- In the context that the civil judgment enforcement sector (CJE) is actively preparing for the roadmap to reorganize and streamline the apparatus according to the general policy of the Party and the State, the results achieved in the first 6 months of 2025 by the provincial CJE sector are even more meaningful. Behind each page of the file are countless silent efforts, the pressure to remove "bottlenecks" for fairness and discipline, especially the determination not to let cases "stall" on paper.
In recent times, the number and complexity of enforcement cases in the province have increased, with some cases involving hundreds of billions of VND. Some cases have large values, but when the assets are auctioned to enforce the judgment, there are no buyers; the amount of money to be enforced in bank credit cases accounts for a large proportion of the total amount to be enforced, and many cases are in the process of being seized and auctioned... These are major difficulties in enforcement work in the province.
In addition, the THADS sector is urgently preparing to reorganize and streamline its apparatus to be completed before July 1, 2025. According to the project, the THADS agency of Lang Son province will include regional THADS offices, expected to be located in Lang Son city and the districts of Huu Lung, Loc Binh, Van Lang, and Binh Gia.
Mr. Nguyen Huu Tai, Director of the Department of THADS of Lang Son province, said: In the face of the remaining difficulties, especially in the "sprint" phase, we have determined that the goal is to be exemplary, to focus all our efforts on completing the targets before implementing the organizational arrangement, not to let the workload accumulate for the next phase. Therefore, we do not wait for the incident to arise before handling it, but identify in advance the "hot spots" to prioritize a plan to resolve them completely.
Implementing the direction from the superiors, from the beginning of 2025 until now, the enforcement officers have reviewed all cases being enforced in which the agencies, organizations or the judgment debtors are obliged to enforce judgments and decisions on money and assets of great value, cases with conditions of over 1 year but not yet completed, corruption and economic cases and difficult and complicated cases to concentrate all resources to resolve. Thereby achieving certain results.
Specifically, in just the first 6 months of 2025, the provincial THADS sector has resolved 2,244 cases; reaching 62.91% of the total number of cases with conditions for execution, an increase of 6.7% over the same period in 2024. Notably, the THADS results in terms of money, the amount resolved was over 281.2 billion VND; reaching 30.71% of the total amount with conditions for execution; an increase of 152.4% over the same period in 2024. Compared to the 2025 target assigned by the General Department of THADS: in terms of work, it reached 84.05%, still lacking 21.14%; in terms of money, it reached 52%, still lacking 21.29%.
A typical case is the SOMECO1 Energy Joint Stock Company, which was taken over by the Binh Gia District THADS Department in 2022. The case is very complicated because the mortgaged property is the Bac Giang Hydropower Project (Vang Puoc) in Quy Hoa Commune - a project that is still under construction, with no specific exploitation value, with a total amount of money to be executed of more than 199.1 billion VND.
Mr. Hoang Van Tu, Head of the Binh Gia District Enforcement Office, shared: During the settlement process, SOMECO1 Energy Joint Stock Company did not voluntarily execute the judgment, followed by many difficulties and problems arising during the enforcement process, leading to a prolonged settlement time. Due to the complexity of the case, it took us many months to verify the field, survey the current status, and especially hire a unit with sufficient professional capacity to appraise the project to ensure accuracy and objectivity, then there would be enough basis for seizure and enforcement. After 6 price reductions and 7 auctions, on December 26, 2024, the property was auctioned for nearly 73 billion VND. On April 3, 2025, the office proceeded to enforce the handover of future assets associated with the hydropower project to the auction winner, officially resolving the case.
Similarly, the land dispute case with an area of 164 m2 received by the Lang Son City Department of Land Administration from 2022 to present has also been resolved in early June 2025.
Mr. Do Quang Binh, Enforcement Officer, Lang Son City Judicial Enforcement Office, said: The biggest difficulty of the case is that the conflict between the parties has been going on since 2003. Therefore, during the execution of the judgment for nearly 2 years, we have organized many mobilization and dialogue sessions with the parties but failed, so we were forced to issue a compulsory decision according to the provisions of the law.
At this time, the THADS sector is entering a period of urgent reorganization and streamlining the apparatus. The persistent efforts and responsibilities of the THADS sector staff in the whole province with the goal of "not leaving cases on paper" are becoming more and more valuable. This is not only a way for the THADS sector of Lang Son to affirm its position, mettle and capacity in the judicial system, but also clearly demonstrates the spirit of serving the people, serving justice, contributing to maintaining social order and discipline, building trust in the law and the public apparatus. The results achieved in recent times in difficult conditions and contexts will create the premise for the THADS sector of the province to perform its tasks for the last months of the year to achieve and exceed the assigned targets.
