More than 800 poor workers have received job counseling support.
Implementing Sub-project 4.3 "Supporting sustainable employment", Dak Nong province has issued a sustainable poverty reduction plan for 2023. Accordingly, implementing sub-project 4.3, the province aims to provide labor market information, diversify employment transactions, connect labor supply and demand, support job creation for workers, prioritizing workers from poor households, near-poor households, newly escaped poverty households, and workers living in poor districts.
In the mid-term assessment report on the implementation of Sub-project 4.3 "Supporting sustainable employment" under the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 in Dak Nong province, sent to the Department of Employment (Ministry of Labor, Invalids and Social Affairs), the provincial Department of Labor, Invalids and Social Affairs has provided specific reports on the implementation speed of this sub-project.
Accordingly, to implement this content, the province has established a steering committee to implement and complete 8/8 districts and cities. To implement Sub-project 4.3, in 2022 the province was allocated more than 3.5 billion VND, of which development investment capital is 1,027 million VND and public service capital is 2,566 million VND.

The disbursement result of Sub-project 4.3 "Supporting sustainable employment" is more than 338 million VND, reaching 2.4% of the plan. Some districts that have implemented the program are: Dak Glong District; Dak Mil; Cu Jut; Krong No:; Department of Labor, Invalids and Social Affairs... in which, the Department of Labor, Invalids and Social Affairs has the highest disbursement rate of more than 136 million VND for opening propaganda classes, printing, distributing documents and attending training conferences... The remaining localities are implementing, requesting to transfer the source to 2023, so up to now, the disbursement has not been implemented. The main content is to carry out job transaction sessions and labor market information.
When implementing Sub-project 4.3, about 800 workers from poor households, near-poor households, and newly escaped poverty households in the province benefited from the above program and project.
Proposed solutions to overcome difficulties in "supporting sustainable employment" for poor workers
After 1 year of implementing the sub-project, the province has increased the implementation of job fairs, disseminated labor market information, and created conditions for connecting supply and demand for workers.
After 3 years of implementing the National Target Program on Sustainable Poverty Reduction for the new period 2021-2025, the poverty rate in the province has decreased sharply. By the end of 2022, the whole province had 13,342 poor households, accounting for 7.97%. This result is partly thanks to the implementation of multidimensional poverty reduction, including income poverty reduction through consulting, referrals, and job creation for the poor in the province.
The specific goal that Dak Nong province sets out in 2023 is to strive for the overall poverty rate in the province to decrease by 3% or more, and for local ethnic minorities to decrease by 5% or more according to the multidimensional poverty standard applied for the period 2021-2025.
To implement Sub-project 4.3 "Supporting sustainable employment", in 2023, Dak Nong province was allocated more than 10.3 billion VND. Of which, the central budget is more than 9.4 billion VND, the local budget is 946 million VND.
In addition to the above achievements, the implementation of sub-project 4.3 also faces many difficulties. The biggest difficulty is due to the slow allocation of funding in 2022, in addition, the Ministry of Labor, Invalids and Social Affairs has not yet provided specific instructions for implementing the project's contents, so the implementation results are still low.
Program funding is allocated equally at the provincial and district levels to implement the above contents, so some implementation contents will overlap between the provincial and district levels.
"In addition, the content of collecting, updating, editing, and synthesizing information about local workers still faces some problems such as: Age of information collection subjects, place of residence of subjects... Even the budget for updating information about workers into the national database on population carried out by the commune-level police is not clear. The Ministry of Finance has not yet regulated the expenditure level for income collection, standardization, and data entry activities about workers," the report of Dak Nong Department clearly stated.
In addition, the content of supporting successful job connection has not been implemented partly because the number of workers supported to successfully connect to jobs through the Provincial Employment Service Center who have signed labor contracts belonging to subjects such as poor households, near-poor households, newly escaped poverty households, workers living in 6 poor districts is very small, partly because the province has not yet issued a unit price for job service services," shared a representative of the Department of Labor, Invalids and Social Affairs.

Faced with this reality, the Department of Labor, Invalids and Social Affairs of Dak Nong province recommends that the central government allocate investment resources in a focused, key and sustainable manner, focusing on poor districts; prioritize support for poor ethnic minority households, poor households with members who have contributed to the revolution, and children and women in poor households.
Implement the program to ensure it is suitable to the actual conditions of poor districts. Avoid spreading and wasting investment; ensure the principle of no duplication between activities and investment support contents of projects and sub-projects under the Program in the same area and with the same beneficiaries.
Ensure publicity, democracy, promote ownership and active and proactive participation of the community and people. In addition, strengthen inspection, examination, supervision, and evaluation of implementation... to promptly correct and handle.
"Like other localities, the province recommends that the Ministry of Labor, Invalids and Social Affairs consider proposing that the Ministry of Finance soon amend and supplement Circular No. 46 of the Ministry of Finance. It is recommended that the Ministry provide specific guidance on the issues arising in the implementation of collecting, updating, editing, and synthesizing information about local workers," Mr. Hoang Viet Nam - Deputy Director of the Department of Labor, Invalids and Social Affairs of Dak Nong proposed in the report.
