Taking advantage of the lives of people in remote areas, ethnic minority areas with difficulties and low education levels, recently, bad elements of the organization "Salvation Grace" operating illegally in Vietnam have stepped up propaganda, attracting people to participate with extremist propaganda, encouraging a dissolute and indulgent lifestyle, easily surpassing the limits of morality and ethics, without fear of being punished by law...

This organization operates under the guise of religion, has many complicated developments, and poses a potential risk of destabilizing local security and order.

Bao Lac District Police ( Cao Bang ) regularly propagates and mobilizes the masses to comply with the Law on Religious Beliefs.

The organization “Saving Grace” or also known as “Eternal Grace” originated from Korea and entered our country in 2007. This is an organization with extreme doctrines, promoting illegal acts, not recognized by our State and not allowed to operate in Vietnam.

Those who believe in this illegal organization are mainly ethnic minorities in remote areas, areas with many economic and social difficulties, low educational level...

Identify the organization “Saving Grace”

In Cao Bang province, the organization “Salvation Grace” appeared in 2011 in Dinh Phung commune, Bao Lac district, led by Hoang Tran Pyao (born in 1986, residing in Nam Pat hamlet, Dinh Phung commune), named Coc Thoc group. Before that, this person was the head of the Northern Vietnam Protestant group in Coc Thoc hamlet, Dinh Phung commune, then went to Hanoi to study Protestant doctrine and was lured by bad people to join the organization “Salvation Grace”.

Under Pyao's management and direction, in 10 years of operation, this group has promoted propaganda and development of religion, attracting 24 households, 114 dignitaries and followers of legal Protestant sects to "borrow the name of the legal entity" to operate, including 5 households and 28 followers from Lung Sung hamlet, Yen Lac commune (Nguyen Binh district, Cao Bang) to participate in common activities every Wednesday and Sunday evening. The location of the activities is right at Hoang Tran Pyao's house.

By 2015, the organization "Grace of Salvation" had expanded to Hung Dao commune (Bao Lac district), led by Ha Van Nhoi (born in 1985, residing in Nam Siu hamlet, Hung Dao commune). Based on learning about Pyao's group activities in Nam Pat about the organization "Grace of Salvation", Nhoi returned to Nam Siu hamlet and attracted 13 households and 68 followers to participate in activities according to this organization. By June 2022, Ha Van Nhoi's Nam Siu group attracted 90 followers, all of whom were San Chi ethnic group, to participate, with the activity location at Ha Van Nhoi's own house.

Those who believe in the activities of this organization are of different ages and levels, but mainly teenagers, women, and the elderly. Due to their low level of education, they are taken advantage of, deceived, and lured into participating by the leaders with the aim of promoting a liberal, free lifestyle, "living in sin without having to repent and feeling remorseful."

This goes against the mainstream Protestant sects that have been recognized in terms of organization and religious registration in our country, hindering the implementation of economic and social development policies in ethnic minority areas, as well as the local security and order situation.

“This sect organizes weekly and monthly activities, different from pure Protestantism, in which it propagates the idea that Jesus Christ on the cross redeemed mankind. When praying, people are no longer guilty, meaning they do not need to confess to God and promote a liberal lifestyle and living in sin, but without repentance or repentance. This poses many potential risks leading to loss of security and order in the area,” said Lieutenant Colonel La Van Ly, Deputy Chief of Bao Lac District Police.

Fight, prevent, and repel the organization "Saving Grace"

Determining that the organization “Salvation Grace” has extremist teachings, promotes illegal acts, is not recognized by our State and is not allowed to operate in Vietnam, from 2012 to present, Cao Bang Provincial Police have issued many plans to direct the Police of districts and cities to implement the work of grasping the situation and fighting against this organization.

Accordingly, Bao Lac District Police and local Party committees and authorities of the two communes affected by the organization have carried out many meetings, dialogues, propaganda, and mobilization of the masses to properly implement the Party's guidelines and the State's policies and laws on beliefs and religions; to be vigilant, not to respond to or participate in "Salvation Grace"; to promptly grasp, detect, and take measures to prevent the activities of this organization as well as other new religious phenomena that illegally propagate and develop religions in ethnic minority areas; and to mobilize affected believers to realize their mistakes and return to pure religious activities.

