No compensation for construction 'welcoming' compensation

Although the planning has been made public, recently, in Diem Thuy commune, Pho Yen ward and Van Xuan ward, there have been cases of some households illegally building and expanding their land to receive compensation from the Yen Binh 2 Industrial Park Project. In this situation, the Chairman of the Provincial People's Committee has issued a document directing functional forces and local authorities to strengthen inspection, detection and strict handling of violations.

Cases of "taking advantage" of home repairs were also detected and promptly handled by local authorities.

Diem Thuy Commune is currently in the planning of many large projects, including 6 industrial parks, 3 industrial clusters and 24 residential projects. Therefore, the propaganda work on compensation and site clearance policies always receives special attention from the locality.

After the two-level local government model officially came into operation, the Commune People's Committee has completed the Steering Committee and the Propaganda Team headed by the Deputy Secretary of the Party Committee and Chairman of the Commune People's Council. The Propaganda Team regularly organizes conferences to disseminate legal documents and mobilize people to comply with policies, especially in site clearance work.

Dinh Dam Hamlet, formerly part of Nga My Commune, now Diem Thuy Commune, currently has 118 households with more than 500 people, covering an area of more than 2km². According to the plan, Yen Binh 3 Industrial Park will reclaim about 2/3 of the hamlet's area; the remaining area is within the scope of the Yen Binh 2 Industrial Park Infrastructure Construction Investment Project. Currently, some households have received compensation from the Yen Binh 3 Industrial Park Project, however, because there is no resettlement area, people are still temporarily residing in place.

Mr. Luu Van Nghi, Head of Dinh Dam Hamlet, Diem Thuy Commune, said: Most people agree with and support the policies of the Party and the State. However, there are still some households that build and expand illegally. In this situation, the hamlet continues to propagate so that people understand the regulations and do not build after the planning is in place. At the same time, they go directly to each household to persuade them to stop violating.

Although the propaganda has been completed, there are still some households in Diem Thuy commune who are building to "receive" compensation. After inspection, the People's Committee of Diem Thuy commune has drawn up a record of 17 households violating the law.

Mr. Nguyen Viet Dai, Vice Chairman of Diem Thuy Commune People's Committee said: After receiving instructions from the Provincial People's Committee, Diem Thuy Commune has established a working group to directly come down to make a record and resolutely handle cases of intentional violations of construction "to welcome" compensation. We will not compensate households who build to welcome compensation and resolutely dismantle illegal constructions. Any households that intentionally violate will be handled according to the provisions of the law.

The Yen Binh 2 Industrial Park project in Van Xuan ward reclaimed more than 84 hectares of land, affecting over 600 households. Implementing the direction of the Provincial People's Committee and departments, branches and localities, many documents related to land, resource and mineral management have been issued.

Although the propaganda work has been widely deployed, there are still some households deliberately building illegally to receive compensation. Faced with this situation, the Ward People's Committee has coordinated with the functional forces to draw up a record of the first violation. If the violation continues, a second record will be drawn up with the penalty doubled. In case of a third violation, the case will be transferred to the investigation agency for handling according to regulations.

The Yen Binh 2 Industrial Park infrastructure construction and business investment project has a land use area of 299.07 hectares (contributed capital of 565 billion VND, accounting for 15.48%, the rest is mobilized capital); the project's operating period is 50 years from the date of investment policy approval. The project is positioned as the focal point connecting industry and trade of Hanoi , Bac Ninh and Phu Tho.

Mr. Nguyen Minh Tan, Chairman of Van Xuan Ward People's Committee, said: After the Provincial People's Committee issued the document on July 18, 2025, the Ward People's Committee urgently deployed the directive documents and promoted propaganda to households. Since then, there have been no more cases of violations or illegal construction on agricultural land under the planning of Yen Binh 2 Industrial Park. Regarding management, the ward has coordinated to organize regular inspections to promptly detect and prevent cases of bringing construction materials into the planning area.

In the directive document on the inspection and handling of illegal construction and expansion to "receive" compensation at the Yen Binh 2 Industrial Park Project, the Chairman of the Provincial People's Committee stated: If there are any more violations, the Chairmen of the People's Committees of Pho Yen, Van Xuan wards and Diem Thuy commune will be fully responsible before the Provincial People's Committee, the Chairman of the Provincial People's Committee and before the law. Implementing this directive, localities have increased inspection and strictly handled violations, contributing to restoring order in construction management. At the same time, promoting propaganda to make people aware: illegal construction to gain compensation benefits not only hinders investment attraction, but the violating households will be the ones to suffer the greatest damage.
