Reporting at the meeting, Deputy Minister of Planning and Investment Do Thanh Trung said that the total state budget investment plan for 2023 assigned by the National Assembly and the Prime Minister to 17 ministries and central agencies is nearly VND111,768 billion. The detailed capital allocation is more than VND105,135 billion, reaching 94%. The unallocated capital is nearly VND6,633 billion.
By the end of April 2023, according to reports from ministries and central agencies, the total disbursed capital of 17 ministries and central agencies was about VND 23,741 billion, reaching 21.24% of the capital plan assigned by the Prime Minister and higher than the national average (14.66%).
However, this rate is not uniform among ministries and central agencies; there are 2 ministries and central agencies that disburse above the national average (Ministry of Transport 24.27%; Vietnam Academy of Science and Technology 19.44%). The remaining ministries and central agencies all disburse low.
The Deputy Prime Minister requested leaders of ministries and central agencies with low disbursement rates to report difficulties and problems in each project, from the implementation organization stage, responsibilities of localities, to legal basis, planning, mechanisms, policies, norms, unit prices, procedures, approval authority, etc.

Leaders of the Ministries of Health, Education and Training, Culture, Sports and Tourism, Information and Communications, Labor, War Invalids and Social Affairs, Ho Chi Minh City National University, Hanoi National University, etc. said that some projects encountered problems in site clearance beyond the authority of central ministries and branches. Projects using capital from the Socio-Economic Recovery and Development Program were slow to be assigned capital plans and had short disbursement times.
At the beginning of the year, many ministries and central agencies need to disburse all capital that is being processed for extended disbursement; refund the advance payment for newly signed projects; projects must have completed volume before they can be accepted and paid; projects are undergoing bidding procedures and do not have volume to disburse.
The reason lies with the ministries and central agencies because the project preparation work is still slow, the quality is not high, there are still projects that are expected to allocate capital but have not completed investment procedures. The capacity, level, and legal knowledge of land, investment, construction, and state budget of some project managers do not meet the requirements, leading to the need for a lot of time to research, process, and have to consult many other agencies and units.
Deputy Minister Do Thanh Trung requested that ministries and central agencies proactively speed up the completion of investment procedures; urgently coordinate with localities to thoroughly handle site clearance work.

Regarding the problems related to the Socio-Economic Recovery and Development Program, in the immediate future, ministries and central agencies should promote maximum disbursement as committed in the process of building the list of uses of this capital source. For agencies with too low disbursement rates, it is necessary to urgently propose solutions (adjust and cut capital plans).
After giving opinions on specific projects, the Deputy Prime Minister requested ministries and central agencies to coordinate closely with each other, work closely with localities to resolve each project; clearly point out difficulties, and propose directions for issuing legal documents according to competent authorities to resolve them.
In addition, ministries and branches focus on reviewing and enhancing capacity and responsibility in directing, operating and managing the disbursement of public investment capital from the preparation and investment decision stages, especially for large and important projects.
The Deputy Prime Minister emphasized that the task of disbursing from now until the end of the year is still very heavy. The target of disbursing public investment capital is a political task, a criterion to evaluate the capacity, discipline, order and responsibility of ministries, branches and localities in leading, directing and operating in preparing, appraising, approving and implementing projects.
Ministers, heads, and collective leaders of units must fully recognize their responsibilities and individualize their responsibilities from the stages of proposing, appraising, and organizing project implementation to coordinating to resolve arising problems, "to avoid the situation of allocating public investment capital but not being able to disburse or ensuring progress".

Local authorities are responsible for coordinating with ministries and central agencies in implementing site clearance and resettlement for projects.
The Ministry of Construction has solutions to mobilize human resources, improve working methods, propose decentralization plans for ministries, branches, and localities to reduce project appraisal time, approve zoning plans, detailed plans, etc.
The Deputy Prime Minister also gave his opinion on how to handle difficulties related to the Socio-Economic Recovery and Development Program (flexible adjustment, extension of disbursement time); criteria, norms, unit prices, procedures... for digital transformation projects, socio-economic development in ethnic minority areas; capital transfer plan from 2022 for ongoing projects that need capital; determining collateral in projects using ODA capital...
