  According to the National Center for Hydro-Meteorological Forecasting, the cold air mass in the North continues to move south. In the early morning and on October 1, this cold air mass will affect the Northeast region, then affect the North Central region, some places in the Northwest and the Central Central region. The wind will change to the Northeast at level 3 inland, level 4-5 in coastal areas.

During this cold spell, the weather in the North and North Central regions will be cool; nights and early mornings will be cold, especially in the mountainous areas of the North. The lowest temperature in the North and Thanh Hoa is generally from 19-22 degrees Celsius, in mountainous areas 17-19 degrees Celsius, in high mountainous areas below 16 degrees Celsius; in Nghe An- Ha Tinh, the lowest temperature is generally from 20-23 degrees Celsius.

Due to the influence of cold air, from early morning to the night of September 30, the Northern region and Thanh Hoa will have moderate rain, heavy rain, locally very heavy rain and thunderstorms with common rainfall of 30-90mm, some places over 180mm; in thunderstorms there is a possibility of tornadoes, lightning, hail and strong gusts of wind.

Early morning of September 30; the provinces of Tuyen Quang, Lai Chau, Ha Giang, Bac Kan and Thai Nguyen had moderate to heavy rain such as: Tan Trao (Tuyen Quang) 44mm, Tan Lap 2 (Ha Giang) 225mm, Minh Lap (Thai Nguyen) 100mm; Ta Tong 2 (Lai Chau) 89mm; Cong Bang (Bac Kan) 44mm,... The soil moisture model shows that some areas in the above provinces are nearly saturated (over 85%) or have reached a saturated state.

On the morning of September 30, the above provinces continued to have rain with common amounts in Tuyen Quang 20-40mm, some places over 70mm; Ha Giang from 50-100mm, some places over 180mm; Thai Nguyen from 20-50mm, some places over 80mm; Lai Chau and Bac Kan from 10-30mm, some places over 60mm.

The National Center for Hydro-Meteorological Forecasting warns of the risk of flash floods on small rivers and streams, landslides on steep slopes in the above provinces, especially in the districts of Son Duong, Na Hang, Yen Son, Lam Binh, Ham Yen (Tuyen Quang); Muong Te, Nam Nhun (Lai Chau); Bac Me, Bac Quang, Hoang Su Phi, Meo Vac, Quan Ba, Quang Binh, Ha Giang city, Vi Xuyen, Xin Man, Yen Minh (Ha Giang); Ba Be, Cho Moi, Na Ri, Ngan Son, Pac Nam (Bac Kan); Dai Tu, Dinh Hoa, Dong Hy, Phu Luong, Vo Nhai and the cities of Pho Yen, Song Cong, Thai Nguyen (Thai Nguyen).

Flash floods and landslides can have a very negative impact on the environment, threaten people's lives; cause local traffic congestion, affect the movement of vehicles; destroy civil and economic works, causing damage to production and socio-economic activities. The meteorological agency recommends that local authorities pay attention to reviewing bottlenecks and vulnerable locations in the area to take preventive and response measures.

At sea, during the day and night of September 30, the East of the North East Sea will have winds gradually increasing to level 6-7, gusting to level 9; in particular, the East of the 118.5 meridian at night will have strong winds of level 8-10, gusting to level 12; waves 3-5m high; very rough seas. The East of the North East Sea will have showers and strong thunderstorms; there is a possibility of tornadoes during thunderstorms. All vessels operating in the above areas are at high risk of being affected by tornadoes, strong winds and big waves.

Weather in the regions during the day and night of September 30, the Northwest is cloudy with moderate rain, heavy rain, locally very heavy rain and scattered thunderstorms. The lowest temperature is from 22-25 degrees Celsius, some places below 22 degrees Celsius. The highest temperature is from 29-32 degrees Celsius.

The Northeast region is cloudy with moderate to heavy rain, locally very heavy rain and scattered thunderstorms. From early morning on October 1, the wind will change to Northeast level 2-3. The lowest temperature is from 23-26 degrees Celsius, in mountainous areas 21-24 degrees Celsius. The highest temperature is from 29-32 degrees Celsius.

Hanoi capital is cloudy with moderate rain, heavy rain and thunderstorms, locally very heavy rain. From early morning on October 1, the wind will change to Northeast level 2-3; in thunderstorms there is a possibility of tornadoes, lightning and strong gusts. The lowest temperature is from 24-26 degrees Celsius. The highest temperature is from 30-32 degrees Celsius.

Provinces from Thanh Hoa to Thua Thien - Hue are cloudy, with scattered showers and thunderstorms during the day, scattered showers and thunderstorms in the evening and at night, with some heavy to very heavy rain in Nghe An - Ha Tinh; Thanh Hoa is cloudy, with moderate rain, heavy rain and thunderstorms, some very heavy rain in some places. The lowest temperature is from 24-27 degrees Celsius. The highest temperature is from 32-35 degrees Celsius.

Provinces and cities from Da Nang to Binh Thuan are cloudy, sunny during the day, with showers and thunderstorms in some places in the evening and at night. The lowest temperature is from 25-28 degrees Celsius. The highest temperature is from 32-35 degrees Celsius.
