Medical quarantine in Quang Ninh is strictly implemented according to the provisions of Decree No. 89/2018/ND-CP of the Government. All subjects requiring quarantine are inspected, monitored, and medically treated according to regulations. In 2024 alone, the Quang Ninh International Medical Quarantine Center quarantined more than 3.8 million inbound passengers and more than 3.8 million outbound passengers. Hundreds of thousands of road and waterway vehicles entering and leaving the country, along with tens of millions of tons of import and export goods, are also strictly medically quarantined. Quarantine activities include medical inspection, medical treatment (disinfecting vehicles) and issuing certificates according to regulations. The process is carried out professionally and quickly.
Dr. Hoang Manh Tung, Deputy Head of the Medical Quarantine Department (Quang Ninh International Medical Quarantine Center), shared: "At each border gate, the quarantine process is carried out strictly but flexibly and quickly. The application of information technology helps shorten processing time, creating convenience for businesses and passengers, while still ensuring epidemiological safety. Quarantine officers like us must always be ready to master expertise and foreign languages to work effectively in all situations, including with international sailors."
In fact, the proactiveness and professionalism of the medical quarantine force was clearly demonstrated at Cai Lan port in early June, when the TARAKAN EXPRESS ship from China docked to unload cargo. Immediately after receiving information from the Maritime Port Authority and the shipping agent, the quarantine team quickly reviewed the ship's records, processed the medical declaration on the National Single Window Portal, and simultaneously implemented medical surveillance according to the procedure.
Directly on board the ship, the quarantine officers measured body temperature and collected medical information from the captain and more than 20 crew members. Thanks to their fluent English skills, the quarantine officers communicated quickly and accurately with the crew, ensuring that they received complete and timely information. At the same time, they checked the sanitary conditions in the living area, kitchen, food storage and medical room on board. Any suspected cases were instructed to handle appropriately to prevent the risk of disease right at sea, before the vehicle docked.

Quang Ninh International Health Quarantine Center is also the focal point for inter-sectoral coordination to organize the contents of infectious disease prevention at the border gate. This coordination takes place closely with the functional forces at the border gate as well as with animal quarantine agencies when requested. In particular, the center has strengthened international cooperation in the field of health quarantine. A typical example is the organization of the Disease Transmission Intermediary Surveillance Team at the border gate area with Nanning Customs (China) in Mong Cai. At the same time, the center also advised the Department of Health to chair the organization of the 4th/2024 border health quarantine cooperation conference "Two countries - Four parties" between the Departments of Health of Quang Ninh, Lang Son, Cao Bang provinces (Vietnam) and Nanning Customs (China).
Mr. Hoang Van Luong, Director of Quang Ninh International Health Quarantine Center, said: We are determined to continue to improve leadership capacity, practice thrift, fight waste, implement administrative discipline and promote administrative reform and digital transformation throughout the unit.
