But Amidst the ongoing preparations by the civil enforcement sector for the restructuring and streamlining of its organizational structure in accordance with the general policies of the Party and the State, the achievements of the provincial civil enforcement sector in the first six months of 2025 are all the more significant. Behind each case file lies countless silent efforts, the pressure to remove "bottlenecks" hindering fairness and discipline, and especially the determination to prevent cases from remaining "stuck" on paper.
In recent times, the number and complexity of enforcement cases in the province have increased significantly, with some cases involving hundreds of billions of dong. In some cases involving large sums of money, auctioning off assets for enforcement has failed to attract buyers; the amount of money to be enforced in bank loan cases accounts for a large proportion of the total amount to be enforced; and many cases are currently undergoing seizure and auction processes... These are major challenges in the enforcement of judgments in the province.
In addition, the Enforcement Department is urgently preparing for the restructuring and streamlining of its apparatus, to be completed before July 1, 2025. According to the plan, the Enforcement Department of Lang Son province will consist of regional enforcement offices, expected to be located in Lang Son city and the districts of Huu Lung, Loc Binh, Van Lang, and Binh Gia.
Mr. Nguyen Huu Tai, Director of the Civil Judgment Enforcement Department of Lang Son province, said: "Given the remaining difficulties, especially in the 'final push' phase, we have determined that we must set an example and dedicate all our efforts to completing the targets before restructuring the organization, so as not to leave a backlog of work for later stages. Therefore, we do not wait for cases to arise before handling them, but identify 'hot spots' in advance to prioritize and plan for their complete resolution."
Following directives from higher authorities, from the beginning of 2025 to the present, enforcement officers have reviewed all ongoing enforcement cases where agencies, organizations, or individuals obligated to execute judgments and decisions concerning large sums of money and assets, cases that have been pending for over a year but remain unfinished, corruption and economic cases, and difficult and complex cases, in order to focus all resources on resolving them. This has yielded certain positive results.
Specifically, in the first six months of 2025 alone, the provincial enforcement agency resolved 2,244 cases, achieving 62.91% of the total number of enforceable cases, an increase of 6.7% compared to the same period in 2024. Notably, the results regarding monetary enforcement were outstanding, with over 281.2 billion VND resolved, reaching 30.71% of the total amount enforceable, a significant increase of 152.4% compared to the same period in 2024. Compared to the 2025 targets set by the General Department of Enforcement: the number of cases reached 84.05%, with a shortfall of 21.14%; and the number of monetary cases reached 52%, with a shortfall of 21.29%.
A prime example is the case of SOMECO1 Energy Joint Stock Company, which was taken over by the Enforcement Department of Binh Gia District in 2022. The case is highly complex because the collateral is the Bac Giang (Vang Puoc) hydroelectric project in Quy Hoa commune – a project still under construction and with no concrete operational value, with a total amount to be enforced exceeding 199.1 billion VND.
Mr. Hoang Van Tu, Head of the Civil Judgment Enforcement Department of Binh Gia District, shared: "During the process, SOMECO1 Energy Joint Stock Company did not voluntarily comply with the judgment, and many difficulties and obstacles arose during the enforcement process, leading to a prolonged resolution time. Due to the complex nature of the case, we spent many months verifying the site, surveying the current situation, and especially hiring a unit with sufficient professional capacity to appraise the project to ensure accuracy and objectivity before having sufficient grounds for seizure and enforcement. Through six price reductions and seven auctions, on December 26, 2024, the assets were auctioned off for nearly 73 billion VND. On April 3, 2025, the department proceeded with the enforcement and handover of the future assets associated with the hydropower project to the winning bidder, officially resolving the case."
Similarly, a land dispute case involving 164 m2 of land, which the Enforcement Department of Lang Son City had been handling since 2022, was also resolved in early June 2025.
Mr. Do Quang Binh, Enforcement Officer of the Civil Judgment Enforcement Sub-Department of Lang Son City, stated: "The biggest difficulty in this case is the fact that the conflict between the parties has been ongoing since 2003. Therefore, during the nearly two years of enforcement, we have organized many meetings and dialogues with the parties involved, but without success. We were forced to issue a coercive enforcement decision in accordance with the law."
At this time, the Enforcement of Judgments sector is entering a crucial phase of organizational restructuring and streamlining. The persistent and responsible efforts of the entire provincial Enforcement of Judgments sector staff, with the goal of "not leaving cases unresolved on paper," are all the more commendable. This is not only a way for the Lang Son Enforcement of Judgments sector to affirm its position, capabilities, and competence within the judicial system, but also a clear demonstration of its spirit of serving the people, upholding justice, contributing to maintaining social order and discipline, and building trust in the law and the public administration. The achievements made recently under difficult conditions will lay the groundwork for the provincial Enforcement of Judgments sector to fulfill its assigned targets in the remaining months of the year.
