Do not let the merger of provinces and cities affect the high school graduation exam

Inspecting the preparations for the 2025 High School Graduation Exam in Thai Binh province, Minister of Education and Training Nguyen Kim Son requested that the merger of provinces and cities not affect the organization of the graduation exam.

On June 23, a working delegation of the Ministry of Education and Training (MOET) led by Minister Nguyen Kim Son worked with Thai Binh province on preparations for the 2025 High School Graduation Exam.

Also attending the meeting were Secretary of Thai Binh Provincial Party Committee Nguyen Khac Than and Chairman of Thai Binh Provincial People's Committee Nguyen Manh Hung.

Before working with the Steering Committee for the 2025 High School Graduation Exam in Thai Binh province, the delegation inspected and surveyed the exam site at Nguyen Duc Canh High School, Thai Binh city.

Reporting at the meeting, Mr. Nguyen Ngoc Ha, Director of the Department of Education and Training of Thai Binh province, said that in 2025, Thai Binh province has 24,318 candidates registered for the high school graduation exam, including 23,931 candidates registered for the 2018 General Education Program and 387 candidates registered for the 2006 General Education Program. The Department of Education and Training of Thai Binh has established 37 examination sites, with a total of 1,041 official examination rooms. In addition, there are 37 backup examination rooms and 51 waiting rooms. The whole province of Thai Binh has mobilized 2,988 officials to invigilate and supervise the exam.

The printing, transporting and storage of exam papers and test papers are strictly organized, in accordance with regulations, and monitored 24/7. The marking of exams has been specifically planned, ensuring safety, confidentiality and on schedule. Support activities for candidates are carefully implemented, so that no candidate has to drop out of the exam due to difficult conditions.

At the meeting, representatives of the Department of Quality Management, Ministry of Education and Training and the Department of Internal Political Security, Ministry of Public Security also reminded Thai Binh province about training exam invigilators, transporting exam papers, preventing bad weather, strengthening communication work, ensuring security and safety, etc.

Concluding the meeting, Minister of Education and Training Nguyen Kim Son emphasized that this year's high school graduation exam took place in a context with many special features. This is the first exam for students studying under the 2018 General Education Program, while still ensuring the exam for students studying under the 2006 General Education Program who have not graduated or need to retake the exam for university admission.

The exam is held in the context of implementing the arrangement and streamlining of the apparatus and organization of local governments at two levels nationwide; merging provinces and cities; restructuring and rearranging the inspection system at all levels; restructuring and rearranging the local police force... Therefore, preparations for the exam need to be carried out synchronously and carefully in the spirit of not letting the merger of provinces and cities affect the exam.

Appreciating the exam preparation work of Thai Binh province, Minister Nguyen Kim Son also noted that the direction must be coherent, decisive, and in accordance with regulations. Note the motto "4 rights", "3 no's", "2 reinforcements". In which, "4 rights" are: Correct regulations and exam instructions; correct and sufficient procedures; correct assigned positions, responsibilities and tasks; right time to promptly handle unusual situations and incidents. And "3 no's" are: No negligence, subjectivity; no stress, excessive pressure; no arbitrarily handling unusual situations and incidents. In particular, "2 reinforcements" are: Strengthening the sense of responsibility and professional qualifications of officials participating in organizing the exam; strengthening the spirit of self-awareness and compliance with the Regulations of candidates.

In addition, the head of the education sector also requested that situations must be strictly handled, and any violations when discovered must be strictly handled, without leniency. In addition, Minister Nguyen Kim Son also requested that localities continue to strengthen communication work so that people can feel secure about the exam preparation work in the area.

Regarding preparations for the new school year, Minister of Education and Training Nguyen Kim Son requested local authorities to note that, in the immediate future, it is necessary to maintain the current status of educational facilities; calculate and arrange the appropriate number of civil servants in charge of education and training at the commune level; organize an assessment of the implementation of the 2018 General Education Program; prepare to implement the Law on Teachers; and implement decentralization of state management of education and training between the provincial and commune levels.
