Prosecution of a former commune leader for causing loss of state assets

On August 7, speaking with Thanh Nien reporter, a leader of Thai Binh City Police said that on the afternoon of August 4, Thai Binh City Police Department prosecuted and temporarily detained Mr. Nguyen Van Tan (60 years old, residing in Kim village, Vu Lac commune) to investigate the act of violating accounting regulations, causing a loss of 350 million VND to the state.

On the same day, the police also searched the private home of Mr. Nguyen Van Tan.

From 2015 to June 2021, Mr. Nguyen Van Tan was Chairman of the People's Committee of Vu Lac Commune. From July 2021 to October 25, 2022, Mr. Tan was Deputy Secretary of the Party Committee of Vu Lac Commune. From January 2023, Mr. Tan retired.

According to the case file, during his time as Chairman of Vu Lac commune, he directed professional staff to spend 142 million VND to buy about 100 plastic barrels containing used chemicals with a capacity of 0.3 ^m3 and 0.1 ^m3 in Vinh Phuc and Phu Tho to distribute to villages to store waste.

According to the Law on Environmental Protection, these plastic containers are not allowed to be used.

In addition, Mr. Tan also directed the specialized department to buy organic fertilizer making machines. The selling unit quoted a price of 150 million VND, but Mr. Tan only paid 80 million VND and kept 70 million VND.

However, according to the valuation council, this machine only costs 91 million VND.

In addition, the state supported 200 million VND to repair the Martyrs Cemetery of Vu Lac commune, but Mr. Tan did not implement it but directed his subordinates to legalize it to transfer this amount to other spending purposes.

Regarding the violations in Vu Lac commune, previously in October 2022, the City Party Committee and People's Committee of Thai Binh City issued an inspection conclusion and decided to discipline the leaders of the Party Committee and People's Committee of Vu Lac commune; decided to remove Mr. Nguyen Thanh Tung from the position of Secretary of the Party Committee of Vu Lac commune (Mr. Tung held the position of Chairman of Vu Lac commune from 2008 to 2015, from the end of 2015 to October 25, 2022, Mr. Tung held the position of Secretary of the Party Committee of the commune).

Mr. Dang Xuan Khoa, Chairman of the People's Committee of Vu Lac commune, was disciplined by being removed from the Standing Committee of the Party Committee of Vu Lac commune (Mr. Dang Xuan Khoa was the chairman of this commune from July 2021 to October 2022).

Remove from the position of Party Committee member Mr. Nguyen Van Tan, Deputy Secretary of the Party Committee of Vu Lac commune.

The case of violating accounting regulations and causing loss of state assets was investigated and clarified by the police force.
