Resolutely prevent and repel drug crimes

The fight against crime and drug abuse is an especially important political task, requiring the synchronous and drastic participation of the entire political system.

In recent times, the authorities have implemented many synchronous solutions to detect and strictly handle violations of the law related to drugs. Thereby, gradually preventing and repelling this dangerous crime, contributing to maintaining security and order in the province.

Fierce on the front line

On the night of May 17, 2025, the drug crime investigation police force of the Provincial Police in coordination with the Tuy An Traffic Police Station promptly stopped a passenger bus traveling on National Highway 1, discovered and detained Nguyen Thi Tam (born in 1985, residing in Do Luong district, Nghe An province) - a subject ordered by Nghe An Provincial Police to be detained in an emergency due to involvement in illegal drug trafficking. Although the female suspect had undergone cosmetic surgery and used elastic bandages around her face to change her appearance to escape arrest, the authorities still identified, controlled and brought her to the headquarters for questioning. Afterwards, Phu Yen Police handed over the subject to Nghe An Provincial Police for handling according to their authority.

Previously, the Provincial People's Court sentenced defendant Nguyen Ngoc Phat (born in 1986, residing in Tuy Hoa City) to life in prison for illegal drug trafficking. According to the case file, from September to October 2023, Phat went to Ho Chi Minh City many times to buy crystal meth and heroin, then brought it back to Phu Yen to divide it into small pieces to resell for profit. On the afternoon of October 4, 2023, Phat continued to go to Ho Chi Minh City to buy 1 tael of crystal meth and 3 taels of heroin. On the morning of October 6, when he just returned to Tuy Hoa, Phat was caught red-handed by the police force, seizing 101.301 grams of methamphetamine and 19.151 grams of heroin. Searching Phat's residence, the authorities also discovered a metal pistol and many metal balls. Notably, Phat had 2 previous convictions, including 1 for murder. With the particularly serious recidivism, the Provincial People's Court sentenced the defendant Phat to a severe sentence, demonstrating the severity of the prosecution agency in handling this dangerous crime.

The above cases demonstrate the proactive role and close coordination between prosecution agencies in contributing to strictly handling violations of the law, gradually pushing back drug crimes in the area.

Cut supply, reduce demand

The above cases show that the fight against drugs in the province is being implemented methodically and synchronously, with determination from the Party Committee, government to specialized forces.

According to information from the Provincial Police, in the first 6 months of 2025, the police force of the whole province has synchronously deployed professional measures, proactively grasped the situation, and prevented the emergence of complicated drug-related spots and gathering places, causing bad public opinion. The Provincial Police continue to resolutely direct the review and management of drug addicts and illegal drug users; improve the effectiveness of drug rehabilitation and post-rehabilitation management. As of June 15, the whole province had 120 drug addicts, 320 illegal drug users and 83 people being managed after drug rehabilitation. The functional forces have detected and arrested 32 cases with 83 subjects who bought, sold, stored and organized illegal use of drugs; seized 135.405 grams of Methamphetamine, 25.779 grams of heroin and 2.179 grams of Ketamine.

In particular, from February 28 to now, after receiving the drug rehabilitation facility from the health sector, the Provincial Police have received 34 students, bringing the total number of students to 74 (25 cases of voluntary drug rehabilitation, 49 cases of compulsory drug rehabilitation); issued drug rehabilitation completion certificates to 28 students, and handed over 4 people to their families for treatment. During the drug rehabilitation process, the Provincial Police organized many political and legal education activities, career counseling, sports, etc., thereby helping to raise awareness and physical fitness for students, ensuring security and order inside and outside the drug rehabilitation facility.

The fight against drugs always requires perseverance, determination and an uncompromising spirit. Drug prevention is only effective when there is a synchronous, responsible and persistent participation of the entire political system and functional agencies - something that Phu Yen is persistently doing to protect the peaceful life of the people.

Colonel Vo Duy Tuan, Deputy Director, Head of the Investigation Police Agency of the Provincial Police, said: In drug prevention and control, Phu Yen Police always thoroughly grasp and strictly implement the policies and resolutions of the Central Government, the laws of the State, and the directions of the Ministry of Public Security; promptly advise the Provincial Party Committee and the Provincial People's Committee to issue resolutions, programs, and plans to lead and direct sectors and levels to effectively implement drug prevention and control work. In particular, focusing on directing the implementation of the fight against drug crimes and evils to ensure strictness and compliance with the law, in the direction of "cutting supply and reducing demand". With the highest political determination, the Provincial Police Department focuses on advising and effectively implementing specific goals according to Directive 36 dated August 16, 2019, Conclusion 132 dated March 18, 2025 of the Politburo and Action Program 48 dated June 2, 2025 of the Provincial Party Committee Standing Committee. These are to control and reduce drug crimes, prevent the formation of complicated drug hotspots and gathering places; strictly manage drug addicts and illegal drug users; improve the effectiveness of drug rehabilitation and post-rehabilitation management; and strengthen the participation of the entire political system and the entire population in drug prevention and control.

Discussing the viewpoint of the Court sector in adjudicating drug-related crimes, Deputy Chief Justice of the Provincial People's Court Vo Nguyen Tung shared: Drug-related crimes are a danger and a crime. Drugs not only destroy people's physical and mental health, but also cause many serious consequences for security and order, social morality and the future of generations. Therefore, the two-level People's Court of Phu Yen always identifies the fight against this type of crime as one of the key tasks, demonstrating the determination of the Court sector in the uncompromising fight.

“Our consistent view is to try people strictly, in accordance with the law, without any forbidden areas or exceptions. That not only raises people’s awareness but also ensures the effectiveness of drug crime prevention,” Mr. Tung affirmed.

From the perspective of the Procuracy, Deputy Director of the Provincial People's Procuracy Huynh Ngoc Thanh affirmed: The spirit of the industry in fighting this type of crime is resolute, thorough, not letting criminals escape, and at the same time not wrongfully accusing innocent people. The handling is always strict and in accordance with the provisions of the law. The Procuracy closely coordinates with the investigation agency and the court during the investigation, prosecution and trial process. "When encountering difficulties and problems, the interdisciplinary agencies will proactively meet to discuss and agree on solutions to ensure effectiveness and consistency in the fight against drug crimes," said Mr. Thanh.
