Along National Highway 1A (QL1A) passing through Huong Thuy town (Thua Thien Hue province), it is not difficult to see some cross-roads intersecting with QL1A being barricaded, preventing people and vehicles from traveling. Specifically, the section of Provincial Road 7 extending from QL1A to Khuc Thua Du Street (Thuy Phuong ward, Huong Thuy town) although the construction was completed for a long time, this road is forced to be barricaded at the connection point to the National Highway.
Similarly, the investment project to build the intersection of 2/9 Street and National Highway 1A (Huong Thuy town) with an investment of more than 20.8 billion VND is currently unfinished because it has not been granted a connection permit. Currently, the construction unit has to use corrugated iron to fence it off.
According to the People's Committee of Huong Thuy town, there are 6 connection points to National Highway 1A that are degraded and damaged and are included in the investment plan to ensure traffic safety and urban beauty. However, there are 4 connection points that are being fenced off and under construction due to regulations related to the conditions for being granted a license to connect to the National Highway. Meanwhile, according to the Department of Transport of Thua Thien Hue province, the province currently has 177 remaining connection points that do not ensure the minimum distance between two connection points, and 206 locations that do not have enough land to design and build a speed-change lane and a left-turn lane. Among them is a connection point in Huong Thuy town.
Specifically, according to Circular 39/2021/TT-BGTVT, the connection to the National Highway must ensure a minimum distance between two connection points and have enough land to design and build a speed change lane and a left turn lane. Meanwhile, in order to contribute to accelerating socio -economic development, the locality invested in building Provincial Road 7 extending to Khuc Thua Du Street.
Regarding the connection point with National Highway 1A, Mr. Truong Van Cong - Chairman of Thuy Phuong Ward said that the Town People's Committee has repeatedly requested the authorities to connect this route to National Highway 1A, but up to now, due to problems with regulations, the connection has not been allowed.
In Phu Loc district, the 1.5km eastern beltway of Loc Son commune with a cost of 43 billion VND, completed in early 2023, is still fenced off at the beginning of the route adjacent to Km 850+100 on National Highway 1. The investor has submitted a request for connection but it has not been resolved.
Mr. Nguyen Van Hiep - Director of Phu Loc District Project Management Board said that according to regulations, it is required to build a service road at both ends of this route, however, this will require site clearance and relocation of about 4 households. Although it must follow the regulations, it is also necessary to reconsider the effectiveness when implementing the plan to build a service road for connection.
It is known that the People's Committee of Thua Thien Hue province has issued a decision on approving the cross-road connection points to the national highway and Ho Chi Minh road for the period up to 2025 with a vision to 2030. Of which, National Highway 1A has 248 locations, National Highway 49 has 61 locations, Ho Chi Minh road (West branch) has 47 locations and National Highway 49B has 69 locations.
In addition, the People's Committee of Thua Thien Hue province sent an official dispatch to the Vietnam Road Administration asking for opinions on connection locations in order to have a solution to continue completing the projects, serving the travel of the people.
