanh Long directly inspected and visited the people in the flooded areas of Dien Bien and Son La. At the scene, the Government leaders listened to reports from many functional forces, including the electricity sector, and acknowledged and commended the high sense of responsibility, initiative, and outstanding efforts of the officers and workers of Dien Bien and Son La Electricity Companies in quickly restoring electricity to the people.
At this time, along with professional work, the electricity working groups of Son La and Dien Bien are also actively coordinating with local authorities to propagate and guide people to raise awareness of electrical safety, especially in complex flood conditions. For households that cannot be counted due to their houses being swept away, the electricity sector proactively separates the wires after the meter to ensure absolute safety and avoid dangerous electrical leakage.
Comrade Thao A Su, Secretary of the Party Committee of Chieng So Commune, Son La Province, said: Not only did the technical infrastructure be repaired, the timely presence and dedication of the electricity sector staff at the scene contributed to spreading confidence among the people. The resilient electricians in the mud, quietly lighting up the flood areas, are also living symbols of the spirit of serving the people and the community in times of trouble.
