The Ministry of Home Affairs has just issued Official Dispatch No. 4177/BNV-TCBC dated June 23, 2025 guiding the implementation of Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government.
The dispatch was issued on the basis of Conclusion No. 169-KL/TW dated June 20, 2025 of the Politburo and the Secretariat on focusing on completing the task of rearranging the organizational apparatus and administrative units and Official Dispatch No. 93/CD-TTg dated June 21, 2025 of the Prime Minister on accelerating the progress of implementing policies and regimes for cadres, civil servants, public employees, workers and armed forces in the process of rearranging the organizational apparatus of the political system.
The goal is to streamline staff, restructure, and improve the quality of staff, civil servants, and public employees of agencies, organizations, and units.
One of the key contents of the Official Dispatch is to request ministries, departments, branches and localities to direct agencies, organizations and units when considering and resolving policies and regimes to focus on the following subjects: (1) Less than 5 years to retirement age; (2) not meeting task requirements; (3) not meeting training standards according to professional and technical standards of the current job position; (4) health is not guaranteed, affecting the performance of functions and tasks....
Notably, the Ministry of Home Affairs proposed to pay attention to retaining cadres, civil servants and public employees who have 10 years or more until retirement age, have working capacity, and have many achievements and contributions to agencies, organizations and units.
Resolve promptly, quickly, and in accordance with regulations
In particular, for those who have decided to retire before June 30, 2025, they must urgently complete the payment before June 30, 2025.
To ensure implementation progress, the Ministry of Home Affairs requires ministries, departments, branches and localities to assign the Director of the Department of Organization and Personnel or the Chief of Office (for ministries), the Director of the Department of Home Affairs (for localities) to periodically report on the implementation of policies and regimes every Monday according to Official Dispatch No. 4116/BNV-TCBC of the Ministry of Home Affairs dated June 21, 2025.
Reporting forms can be flexible via text, zalo, email, phone... to serve the purpose of synthesizing progress reports and promptly reflecting difficulties and problems so that the Ministry of Home Affairs can guide, resolve or submit to competent authorities for handling.
For agencies, organizations and units that are dissolved or cease operations, if cadres, civil servants, public employees and employees wish to resign, the head of the agency, organization or unit, before dissolving or ceasing operations, shall, together with the Party Committee and the authorities at the same level, consider and decide according to their authority or report to the competent authority for consideration and decision, without having to conduct a quality assessment of the cadres, civil servants and public employees.
In the process of restructuring the apparatus of State agencies, organizations, and public service units from the central to local levels, if the number of staff is lower than the staffing framework prescribed by competent authorities, only those who do not meet the requirements of the task or do not meet the standards of cadres and civil servants (new commune level) will be considered and dismissed. After stabilizing the organizational apparatus, recruitment will be carried out according to the decentralization of cadres, civil servants, and public employees management, in conjunction with restructuring and improving the quality of cadres, civil servants, and public employees.