“They told us to join the activities, so we did for a while, but then we stopped because the police and local authorities warned us about the illegal activities of this organization. Now we have signed a commitment to no longer participate in the organization “Salvation Grace” and switch to activities under the Protestant sect recognized by the State,” said Mr. Ly Van Chan, who lives in Nam Pat hamlet, Dinh Phung commune.

100% of households that believe in the organization "Salvation Grace" in Bao Lac district voluntarily signed a commitment to give up and not participate in this illegal organization.

With the active participation of the police force, local authorities and the vigilance of the masses, the activities of the organization "Salvation Grace" in Bao Lac district have now been basically completely eliminated.

According to Lieutenant Colonel La Van Ly, the district police continue to monitor the implementation of the people's commitments with the government, and at the same time advise the district's Religious Steering Committee to direct the Religious Steering Committees of communes to enhance propaganda and mobilize the masses to comply with the law on religious beliefs, as well as prevent and detect strange and heretical religions from entering the area to take timely preventive measures.

In recent times, functional agencies, with the core being the police force, have coordinated with Party committees and authorities at all levels to propagate and disseminate information to the people and believers about the plots of hostile forces to exploit religious issues and sabotage the Vietnamese revolution. In particular, meetings and dialogues have been regularly organized with prestigious people and leaders of religious groups in the area about religious activities to listen to the thoughts and aspirations of believers, dignitaries and professionals. From there, on the basis of legal provisions, solutions have been found to completely resolve existing problems and limitations according to the legitimate aspirations of believers.

Ensuring freedom of belief and religion for the people

After more than 10 years of operation in Bao Lac district, by September 26, 2022, 100% of households following the organization "Salvation Grace" at two locations, Coc Thoc group and Nam Siu group, voluntarily signed a commitment to give up and not participate in this illegal organization.

In response to the people's religious aspirations, the Internal Security Department of the Provincial Police advised the local Party Committee and authorities to research and select the Menonite Evangelical Church, with Mr. Huynh Dinh Nghia as President, headquartered in Ho Chi Minh City. In October 2022, the General Assembly of the Menonite Evangelical Church approved the Coc Thoc and Nam Siu groups to join the church, of which the Coc Thoc group in Nam Pat hamlet, Dinh Phung commune was named "Emmanuel" with Hoang Tran Pyao as group leader; the Nam Siu group was named "Binh An" with Ha Van Nhoi as group leader.

After being allowed to practice their religious beliefs in accordance with the law, the two groups "Emmanuel" and "Binh An" notified the local authorities and completed the procedures for registering for collective activities according to the Law on Religious Beliefs.

During their activities, the local authorities have created favorable conditions for the followers of all groups to operate in accordance with the law. The followers are also always aware of "living a good life, following their religion, respecting God, loving their country, serving the nation and people", complying with all policies and guidelines of the Party and policies and laws of the State, and resolutely not listening to bad people spreading wrong thoughts and teachings in the area.

The organization “Salvation Grace” in Bao Lac district has been abolished. Now, believers living at the two groups “Emmanuel” and “Binh An” always believe in the Party’s guidelines and policies, the State’s laws, and religious activities according to the law; actively participate in the movement “All people unite to build new rural areas, civilized urban areas, live a good life, and follow the religion”; focus on economic and social development; practice a civilized lifestyle in weddings and funerals in accordance with the nation’s fine customs and culture.

Over the years, local authorities have always paid special attention to religious and belief work and the work of ensuring human rights. Thereby, religious activities in the province in general and Bao Lac district in particular have become increasingly regular, operating equally and in compliance with the law.

In addition, the local Party Committee and government of Bao Lac district also pay attention to investing in infrastructure development, promoting production, improving the lives of people, especially in particularly difficult, remote and isolated areas. Continue to plan the development of bamboo in Nam Pat hamlet, Dinh Phung commune, making bamboo a key crop with high economic value, contributing to improving and enhancing the economic life of people. At the same time, improve the intellectual level of the people, invest in infrastructure, schools; preserve and promote traditional cultural values in ethnic minority areas.
