Regarding the "delay" in establishing the White-cheeked Langur Species and Habitat Conservation Area in Kim Bang (Ninh Binh province), the Ministry of Agriculture and Environment will organize an inspection and report to the Prime Minister.

Regarding the series of articles " Constructing conservation space: The imperative for survival, responsibility for the future " recently published by VietnamPlus Electronic Newspaper, which mentioned the establishment of the White-cheeked Langur Species - Habitat Conservation Area in Kim Bang (Ninh Binh province), Deputy Director of the Department of Nature Conservation and Biodiversity (Ministry of Agriculture and Environment) Le Van Huu said that the ministry will organize a delegation to inspect and report to the Prime Minister.
According to Mr. Huu, the establishment of the White-cheeked Langur Species and Habitat Conservation Area in Kim Bang is under the authority of the People's Committee of Ninh Binh province.
Recently, after VietnamPlus Electronic Newspaper published a series of articles reflecting on the above, the Ministry of Agriculture and Environment and the Department of Nature Conservation and Biodiversity also issued documents urging local authorities to inspect and implement.
Recently, the Department of Agriculture and Environment of Ninh Binh province also sent a document to the Department of Nature Conservation and Biodiversity, emphasizing that the department will submit to the People's Committee of Ninh Binh province for consideration and decision regarding the establishment of the Kim Bang White-cheeked Langur Species and Habitat Conservation Area.
According to the Department of Agriculture and Environment of Ninh Binh province, the project to establish the Kim Bang White-cheeked Langur Species and Habitat Conservation Area is consistent with the planning of Ha Nam province for the period 2021-2030, with a vision to 2050, approved by the Prime Minister in Decision No. 1686/QD-TTg dated December 26, 2023; the National Forestry Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister in Decision No. 895/QD-TTg dated August 24, 2024...
However, the local authorities still “leave open” the time for establishing the White-cheeked Langur Species and Habitat Conservation Area in Kim Bang. The reason is due to the change of administrative boundaries operating under the 2-level local government; it is necessary to review, update, adjust administrative boundaries, and complete project documents.
“In the coming time, we will continue to coordinate with relevant units to organize inspections, assessments, and reports to the Prime Minister, in the content of the preliminary summary of the biodiversity conservation planning,” Mr. Huu emphasized.
Sharing with reporters of VietnamPlus Electronic Newspaper, Deputy Minister of Agriculture and Environment Phung Duc Tien emphasized that biodiversity conservation plays a particularly important role. Therefore, with the responsibility of the State management agency in this field, the Department of Nature Conservation and Biodiversity must urgently inspect and urge according to the State management responsibility.
“Our country has a very rich biodiversity. If we do not preserve it now, biodiversity will gradually decline due to industrialization and urbanization, and it will cost a lot of money in the future. Lessons from Western countries show that when it is time to restore it, the cost will be too great,” Mr. Tien worried.
Therefore, to protect and conserve biodiversity, Mr. Tien said the Ministry of Agriculture and Environment will propose amending a number of laws, including the Law on Biodiversity and a number of decrees and guiding circulars to ensure management work.

Previously, consecutively on July 29-31, VietnamPlus Electronic Newspaper published a series of articles "Constructing conservation space: A vital command, responsibility for the future" including 5 articles, reflecting on the activities of blasting, quarrying, cement production, and transportation of construction materials in the Kim Bang and Thanh Liem areas of Ha Nam province (now Ninh Binh province) in recent years, causing pollution, seriously affecting the lives of thousands of people living around the area.
In addition, blasting activities for stone mining and cement production also have negative impacts on biodiversity, especially rare and precious endemic wildlife species (especially the populations of Delacour's langurs, also known as Delacour's langurs, considered a "global treasure" found only in Vietnam, currently among the 25 most endangered species in the world that need to be protected).
Immediately after the above series of articles were published, the Ministry of Agriculture and Environment, and its specialized agencies, sent consecutive documents to the People's Committee of Ninh Binh province and the Department of Agriculture and Environment of Ninh Binh province, requesting clarification of the information reported by VietnamPlus Electronic Newspaper; implementation of immediate remedial measures and strengthening the inspection and supervision of mineral exploitation and cement production facilities in the province.
The Ministry also recommended that Ninh Binh and other provinces and cities prioritize eliminating mining areas that affect the habitat of endangered species, protecting the landscape and restoring the environment at mines that have closed or are about to close./.
